Pledge of Allegiance Hadaway. Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway -ABSENT Mayor Criswell City Attorney -Mr. Danny Mims City Clerk-Carolyn Sue Cain Upon the call of roll, the following were found to be present except Councilman Councilwoman Greene made a motion to accept the minutes of 4/25/2019, seconded by Councilman Walker, all favored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL 1. Rebecca Krueger - Lister Lane Ms. Krueger is requesting maintenance to continue Lister Lane. She doesn't understand why the city maintained this road up until four years ago and stopped. It is a public road. Mayor Criswell stated that he would let Attorney Mims answer that question. Attorney Mims stated that the city does not recognize Lister Lane as a public road. Mr. Mims stated that his office has checked the map room for legal description. No where does it * C.M. 05.23.2019 state it is a public road. Neither Creola nor County has accepted Lister Lane as a public road. Mayor Criswell commented that we cannot use public funds to maintain a private road. Ms. Krueger stated that her deed shows A.H. Dials State of ALI Land Surveyor. After much discussion, Attorney Mims stated that if Ms. Krueger could bring proof that Lister Lane is a public road, the city council would 2. Brenna Howze - Lister Lane -Attorney Mims stated again to Ms. Howze that the city has never accepted Lister Lane as a public road. Ify you can provide documentation that it is a public road, we will fixi it. Mayor Criswell stated that because it is a private road, it is not on the Pay-As-You-Go list. 3. George McDonald- - representing Mac's Discount Gas w/ the Beer taxi issue. Mr. McDonald addressed the council asking them to please reconsider this. Mayor Criswell stated that after checking our records, we have had no taxi increase since 1978. We received $61.00 for our portion of the beer taxi for 2018. Mayor Criswell stated that we are trying to determine if we are getting what we. should. Attorney Mims is researching this issue and will report back to council. This isa wholesale tax we receive from Mobile County. It is being re-considered right 4. Rachel Goram- vacant property on LeMoyne Circle in Axis - Ms Goram stated that the 2 lots w/ trailers next to her Mom's property, have been trashed, no windows, no doors. Drifters are coming in and vandalizing them. Mayor Criswell stated that we are familiar w/ the foreclosed properties owned by Naheola Credit Union and Mark. Johnson, CEO. is asking $500. to dispose of them. Mayor Criswell stated that we can not burn due to the asbestos in them. But we can 5. Syndi Ridgeway -New Business -Ms. Ridgeway is wanting to open al business on Hwy 43 next door to Platt's. She has obtained al business license from the city for whole décor. She is waiting for the hair aspect of the business. She will be coming to the zoning meeting in June. Mayor Criswell stated that Councilwoman be happy to maintain Lister Lane. now. dispose of them. Greene would get with Ms. Ridgeway after the meeting. RESOLUTIONS, ORDINANCES AND OTHER BUSINESS 1- Interns-I Mayor Criswell reported that we have 2 Summer Interns from (1) Dreyanna Morgan, senior, returning from Summer 2018. Dreyanna is a member of FBLA, Citronelle GEMSS + many other organizations and Azalea This is our 3rd year to have Interns. There are 41 student interns w/ 8 companies 2- Veterans/Seniors Breakfast- Saturday,lune1,2019 9-11am. We will feed all Citronelle Signature Academy Trail Maid w/ a 4.6G GPA (2) Aarianna Byrd, aj junior, w/ 4.2 GPA from Citronelle this year. Veterans & Seniors. C.M. 05.23.2019 2 3- 2nd Annual Car Show at park -June 1, 2019 - 9am-3pm This is at fundraiser for 4- CLEAN SWEEP-May 18th- Clean Sweep was held last Saturday. Ai flyer was sent to all Creola mailboxes. We collected over 60 yards of debris and the city picked up the tab. We will have another Clean Sweep int the Fall. Mayor Criswell wants to target abandoned cars next time. This is the beginning of cleaning up Creola. - Ordinance #2019-023 Ordinance for Land Clearing. Councilwoman Greene made amotion to introduce tonight, post 15 days, seconded by Councilwoman Moss, Citizen Diane Myers stated that she has 4-51 trees on her lot. How many is she allowed to remove. Councilwoman Greene stated there are exceptions; we need al list oft the 9 items. Councilwoman Greene made a motion to amend the agenda to add Resolution 2019- 024 to upgrade building codes, seconded by Councilwoman Moss, all favored, none opposed, motion carried. Apublic hearing will be held. June 13th. PLANNING AND ZONING COMMITTEE Councilwoman Greene reported that a meeting was held Tuesday, May 21st. Several subdivision regulations were revised. Nicole Taylor w/ SARPC: sent as PDF today. Councilwoman Greene has billed 5 Rivers for $10,000.00 for the In-Kind Grant that we Kentucky Boys 79 acres to be re-zoned from R1 to R5 will post and Public Hearing will be paid SARPC. June 13th. PARKS AND RECREATION Major Holt had 270 kids in soccer this season. His focus now is getting the fields ready Major Holt stated that he needs a tractor w/ a front-end loader. He has a quote for for Fall season. Registration will be August & September 2019. 518,000.-522,000. UTILITIES AND SENIOR CITIZENS Councilwoman Moss spoke w/ Julie McGee @ SARPC concerning Rules of Conduct for the SAIL Center. Each municipalityi is responsible for their set of rules. A copy will be given to each one attending the Center. Councilwoman Moss made a motion to adopt Rules of Conduct for the SAIL Center, seconded by Councilman Walker, all favored, none opposed. These officers will graduate July 25, 2019. Mayor Criswell stated we are holding 2 court sessions per month now. FIRE Jeff Reeves reported that he is here and on call now but everything is fine. TREEI/PUBLCWORKS Mayor Criswell reported that Wayne Miller has 2 guys working and willi interview a 3rd guy thru Mobile County Personnel Board as a Utility' Worker 1. Wayne has been on the tractor cutting grass. Trash is a problem on Hwy. 43. Theyl have collected 20+ bags of debris from Hwy 43 and Radcliff Rd. We have a problem w/ beer cans on Dead Lake Rd. C.M. 05.23.2019 4 Wayne has been cleaning out culverts. Mayor Criswell stated that Monday is Memorial Day, the Public Works Dept. have the US Flags displayed on Hwy 43 and they look great. Councilwoman Greene reported that the Welcome Sign is in place. Quotes are coming for the 3 flag poles. We will get the landscaping donated. We have permission to move the No Parking sign up 301 ft. sO that it doesn't block our new' Welcome sign. Councilwoman Moss reported that Commissioner Ludgood has called Corp. of Engineers to remove timbers from Crenshaw Park. BUILDING INSPECTOR No report-Mr. Moss absent MAYOR'S DISCUSSION Mayor Criswell stated that we lost another Creola citizen this past week. Kathy Cost, wife of Vance Cost. We want to remember this family in the days ahead. Mayor Criswell stated that the President, Governors & Mayors are required to give a report toi the public each year. The State of the City Address will be. June 27th at Creola SAIL Center. We will hold the council meeting and the State oft the City Address will Mayor Criswell gave a report on the growth of the City of Creola. The City of Mobile grew 15% in 2018. We will be getting a new 260' bridge. Growth is coming. Mayor Criswell stated that the Flood Plain Maps are on the table in City! Hall for citizens tor review. 'We have 2 major areas-Frenchman's Bend and Dead Lake Road. FEMA has Mayor Criswell congratulated Fire Chief. Jeff Reeves for his daughter winning a follow. asked us to develop a project to alleviate the water situation. Presidential scholarship from University of Alabama.
