The Council of the City of Creola, Alabama, met in the Creola SAIL Center at 6:00 p.m. The meeting was called to order by Mayor William Criswell. We were led in prayer by John White. Roll call was taken by Brandy Davis. Present at the meeting was Lee Anne Greene, Tonya Moss, Harold Martin, Kendal Hadaway, Mayor William Criswell, Brandy Davis, City Clerk and Marcy Approval of the Minutes - The minutes of the July 9, 2020, regular meeting minutes were reviewed. A motion was made by Ms. Moss to accept the minutes, as written. The motion was The Pledge of Allegiance was led by Mayor Bill Criswell. Brown, Administrative Assistant. seconded by Mr. Hadaway. All in favor and the motion was carried. Item #7-- Bill List Mrs. Greene presented the financials and bill list. Mrs. Greene made a motion to approve the financial report and bill list as presented. Ms. Moss seconded the motion. All in favor and the motion was carried. Mrs. Greene gave an update on the information she obtained about Summerfest 2017. She listed numerous dates where Mr. Martin had given the council updates, about the Summerfest financials, in 2017. She stated that hel handled the financials for the event, not her. Mr. Martin asked if payroll had already been taken out oft the general fund balance. Mrs. Greene explained dates of when payroll started and ended. Mrs. Brown explained that along with payroll, payroll taxes and RSA also must come out of the general fund account each pay period. See the attached banking information with the amounts for all bank accounts. Item #8- New Business- a. Mayor Criswell explained that a public hearing is needed, to discuss Zoning Ordinance #209, so it can then go to Council for review. Mrs. Greene explained that changes can still be made to the ordinance. Ifany citizen has ideas, or wants to make changes, they were encouraged to come to the public hearing. Mrs. Greene made a motion to hold the public hearing on August 13, 2020 at 5:30pm. Ms. Moss seconded the motion. Alli in b. Major Holt presented the North Mobile County Soccer Club agreement. A long-term agreement is needed to qualify for grants. The city attorney will look at the agreement, . Major Holt requested permission to use the SAIL Center to have a forum for the election candidates with live video. The mayor candidates would have their forum on August 10, 2020 and the City Council candidates on August 11, 2020. Mrs. Greene made the motion to approve Major Holt to use the SAIL Center for the forums once he gets clearance from the municipal attorney. Ms. Moss seconded the motion. All in favor favor and the motion was carried. then it will be brought back to the council. and the motion was carried. Police Department Update- a. One female officer will be going to the Police Academy at the end oft the month. Chief Kirkland stated that crime is down. Building Inspector Update- a. Don Moss stated that six new houses and a commercial building are in the process of being built. He has been helping Public Works with picking up dogs, as well as garbage in the roads. He explained some citizens have had issues with them cleaning out ditches. He explained that the ditches that were cleaned out are located on the right of way. He explained the City does have that right. Public Works Update- a. Wayne Miller stated that it has been hard to keep the grass cut because of all the rain lately. Item #9- - Old Business- a. COVID-19 update- Mayor Criswell stated that City Hall is still on lockdown. All transactions will have to be done through the drive thru. He gave the protocol when an employee tests positive for COVID-19. He also stated that the mask mandate, from Governor Ivey has been extended for another thirty days. Citizens to Address Council- a. Roland Hayes has concerns about 3.1, in Zoning Ordinance #209. He was encouraged to bring his concerns and ideas to the public hearing. Mrs. Greene will see ifa member from b. Terry Prichard has concerns about 3.11, in Zoning Ordinance #209. He was encouraged to bring his concerns and ideas to the public hearing. He is requesting push notifications from the City for upcoming meetings and events. Major Holt discussed the Remind system. Mrs. Greene will also check to see ifthe capability for citizens to sign up for SARPC can attend the public hearing. email updates can be added to the City website.
