Sergeant Turberville gave the Invocation. Pledge of Allegiance Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway absent Mayor Criswell City Attorney Mr. Danny Mims City Clerk-Carolyn Sue Cain Upon the call of roll, the following were found to be present except Councilman Hadaway Councilwoman Moss made a motion to accept the minutes of 04/26/2018 meeting. Councilman Walker seconded, all favored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL No one to address the council RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Atty Mims states that he has a quote from Municode in the amount of $9950.00 plus an annual $20.00 supplement service fee. Mr. Mims states that Municode will organize the ordinances with chapters and update them to Alabama law. Municode would also have the ordinances listed on the Municode .com website SO others could go online to view. Mr. Mims recommends for the city to do this and be more efficient. Councilwoman Greene asked what the fee would be to put the Municode on the Creola website? Atty Mims states he would have to check into it. Councilman Martin asked if they would come get the information or we would have to send it to them. Atty Mims states we would mail them what we have. Atty Mims ask the council and Mayor to read over the information and maybe discuss it at Councilwoman Greene states that Resolution 2018-015 is adopting policies and procedures for requests for public records in the City ofCreola. This is for individuals that want to come in and look at records that is available to review. There is a .25 cent fee per page. (one side) Councilwoman Moss made a motion to adopt Resolution 2018-015. Councilman Walker seconded, all favored, motion carried. Councilwoman Greene made ai motion to tablei the Dorman property to be annexed till next meeting. Councilwoman Greene states they are closing the Money Market account and leaving the tax payment in the general fund per Betancourt and King, CPA. Councilwoman Greene states they will close the Money Market account and transfer the $550.00 into the general fund account. Councilwoman Greene made a motion to close the Money Market account and that the taxes will come out of the City general fund account. Mayor recommends establishing a parks and recreation department under Ordinance No 2018-011 and that Major Holt to be the director for $1.00 a year, to be reviewed at the end oft the year. 2 Amended cm 5.10.18 Councilwoman Moss made a motion to establish a Parks and Recreation department. Councilwoman Moss second, all favored, none opposed, motion carried. PLANNING AND ZONING COMMITTEE Ifsomething changes they will meet May 15 at 6pm. PARKS AND RECREATION Councilwoman Moss states that the parks are: fine. UTILITIES AND SENIOR CITIZENS Councilwoman Greene states that they do notl have any applications soi they will not havean meeting. Councilwoman Moss states that they had to replace the glass in the front door in the amount of Councilwoman Moss states that the senior/ veterans breakfast will bel held. June 16 from 9-1lam. $691.00 which includes the tint. That is was broken when the grass was cut. ZONING BOARD OF ADJUSTMENTS A meeting is scheduled for May 21,2018 at 5:30pm. 3 Amended cm 5.10.18 FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. Mayor states that the police department will be getting new decals that are blue and white. Chief states that the department will have 6 cars to declare excess. Councilwoman Greene states that the new cars should be in around. July. FIRE Mayor states the newer fire truck is at WarBama being painted. Councilwoman Greene states that they owe about $14,000.00 on #2 truck loan. STREETS/PUBLIC WORKS Atty Mims states he has a verbal approval that iti is ok to use the 7-cent tax to pay the backhoe off. Mayor states that Mr. Wayne and his crew has been working hard. 4 Amended cm 5.10.18 Mayor states that Mr. Safford did some grading on most of the dirt roads in the city this past weekend. Mayor states that a ditch has been cut on Holmes Rd which is helping with some drainage Mayor states that Mr. Wayne repaired the flatbed truck and it is back in service. in the area. BUILDING INSPECTOR Mr. Moss states that there is about 5 houses being built, 2 sets of plans coming in. He spoke toa lady about possible putting a building with 4 office spaces in it. Mr. Moss states that plans fora RV storage should be submitted. Mr. Moss states hei is sending out letters to home owners that have property or homes that need to be condemned. Councilman Martin asked where the office space building was looking to be built. Mr. Moss states on Radcliffb by the cemetery. Mr. Moss states that the office spaces and the RV storage must come before planning and zoning. MAYOR'S! DISCUSSION improve. Mayor states that Superior carrier open house was today. Mayor states the city is continuing to OTHER ANNOUNCEMENTS Councilwoman Moss states that Municipal clerk week is May 6-12 and she read aj proclamation. Councilman Walker states that he feels that they should have a work session before the meeting. Councilman Walker states that the smell from the air after the business is cleaning the tanks is not good. Mayor states that LCAP can go check that out and identify what iti is.
