Mayor Criswell called the meeting to order, asking everyone to please silence their cellphones and put away for about 30 minutes. Brother Steven Bell gave the Invocation. CITIZENS ADDRESSING THE COUNCIL None C.M.12272018 RESOLUTIONS, ORDINANCES AND OTHER BUSINESS (1) Mayor Criswell extended a personal welcome to the family of Rev. Lester W. Bell, Sr. We lost Rev. Bell a couple of months ago. Rev. Bell will be missed in our community. Mayor Criswell asked Councilwoman Moss to read al Proclamation honoring Rev. Lester Wayne. Bell, Sr. then presenting it to Rev. Bell's widow. Mayor Criswell stated that Councilwoman Moss had copies available for other family members. (2) Ordinance No. 2018-017-K Kentucky Boys LLC We have parcels of property that the owners have asked to be annexed into City of Creola. This is part of the D.R. Horton project on. Jackson Rd. to build 300 new homes. Paul Uter, Creola Holdings LLC; Ron Wood (3) & Sam Willis (5), with Kentucky Boys. Motion made by Councilwoman Greene to suspend the rules and aski for immediate consideration of Ordinance No. 2018-017: to bring these properties into the city. Seconded by Councilwoman Moss. Councilwoman Greene made a motion to terminate her contract and re-write the grant writer's contract. YES ABSTAIN YES YES ABSENT YES Mayor Criswell stated that we have 3 grants in house now (1) Sidewalk (in-kind grant) $300,000. (2) Senior Citizen Van $60,000. We should be getting the van in April 2019 (3) Alabama Power-$1,000. Grant for Landscaping PLANNING AND ZONING COMMITTEE Councilwoman Greene stated that the next meeting will be Tuesday, January 15, 2019 workshop at 5PM; Meeting at 6PM. Counciiwoman Greene explained that the committee held a workshop on December 18, 2018. We met for 1 hour and had 15-20 attending. After the workshop, we had a short meeting to approve the December minutes. We have an in-kind grant and we have invited all citizens to attend. We get $24.00 in-kind for each person attending. We have 18 months to complete this grant but would like to complete in 12 months. We also discussed items to add or take away. 3 C.M.12272018 PARKS AND RECREATION Major Holt, our director, stated that he needs several pieces of machinery to level the fields. We can use leveler, but it won't do the job alone. We will be able to use the leveler on the softball fields. Major Holt will be working with people that use the field tol help with maintenance of the field. Councilwoman Greene made a motion for Major Holt to purchase a Field Maintenance Drag from Amazon for $698.42 (tax exempt) with soccer field money. The city will reimburse the soccer account. Councilman Walker seconded, all favored, none opposed, motion carried. Councilwoman Greene will get with Major Holt after the next meeting to open a Soccer account with Regions Bank. UTILITIES AND SENIOR CITIZENS Councilwoman Moss stated that everything is fine with the SAIL Center. We've just been busy with everything over the holidays. ZONING BOARD OF ADJUSTMENTS Mr. David Boucher, chair, stated "There has been no activity since the last meeting." Councilwoman Greene gave the financial report, giving a copy to the Council. (see details of report listed below), making motion accept, seconded by Councilwoman Moss, all favored, none opposed. Motion carried. Our city clerk, Ms. Carolyn, carried the check to Regions in FINANCE $727,685.27 Total Bills: January - December 2018 $1,718,391.38 payments $14,944.27 Saraland on December 18, 2018. We will ask the council to vote on the new account. POLICE No report FIRE Mayor Criswell reported that Engine # 2is at Empire Trucks being repaired. It needed new steering units (hydraulic) Since there are additional necessary repairs, we may need to bring it back to council when we get the final bill. The council had approved $3,000.00 Mayor Criswell reported that we have installed a new sewer grinder pump for police and fire. If we lose power, we lose sewer. We will look into purchasing a 20-25 KW generator unit next year before the storm season starts. Will cost approximately: $7- but it may be some additional charges. 8,000. For a new generator STREETS/PUBLIC WORKS Mayor Criswell reported that Wayne Miller and the guys have been busy trimming trees, cleaning out ditches, and equipment maintenance during these bad days. They are taking al breather on the grass cutting. Residents are saying water is moving out of the city. With alli this work that the guys are doing, we are reaping the benefits of all this work. BUILDING INSPECTOR Don Moss reported that 51 trailers on Ellison Dr. have been demolished. They will be moving in! 5 new trailers in their place as they meet all codes. The other trailer park will start after. January 1st to clean up their park. We have some new houses being built, as well. This is the busy time of the year when business licenses are due. 5 C.M.12272018 MAYOR'S DISCUSSION Mayor Criswell expressed condolences on behalf of the City to the Bell Family. Rev. Bell will be greatly missed in our community. Mayor Criswell also extended condolences to the Buddy Lowe family ini the loss of his wife, Rhonda Lowe, on December 22nd. We are praying for both families. ANNOUNCEMENTS Councilwoman Greene stated that Explosive Signs has withdrawn their quote for the Welcome Sign. We will put it ont the agenda for our next meeting.
