CITIZENS ADDRESSING THE COUNCIL James Ivey, Carney Road, states the council told him last week that you couldn't accept Carney Road because it wasn't written correctly, but the council did not tell him how to write it. James Carney states that Harper & Garrett surveyed that road, went to the Probate Court, their lawyers examined it and saidi it was alright, that it isi recorded. James Ivy states the families on Carney Road isn't asking the City Council to pave it they, just want a few rocks to put on the road. James Ivy states last year when we had the Saraland stuff, that you would have an election and that you will pay fori it, that it's Probate Court. Theresa Williamson, City Attorney, states she can'taddress what Cm 11.08.18 James Ivy is discussing regarding you will have an election and you will pay for it, Theresa Williamson does not know what James Ivy is referring to. Mayor Criswell states the road in question is 20ft wide and that is where the problem is. Mayor Criswell states asked Mrs. Carney ifs she wanted the road. The CPA is formulating the audit for 2017 and one oft the things that our CPA-Betancourt recommended was closing the Creola Police Department bank account and put that account int the General Fund bank account and do the accounting back to the Creola Police Department on what they spend. Mayor Criswell states that we need a vote to close the Creola Councilwoman Greene makes a motion to close the Creola Police Department bank account per Betancourt, that is his suggestion that everything should be in the General Fund bank account. Councilwoman Greene states that she will break it down on a spreadsheet and City Clerk, Carolyn Sue Cain, will do the same. Councilwoman Greene states that we will be able to see how much is Police Department bank account. spent int the police department. Mayor Criswell states that he did not see a cost for the checks. Councilwoman Greene states it would be the minimum check cost at Regions Bank. Councilwoman Greene states that she can get the cost, but our CPA-Betancour: suggested that we get the checks for the 4,5 and 7cent account. Ifwe must pay for something out oft that account we can always go back to the checkbook, sO that way we can keep a close track on it rather than transferring the money. Mayor Criswell states that what we are doing now is writing it out oft the General Fund bank account then making the transfer out ofthe 4,5 or 7cent account. Cara Stallman, Grant writer, states that she would like to talk about a grant opportunity that's available and that is due December 21, 2018 for park improvements. Cara Stallman states its Federal money that comes through the state and it's 50/50 money and it can be up to $350,000.00 per grant. Cara Stallman states she knows the council's priority is putting lights up at the soccer field and it is eligible to be applied for. Cara Stallman states you can use some fifly percent as in- kind, but how much in-kind capacity you have. Cara Stallman states the lights are very expensive. Cara Stallman states if the property across the street has a clear deed and ift the city gets the grant money, then the city will have tol have a deed restriction inj perpetuity that this property will always be used for a public park or public purpose. Cara Stallman states the city was awarded the Sidewalk project and these projects take some time to do it. Mayor Criswell and Laura Rawlins have been working on a solution to the problem. Mayor Criswell states that we are locked in to a five-year agreement with Advanced Disposal unless we write a letter stating they have violated their franchise agreement by not November 10, 2018 will be the last tournament until January. UTILITIES AND SENIOR CITIZENS Councilwoman Moss states the raffle on the quilt profited $625.00. The money will help pay for gas in the senior van the SAIL Center will be getting.
