Councilman Walker seconded, all favored, none opposed, motion carried. Mayor states that the safe has been delivered that will store the city books. CITZAENS ADDRESSING THE COUNCIL No one to address the council RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Councilwoman Greene states that the Municode will be added toi the next agenda. Mayor states that we. lost a very dear member ofthe community. Ms. Sibyl Chambers passed away. Councilwoman Moss read the Proclamation for Ms. Sibyl that was presented to Rev. Bill Chambers. Mayor states that they have ai resolution for Spire franchise. 1 Cm 4.26.18 Councilwoman Greene made ai motion to bring the Resolution 2018-10: for Spire Gulf franchise to Councilman Walker seconded, all favored, none opposed, motion carried. Councilman Martin states that a citizen brought tol his attention that gas line was exposed. He called the 18 800 number and within 3 days a crew was out and thei issue was taking care of. Councilwoman Greene states that Ms. Laura Davis was put on1 the agenda to come request through the council to use the softball field to host a tournament. She has not completed an application at Mayor asked: about the resolution fort thei request forms for copies of public records. Attorney Mims Councilwoman Greene states that she has quotes for bike route signs from Vulcan signs, Explosive signs, Cheap signs online. Vulcan signs were the best price at 30-inch square was $37.50 each sO ifwe did 5 signs it would cost $187.50. Councilwoman Greene states they would have to get with Councilwoman Greene made a motion to purchase 5 bike route signs for the total of$187.50. Councilwoman Moss seconded, all favored, none opposed, motion carried. Councilwoman Greene states there will be a census workshop on May 9, 2018 from 10-llam at SARPC. (South Alabama Regional Planning Commission building) It will be no charge for this Mayor states that the A/C ont thel brush cutter not cooling and Beard Equipment is giving an estimate Ms. Cara Stallman with Grant Management LLC has spoken with council in aj premeeting. Councilwoman Moss states that there are several grants out there for the city to get but they need a grant writer. Councilwoman Moss states that they can do the grant that involves sidewalks on Old Hwy 43 from Crenshaw Park to Bradley Court. It will be 2 years before any money is disbursed. This project is Resolution 2018-014 and it is based off 80/20. Mayor states this project would be done is stages. Attorney Mims asked about the grant contract? Ms. Stallman states yes, all they are Councilwoman Moss made ai motion to introduce Resolution No. 2018-014 authorizing the Mayor to sign the grant application for the sidewalk project on Old Hwy 43(Crenshaw park to Bradley Court). The total estimated cost for the project is $378,999.18 and the grant is 80/20 so the cities part is $75,799.84. Mayor asked what is the chance of the city getting the grant. Ms. Stallman avote. thet time. Ms. Stallman states that shei requests tol bej paidaone-time: fee fort the grant application of$5,000.00 with the addenda ift the council approves a $20,000.00 more contract that the $5,000.00 would be credited1 to part ofthe fee. Attorney Mims states that the contract could ber ready by thei next meeting but Ms. Stallman would have to email a copy oft the contract in writing and would have to agree to an minimum ofa30-day termination clause ifthey decide to go with the yearly contract. Councilwoman Moss made ai motion toi introduce a contract with Ms. Stallman services being used as a grant writer consultant. Ita allows the city toj participate Mayor has spoken to Major Holt about working with the city. Mayor proposes to the council to establish aj parks and recreation department thru an ordinance and that they hire Major Holt for one dollar ($1.00) for the year to help get it formulated. This would be a yearly basis per Major Holt for bids on all types oft things under the state bid law. request. Councilman Martin made ai motion to adopt this plan. Mayor states that Safe span bid the city's bridge repair, Attorney Mims is negotiating the details of the contract. PLANNING AND ZONING COMMITTEE Councilwoman Greene states that 2 plots were divided at the last meeting. The next meeting will bel May 15 at 6pm. Cm 4.26.18 3 PARKS AND RECREATION Councilwoman Moss states that thej parks are fine. UTILITIES AND SENIOR CITIZENS Councilwoman Moss states that the senior citizens are. having a breakfast on June 161 from 9-1lam for all seniors and veterans. The seniors made al homemade quilt and willl bet taking $1.00 donations for a raffle that will be given away on the LIP Community day. The funds raised will go into the Senior building account. ZONING BOARD OF ADJUSTMENTS A meeting is scheduled forl May 21,2018 at 5:30pm. FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. AND FIRE POLICE Councilwoman Greene states that she has ChiefKirkland report. It is from March 1-30th. Beginning balance Ending balance $11,695.94 $9,434.13 Mayor states they are preparing to send 4 officers to the academy. Chief Kirkland purchased 10 Glock fire arms from the Gulf State Armory that are sold back to the police officers as they need them for $295.00 apiece. Mayor states that thereisa a contract for the officers going thrut thea academy to work for the city for 2 years. Councilwoman Greene states that the uniforms are purchased out ofthe police department fund that the general fund does not purchase them. Councilman Walker states that they have a good group of people and the Chiefs mother has been sick. There are. 3 more cars they are going to get with less than 60,000: miles on them. FIRE No business Mayor states he spoke with Chief Reeves and he states the fire truck is at Warbama being painted and outfitted. Mayor states that they are going to get bids on the building for repairs that the fire department is housed in. STREETS/PUBLIC WORKS Mayor states that Mr. Wayne Miller is working hard on the streets. Mr. Elijah Safford will be coming Saturday to grade Lister Lane and Brown Road. Mayor gave an update on the Ducey Rd grant project. Mayor states that the signs have come in and Mr. Miller has been replacing them. BUILDING INSPECTOR MAYOR'S DISCUSSION Mr. Don Moss, building inspector was absent from meeting Councilwoman Moss asked the attorney about the trash Ordinance No 52. She states that it was put into effect on. January 1982 and needs to be updated to state code. 5 Cm4.26.18 Councilwoman Moss made ai motion to update Ordinance No 52 to state code. Attorney Mims states he will work on getting the Ordinance together and then they can introduce Councilwoman Moss asked the attorney what could be done about Carny Rd. It was presented to council in September 22, 2016 and she would like to rescind it. The right of way is supposed to be 50 feet and this road is only 20 feet. Attorney Mims states that having an ordinance and having a deed that is stamped and probated is two different things. The attorney will check in to see if it. anything can be done. OTHER ANNOUNCEMENTS Ms. Becky T. Smith states that her granddaughter attends Satsuma High School and was awarded the scholarship from the Creax scholarship foundation fund. She won the Bradley Byrne congressional art contest and 2 ofthe girl's pictures are on display at thel Mobile Museum of Art. Rev. Chambers states that he knows the city closes the park gates at sundown but people are driving thrul Ms. Robinson yard. Last week her water line was run over and broke. Rev. Chambers askedif Mrs. Bryant asked about fixing aj pot hole on the I-65 service road. there were a sign we could put up.
