The Council of the City of Creola, Alabama, met in the Creola City Hall at 6:00 p.m. The meeting was called to order by Mayor William Criswell. We were led in prayer by John White. Roll call was taken by Brandy Davis. Present at the meeting was Lee Anne Greene, Tonya Moss. Harold Martin, Kendal Hadaway, Avis Walker, Mayor William Criswell, Brandy Davis, City Clerk, and Marcy Brown, Admin. Assistant. Danny Mims, City Attorney, was also in attendance. The Pledge of Allegiance was led by Mayor Bill Criswell. Approval of the Minutes- The minutes of the September 24, 2020, regular meeting minutes were reviewed. A motion was made by Mrs. Greene to accept the minutes, as written. The motion was seconded by Mrs. Moss. All ini favor and the motion was carried. Item #7- Bill List Mrs. Greene presented the financials and bill list. Mr. Hadaway asked why Don Wallace, CPA, PC was being used for the audit instead of Avizo Group. Mayor Criswell stated that Avizo no longer does audits. Mayor Criswell stated that the audit will be completed by the end of October. Mr. Hadaway also asked about Intercoastal Enterprises. Mayor Criswell stated that is where Tim Tew isl helping with storm cleanup and that the storm cleanup costs will be filed with FEMA for reimbursement. Mrs. Greene made a motion to approve the financial report and bill list as presented. Ms. Moss seconded the motion. All in favor and the motion was carried. See the attached banking information with the amounts for all bank accounts. Item #8- New Business- a. Mrs. Greene stated that the Regions debit card has been cut up. Mrs. Greene also stated that since the credit card hasn't been ordered, the new credit card order is on hold. It will be up to the new administration to order a new debit or credit card. The bank account will remain the same. Mayor Criswell explained that a debit card can be used to wipe out an b. Ms. Moss discussed what documents are needed to be submitted to SARPC, for the SAIL Center van. Every three months, a 5310 form must be filled out. Mileage must be kept up with for each trip, breaking down how much was used to take the trip then how much was used for returning from the trip. Everyone taking a trip on the van, will have their name documented for that trip. Since a $59,000 grant was obtained for the van, documents and forms must be filled out and submitted, for a total of four years. Gas receipts and C. As special council meeting will be held Tuesday October 13,2020. The special meeting will be held at City Hall, at 12:00pm. The meeting will be held to canvas the runoff d. Mayor Criswell stated that Steven Criswell retired from City of Creola Fire Chief, on October 6,2020. He had been with the fire dept. for 30 years. Mayor Criswell and Ms. Moss stated that there are fire trucks that need repair due to some damage done when some oft the volunteer fire fighters, "Frat Boys", were living on the premises. Since Steven has been Fire Chief, that situation has gotten better and those causing the damage, were made to leave due to equipment not being treated well, they couldn't be covered by insurance and living there was against the Ethics Board. Mr. Hadaway states that Charlie account, where there is a limit on a credit card. documentation on repairs must also be submitted. election that was held on October 6,2020. Moye is currently acting as the Fire Chief, for now. Item #9. - Old Business- a. COVID-19 update- Mayor Criswell stated that the mask mandate and social distancing are still in effect, into November. The City Hall will continue to use the Drive Thruto b. Storm clean up update- Wayne Miller and the Public Works Dept. is working hard to continue storm debris cleanup. Tim Tew is also assisting. Don Moss has also assisted some. Buddy Lowe has allowed them to dump debris on his property, at no cost. Tim Tew is providing the dump truck and driver, with a CDL license. He is keeping the debris under control until he and Buddy Lowe can burn the debris, in November, when the burn ban is lifted. There has been an issue with citizens doing yard work and placing that debris along the road, for pick up, that isn'tstorm debris. These services are for storm debris, not fall debris pick up. Photos are being taken of the storm debris, that is picked up, sO that Marcy Brown can submit them to FEMA for storm work reimbursement. Advanced Disposal can be called to pick up fall debris, but they don't pick up: storm debris. Citizens are still allowed to take storm debris, to the burn pile, behind the park. Don Moss stated that limbs need to be cut three feet long or smaller, for pick up. conduct business. Ms. Moss made a motion to adjourn the meeting. Mr. Walker seconded the motion.
