Carl Walker gave the Invocation. Pledge of Allegiance Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway Mayor Criswell City Attorney -Mr. Danny Mims City Clerk-Carolyn Sue Cain Upon the call of roll, the following were found to be present. Councilwoman Moss made a motion to accept the minutes of 08/22/2019, seconded by Councilman Walker, all favored, none opposed, motion carried. CITIZENS ADDRESSING THE COUNCIL 1. Diane Mitchell. - One of her neighbors on Dead Lake Marina Rd. doesn'thave garbage service & also works on boats. Neighbor burns household garbage and put guts from fish she cleans in a bucket beside their pumphouse. The Mayor address this issue and stated that Don Moss, our building inspector, is aware of the situation and it being addressed. The Mayor stated she could contact Mobile County Health Dept. and Fire Chief. Jeff Reeves stated she could contact EPA about the burning. c.m. 09122019 Diane Mitchell also stated that she heard a rumor that Creola is upi for annexation and this came from Saraland Mayor's office. Mayor Criswell addressed the rumor and stated he had not spoken to Saraland and that former Mayor Don Nelson was the one that had talked with Saraland Councilwoman Greene will address the Mayor of Saraland about the annexation 2. Kathy Camilleri - Is the City of Creola issuing permits for. Jackson Rd. Mayor Criswell stated that the property has only been re-zoned. No permits have been issued. Some are looking at lots to be sold. The developer is Criteria Development. The Mayor stated that ALL permits will go thru the City of Creola. 3. Harold Parmer-None- Commented to Mayor Criswell- "You answered my about annexation. rumor. question." RESOLUTIONS, ORDINANCES AND OTHER BUSINESS 1. Ordinance No. 2019-029 was introduced at the August 18th council meeting; posted in 4 places for 15 days. Councilwoman Greene made a motion to approve Ordinance No. 2019-029; seconded by Councilwoman Moss; Roll call vote: Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway Mayor Criswell YES YES YES YES YES YES Unanimous vote by roll call to approve Ordinance 2019-029-to make assessing fees for items such as site plan reviews, engineering and zoning application in Creola to be in line with Saraland and Satsuma. PLANNING AND ZONING COMMITTEE Councilwoman Greene announced that the next meeting will be Tuesday, September 17th. 5pm workshop, meeting 6pm. We have 27,000 in-kind hours to date. ZONING BOARD OF ADJUSTMENTS Gloria Myers stated no report. PARKS AND RECREATION Major Holt reported that the soccer games will begin this Saturday, September 21, 2019 with 350 kids registered and parking signs will be placed. c.m. 09122019 2 SENIOR CITIZENS Councilwoman Moss reported that the 15-passenger senior van has been ordered. Monica Williamson with SARPC: stated that the van will be delivered in 5-6 months. It was funded by a grant. FINANCE Councilwoman Greene gave the financial report, giving a copy to the Council. (see details of report listed below), making motion to accept, seconded by Councilman Walker, all favored, none opposed. Motion carried. Chief Jeff Reeves reported that the parts fori the Squad 10 fire truck are on back order. Chief Reeves reported 13 calls SO far this month. (2 taser calls, medical & fire calls) Chief Reeves gave an update on the 911 Board Meeting: They voted to look @ testing for wireless cards; tablets for all VFD for entire county. 911 will pick up the tab. Chief Reeves reported that Southern Company has made a $1.8 Billion investment - 4 solar plants. This will take 6 months. Alabama Power submitted to Public gas/fire generator. Councilwoman Greene asked, "Can we drop Verizon"? Chief Reeves replied, "Yes". They will partner w/ STREETS/PUBLIC WORKS Mayor Criswell reported that we are at the end of grass cutting season. They finished the grass on Hwy 43. Mobile County will provide a Grade all + dump truck and it will be available to us Fridays and Saturdays in October 2019. The city will pay for the operators and the equipment is no charge. We will be clearing over culvert heads and trimming on side roads. c.m. 09122019 3 Mayor Criswell reported that it has been extremely hot for these guys, but they work 7a-3p and take an early lunch break. All the equipment is doing well, and the fuel cost is down. BUILDING INSPECTOR Mayor Criswell stated that Don Moss is absent tonight as he has been doing inspections at SSAB from 3am to 8am for several days. He is handling all permitting for SSAB and to date it is approximately $8,000.00. MAYOR'S DISCUSSION Mayor Criswell addressed the issued with Advanced Disposal. The names and contact information for the Site Manager and the Operations Manager was provided to all attending. Mayor Criswell asked everyone to please contact them with issues concerning the garbage and trash pickup. Mayor Criswell stated that he had met with all managers with Advance Disposal a while back, it got better, but now we are back where we started from. The Mayor asked that everyone call the ones on the list for all trash issues. We are under a! 5-year contract and it does not expire until October 2021. Mayor Criswell gave an update on Lister Lane. The Mayor and City Attorney Danny Mims met withy the County Engineer and the Assistant City Clerk. Mayor Criswell reported that most of Lister Lane is a county road. It is now in their inventory. (approximately 1440 feet is county) City Attorney Mims stated that a portion is nobody's road. The county didntremember it was theirs. Itisac county road. The county voted August 2019 that Lister Lane will be rotated into county maintenance. Councilman Hadaway asked "Why no loan payment for the. John Deere?" Councilwoman Greene stated we have 4 open Loans. One for the fire truck for $6,000.00 made by the former city clerk. We paid $20,000.00 and financed $6,000.00. Councilwoman Greene advised Councilman Hadaway that she will e-mail him the loan information.
