The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting, from 5:30-6:00pm. Present at the meeting was Mayor Nelson, Cody Chambless, Wendy Lynch, Harold Parmer, Mark Howell, and Marcy Workshop Items: Mr. Howell discussed the garbage pickup situation, and park lights. Mr. Parmer discussed repairs at the police department and training courses for the officers. Mrs. Lynch talked about the Public Works Department cleaning the awnings at the SAIL Center and possibly having an easter egg hunt. The financials were also discussed. The meeting was The meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in prayer by Mayor Roll call was taken by Marcy Brown. Present at the meeting was Cody Chambless, Mayor Nelson, Wendy Lynch, Harold Parmer, Mark Howell. Danny Mims, City Attorney, was also Brown, City Clerk. Item #5 -Approval of the Minutes- The minutes of the January 28, 2021 meeting were reviewed. A motion was made by Mr. Parmer to accept the minutes of January 28, 2021. The motion was seconded by Mrs. Lynch. All in favor and the motion was carried. Item #6- Financials- The financials were discussed during the workshop. Ifany would like to see the reports, they are welcome to stop by the city hall. Bank balances were presented and council was informed that Bayou La Batre sent a check for $16,800.73. This amount was 75% of the amount due Creola for aj police offiçer not honoring his contract. Mr. Parmer made ai motion to accept the financials as presented. Mr. Howell seconded the motion. All in favor and the motion was carried. Mayor Nelson allowed Michelle Salter to address the council regarding the proposal of the Axis Industrial Landfill and their application for a permit to expend their landfill (Permit #49-21). Mayor Nelson stated that he would contact the necessary official to see if we could get. ADEM tol hold a public hearing allowing citizens to express their concerns. Item #7- Bill List- Mr. Parmer made a motion to accept the bill list and financials as presented. Mr. Chambless seconded the motion. All in favor and the motion was carried. Item #8 Departmental Reports - Police Dept.- Mr. Parmer made a motion to make the remaining repairs in police department to complete the securing of the evidence room. Mr. Howell seconded the motion. All in favor and Mr. Howell made a motion to approve the online police officer training at $45 per session. Park Dept. - Park Light Timer - Mr. Howell made a motion to approve Pike Electric to install a timer for the park light at a cost of $900. Mr. Parmer seconded the motion. All in favor and The fields are going to be used al lot and we need to make sure that it is shared by all that use it. SAIL Center Dept - Mrs. Lynch stated that Mr. Frank Boles will paint the SAIL Center for $475.00. She also wanted to see ift the Public Works department would clean the awnings on the SAIL Center. Mrs. Lynch was going to check with the local churches regarding an Easter Egg Mrs. Lynch made a motion to pay Mr. Boles $475 to repaint the SAIL Center. Mr. Howell Zoning Board - Mr. Chambers stated that a public hearing would be held February 16, 2021 for the removal of R4 and R5 zones. He also stated that there was going to be some subdivision of the motion was carried. Hunt. seconded the motion. All in favor and the motion was carried. some property on Radcliff road. He also noted that the Zoning board needed a pre-subdivision committee and he would like Mr. Don Moss, building inspector, to be on that committee. Public Works Department - Rock has been put down on Magnolia Court and Holmes Road. Mr. Howell brought discussion to the table that a streetlight needed to by placed at Bradley Acres. Mr. Parmer seconded the motion. All in favor and the motion was carried. Asphalt has also been put down inj potholes needing the most attention. Item #9-New Business- a. CDBG Resolution - Mr. Howell made a motion to approve Resolution 01-2021 for the CDBG grant giving the city permission to enter into an agreement with the Mobile b. Chief of Police Conference - Mr. Parmer made a motion to send Chief Hammond to the Chief Conference February 15-18, 2021. Mr. Howell seconded the motion. All in favor County Commission. and the motion was carried. Item #10 Old Business- a. Hurricane Zeta Debris Removal Payment = Discussion was made regarding how to pay Eady Construction for the debris removal payment. Mr. Chambless made a motion to pay Eady with the money received from Bayou La Batre along with money from the gas tax accounts. Mr. Parmer seconded the motion. All in favor and the motion was b. Neil Shaffer Contract - Mayor Nelson led the discussion in the renewal of the city contract with Neil Shaffer engineering firm for 4 years. Mr. Howell made a motion to renew the contract with Neil Shaffer for 4 years. Mr. Parmer seconded the motion. All Adding Wendy Lynch to the Financial Committee. - Mr. Chambless made a motion to add Mrs. Lynch to the financial committee. Mr. Howell seconded the motion. All in d. Allow Linda Hoiles to view court accounts = Mr. Chambless made a motion to allow Magistrate Linda Hoiles to view all court accounts online at BB&T. Mr. Howell e. Attorney General Letter - Discussion was made with Attorney Danny Mims regarding the council pay that was put into place under the former administration. Mr. Mims will draft a resolution for the council to approve giving him permission to get an opinion of - Reimbursement of CMO Classes Mr. Howell made a motion approve the reimbursement of the CMO classes taken by the mayor and council members. Item #11 Mayors Comments Road and Highway 43. Mayor discussed the uses for the Gas tax. He stated that he had attended a meeting with ALDOT on February 3 and it went well. Magistrates Linda Hoiles and Christie Bryant will be attending a conference in mobile to their CEU credits May 6.
