He asked that everyone silence their cellphones and anyone wishing to speak, wait to be recognized by the council. No outbursts will be allowed. Officer Allo turned the meeting over to Mayor Criswell. Mayor Criswell called the meeting to order. Rev. Ellen Lesley gave the Invocation. Pledge of Allegiance Hadaway. Councilwoman Greene Councilman Martin Councilman Walker Councilwoman Moss Councilman Hadaway ABSENT Mayor Criswell City Attorney -Ms. Theresa Williamson City Clerk-Carolyn Sue Cain Upon the call of roll, the following were found to be present except Councilman Councilwoman Moss made a motion to accept the minutes of 01/09/2020 and seconded by Councilman Walker, all favored, none opposed, motion carried. 1 c.m. 01.23.2020 RESIDENTS ADDRESSING THE COUNCIL 1. Joan Stringfellow asked if dump trucks are supposed to be brought home on Lister Dairy Rd? Mayor Criswell stated that they do on his street and he has lived there 30+ years. Mayor Criswell explained to Mrs. Stringfellow, "If the trucks become a nuisance, we will get the PD involved". There were several residents of 407 Dead Lake Rd present. Mayor Criswell stated that this is a private matter with the park owner and the City of Creola is not involved with the closure oft the park. Each resident was given al letter with the owners' name, address, email address and phone number to contact him directly. Councilman Martin stated that he would like to go on record asking the property owner too consider some compassion for the residents living at 407 Dead Lake Rd looking at each case individually. Mayor Criswell reported that he has spoken with the owner and they are doing that. RESOLUTIONS, ORDINANCES AND OTHER BUSINESS Mayor Criswell stated we have bids for the bridge repair including 100% performance bond, and 50% material bond. A motion was made by Councilwoman Greene to make a commitment to the lowest bidder, Tim Tew w/ Intercoastal Enterprises, Inc., for $25,000.00., pending bond, seconded by Councilwoman Moss. ALDOT is requesting an audit on review. YES YES YES YES YES We will review and turn over to our city attorney for his review. Repairs will be checked Councilwoman Greene made a motion to host the July 4th fireworks, sending letters to local businesses to sponsor the fireworks. Last year, we. spent $1500. -$1800. The fireworks lasted about 20 minutes and we received rave reviews. We are anticipating spending $3,000. And the fireworks will last approximately 35-40 minutes. We will Ar motion was made by Councilwoman Greene for Ordinance # 2020-001 creating the Parks and Recreation Department, seconded by Counciiwoman Moss, all favored, none come back to council for additional monies, if needed. 2 c.m. 01.23.2020 opposed, motion carried. PLANNING AND ZONING COMMITTEE Councilwoman Greene reported that the Planning and Zoning Board met last Tuesday, and the meeting went well. The board will meet for workshop on February 18, 2020 from 4PM-5PM only. No regular meeting will be held due to a conflict. The LCAP Councilwoman Greene reported on the SARPC conference at the Grand Hotel. She stated that Mayor Rubenstein of Saraland, gave her the message that Alabama League of Municipalities commended the City of Creola on the salary ordinance and is encouraging other municipalities to do the same requiring the workshops for new meeting is at 5:30. council members. No Report ZONING BOARD OF ADJUSTMENTS PARKS AND RECREATION Major Holt announced that the registration for soccer begins Saturday, January 25, 2020. We are expecting about 350 kids to register. SENIOR CITIZENS Councilwoman Moss stated that 2 new guys have been visiting the senior center recently. They will be grilling for seniors next Monday and every 3 months, thereafter. They will cook fish, and have a shrimp boil, as well as grilling. They will furnish Councilwoman Moss reported that the new senior van has been lettered and still everything, and it is free for seniors attending. looking for a driver. FINANCE Councilwoman Greene gave thet financial report, giving a copy to the Council. Councilwoman Greene stated that we will receive approximately $108.000. from Alabama Power Co. on 1/31/2020. We will pay off AMIC, Workman's Compensation and pay $15,000.00 to Diamond Gas over overpayment. POLICE Chief Kirkland reported that we have 2 recruits at the police academy in Tuscaloosa. They were appointed as squad leaders within the first two weeks. A motion was made by Councilwoman Greene to approve the expenses of approximately $850.00 for Chief Kirkland to attend Chief's conference, seconded by Councilman Walker, all favored, none opposed, motion carried. FIRE Fire Chief. Jeff Reeves was absent. Councilwoman Greene reported that the fire department had 44 calls for the month; 2 fires, 1 wreck, all other calls were medical. Councilwoman Greene reported that the $24,000.00 loan for the firetruck made during thel last administration, has a payoff balance of $4,891.38. We would use % of fire fund and % of general fund. The payment is $495.00 per Month and is not due to pay off until February 2021. That would be $2,445.69 coming out of each account(fire fund and general fund) to pay off Servis First. MAYOR'S DISCUSSION Mayor Criswell reported that the City of Creola audit for 2018 and 2019 is complete. Mayor Criswell stated that he has a meeting with the Mobile County Personnel Board Tuesday.
