MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, January 28, 2021 Creola SAIL Center Meeting 6:00 P.M. The Council of the City of Creola, Alabama, met in the Creola SAIL Center at 5:30 p.m. A workshop was held before the Council Meeting, from 5:30-6:00pm. Present at the meeting was Kendal Hadaway, Mayor Nelson, Wendy Lynch, Harold Parmer, Mark Howell, and Marcy Workshop Items: The financials, changing bank accounts, rock for dirt roads, timer for park lights, and lockboxes for the public works and fire department control box were discussed. The The meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in prayer by Bill Roll call was taken by Marcy Brown. Present at the meeting was Kendal Hadaway, Cody Chambless (arrived late 6:05 p.m.), Mayor Nelson, Wendy Lynch, Harold Parmer, Mark Brown, City Clerk. Cody Chambless was absent. meeting was adjourned at 6:00 p.m. Chambers. The Pledge of Allegiance was led by Mayor Nelson. Howell. Danny Mims, City Attorney, was also present. Item #5 -Approval of the Minutes- The minutes of the January 14, 2021 meeting were reviewed. A motion was made by Mr. Parmer toa accept the minutes of January 14, 2021. The motion was seconded by Mrs. Lynch. All in favor and the motion was carried. Item #6- Financials- The financials were discussed during the workshop, held before the council meeting. If any would like to see the reports, they are welcome to stop by the city hall. Item #7- Billl List- Mr. Howell made a motion to accept the bill list and financials as presented. Mr. Parmer seconded the motion. All in favor and the motion was carried. Item #8. - Departmental Reports - Police Dept.-N Nothing new to report but discussion was made on the copier lease. Mark Howell made a motion to cancel the lease on the Canon copier with US Bank and to purchase a desktop copier not to exceed $500. Mrs. Lynch seconded the motion. All in favor Fire Dept. - Mr. Hadaway said that the fire department had ordered some needed supplies that Park Dept. - Mayor Nelson would like to see a timer put on the park lights. Mr. Hadaway SAIL Center Dept - Mrs. Lynch stated that she would be getting prices for the awnings at the Zoning Board - Mr. Chambers stated that aj public hearing would be held February 16, 2021 for the removal of R4 and R5 zones. Item #9-New Business- Human Trafficking Proclamation- Mayor Nelson allowed Breighanna Vigor to speak on the issue with Human Trafficking and told her that we read the proclamation declaring the month of January as Human Trafficking Awareness month during the January 14, 2021 meeting and we a. BB & T Banking - Discussion was made regarding the excessive amount being paid to Regions Bank for the monthly analysis fees. After meeting with BB & Tand getting a proposal from them, we would be saving approximately $5500 per year on reduced fees if we moved our accounts. Mr. Howell made a motion to move all city banking accounts with Regions Bank over tol BB & T and have Mayor Don Nelson, Marcy Brown, Harold Parmer, and Cody Chambless as check signers. Mr. Parmer seconded the motion. All in favor and the motion was carried. b. Purchase Rock and Hauling - After receiving quotes from Intercoastal Enterprises and Overstreet Trucking, the mayor stated that the lowest quote was from Overstreet Trucking at a cost of$ $200 per load. They would pick up the rock on Monday, February 1 to begin spreading it would forward a copy ofitt to her. onl Magnolia Court and Holmes Road, which is dirt roads. c.I Diamond Gasoline Payment - All payments to. Regional Meeting with ALDOT - Mayor Nelson stated that he was having a meeting with ALDOT Director John Cooper on Wednesday February 3, 2021 at 2 p.m. They council is e. Discussion was made regarding the payment to Eady Construction from the line of credit with United Bank. More information would be gathered on the gas tax accounts and a b. Park Light Timer - Mr. Hadaway stated that Joel Pike was working up a price on the timer d. Mr. Howell brought discussion to the table on what to do about heavy trucks within the city limits.
