Councilman Walker gave the Invocation. Pledge of Allegiance Councilwoman Moss. Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss- absent Councilman Hadaway Mayor Criswell City Attorney -Mr. Danny Mims City Clerk-Carolyn Sue Cain Upon the call of roll, the following were found to be present with the exception of Councilwoman Greene made a motion to accept the minutes of 02/27/2018 meeting. Councilman Walker seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL None Cm3.8.18 RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Mayor states he has had several complaints on the garbage and trash pickup. Mr. Walter Hamlett with Advanced Disposal was onsite to answer questions and try to help with the issues at hand. Mr. Charles Maples states that the limbs had not been picked up as of yesterday and he has been trying to get them pick up for a month. He spoke with the driver of Advanced Disposal and he stated that he was not familiar with the route and did not think anyone had service on his road. Mr. Maples other issue is communications (he gave several issues) between the client and the company needs to improve. Councilwoman Greene asked if Mr. Doug Wilder was with the company still. Mr. Hamlett stated yes that he is his operations manager. Councilwoman Greene states that she had talked to him about picking the 25 trash cans up after Community day and it took a little while to accomplish. Mr. Maples states that when he would call advance disposal, the lady on the phone sometimes would ask if he had spoke with the city. Councilwoman Greene states that the city is not responsible, that each resident is responsible to pay their own bill. Mr. Hamlett states he will address the complaints with the operation manager and the team. Mr. Maples asked if there was a number to call in Mobile. Mr. Hamlett stated that he would get him a card. Mayor and Councilwoman Mayor states that they are in the process of bidding out the repair work on the bridges. Mayor states he has one sealed bid from Safe Span bridge inspections and construction Safe Span bridge inspection gave a bid ini the amount of $16,400.00 to repair 2 bridges. Councilwoman Greene put a motion on the floor subject to approval of contract terms being read by Attorney Mims and firm and bonding requirements. PLANNING AND ZONING COMMITTEE Councilwoman Greene states they will meet March 20, 2018 with a couple of people on the agenda and then a public hearing after the meeting for Mr. Buffkin and Mr. Martins lot to be subdivided. PARKS AND RECREATION Councilwoman Greene states that the picnic table's looks good and hopeful soon will be able to add a top to the slab that was poured. Councilwoman Greene states that the city will be responsible and will check into seeing Mayor states that a number of the lights are out and need to be replaced. like to add more tables in the fall. He has called the power company to come fix it. Mr. Moss states that the new meters have a camera that will take your picture if you steal them and has a GPS installed to locate them. UTILITIES AND SENIOR CITIZENS Councilwoman Greene states that the center got new shelves and new carpet put in, bought material to make new curtains and replacing some of the old decorations. ZONING BOARD OF ADJUSTMENTS Mayor states that the board will meet on March 12, 2018 at 5:30pm. Councilwoman Greene states the. Attorney will meet with the board tol have an organizational meeting. FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. (Details of report listed below), making a motion to accept financial report as read, seconded by Councilman Walker. Also copies available to citizens attending the meeting wishing to have one. Chief states that he, Councilman Walker and a couple of the officers got 3 felonies off the street and 9 dogs. Chief states that he has one man in the academy and one registered to go. Chief Kirkland states he attended the chief's conference in Montgomery last week. Mrs. Lowe asked about the Saraland Police coming thru the city going to Creax Rd. Mayor states that they are aware of the incident and handling it. Chief Kirkland is addressing the issue of the reckless driving to their chief. Cm 3.8.18 3 FIRE Councilman Hadaway states they have been busy with calls. They went on the call to SSAB and with other dept they got the commercial building fire out with in about 20 min. Councilman Hadaway states they spent about $14,000.00 for turnout gear. (Each set cost about $3,000.00) Councilman Hadaway states that $12,000.00 come from the $1.00an month donation that people donate through the Lemoyne water bill. They spent another $2,000.00 from the fire fund to pay for the tow. Councilwoman Greene asked Councilman Hadaway to check with Jeff about the new law passed a few years back about extra territorial jurisdictional giving money for Axis and Commissioner Ludgood had a team that is getting together to see how to disburse this money. Councilman Hadaway states he has not heard any plans fori it as of yet. Councilman Hadaway states that the county money varies each year. STREETS/PUBLIC WORKS stop. Please watch the signs. Mayor states that Mr. Wayne Miller is running the bush cutter. Citizens and Council state that he is doing a great job. Mayor states that signs are up that state slow and/ or Mayor states that the personal board is sending applicants to interview for the public works position. Mayor states that they are working to get everyone working under the Councilman Martin states that a few months back council approved a night light down at Dead Lake Marina Rd and Dead lake rd. The power company installed it yesterday and should make that area safer. Mayor states that the police department is patrolling the personal board. area better also. BUILDING INSPECTOR Don Moss, building inspector, states that he would like to present at the next meeting a program called 45 building to be added to the building codes and is being adopted by several cities. It is where you build your house with 45 specs and could save up to 70% Mayor states that 4 out of the 7 trailer parks we have are being remolded with new on your home owners insurance. Mr. Moss states he has two new sets of house plans. mobile homes, streets and lightening. MAYOR'S DISCUSSION Mayor states that about a year ago we had about $60,510.96 in IRS bills and our buildings had a material lien on them by the IRS. Mayor states he is holding a release for the federal tax lien in his hand tonight. He also has one from the state releasing it also. Mayor states that they have received a statement from the IRS from 2016 for 4th quarter for $25,000.00 owed. A mandatory payment of $3,200.00 had to be paid for penalties. Mayor states that this is money taking out of the employees check but was not sent in. Cm 3.8.18 4 Mayor states that since Ms. Cain has been the clerk that the taxes being paid are spotless. Mayor states that we will pay this in 3 payments of $8,485.00 in April, May and Mayor states he had a meeting with Lemoyne water and Integra water the beginning of the week and they are negotiating to cure the bad water problem and the issues of us Mayor states that the school issues still need to be addressed as a city and how to Mayor states that we will be getting a co-op student that will be able to help us out. Councilwoman Greene states that Creola Assembly will be having a pancake breakfast Mrs. Walker states that Creola Baptist has a pulled pork sandwich lunch plate for $8.00 A citizen states that he heard that FEMA was having town hall meetings about the flood maps. Mayor states that the flood maps will go into effect in 2020. Mayor states that the city does not make the changes that FEMA will tell us what is changing. Mr. Fisher states that if you go to one of these meetings and give them your address they can pull up your address and show what zone you are in. Citizens have a small discussion about the flood insurance and zones. Councilman Walker states that Chief Kirkland and Officer Turberville are doing a great on March 9, 2018 from 10:30-4:30.
