MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, March 11, 2021 Creola City Hall Meeting 6:00 P.M. The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting, from 5:30-6:00pm. Present at the meeting was Kendal Hadaway, Cody Chambless, Mayor Nelson, Harold Parmer, Mark Howell, and Marcy Workshop Items: The financials, stripping of the senior center, sidewalk grant, community cleanup day, and the zoning ordinance. The meeting was adjourned at 6:00 p.m. Brown, Administrative Assistant. Wendy Lynch was absent. The regular council meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in prayer by Mr. James Brown. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by Marcy Brown. Present at the meeting was Mayor Nelson, Harold Parmer, Cody Chambless, Kendal Hadaway, Mark Howell, and Marcy Brown, City Clerk. Wendy Lynch was absent. Danny Mims, City Attorney, was also present. Item #5 -Approval of the Minutes- The minutes of the February 25, 2021 meeting were reviewed. A motion was made by Mr. Parmer to accept the minutes of February 25, 2021. The motion was seconded by Mr. Hadaway All in favor and the motion was carried. Item #6- Financials- The financials were discussed. If any would like to see the reports, they are welcome to stop by the city hall. Bank balances were presented. Mayor Nelson pointed out that We were in the process of changing banks to BB & Tand that it would take up to 60 days to be complete. Mr. Hadaway made a motion to accept the financials bill list as presented. Mr. Howell seconded the motion. All in favor and the motion was carried. Item #7- Bill List- Mr. Hadaway made a motion to accept the bill list and financials as presented. Mr. Howell seconded the motion. All in favor and the motion was carried. Item #8 Departmental Reports - Police Dept.- Chief Hammond talked about being short handed and needed a part time dispatcher. Mr. Howell made a motion to hire Melda Tipp as aj part time, as needed, dispatcher. Mr. Parmer seconded the motion. All in favor and the motion was carried. Mr. Hadaway made ai motion to make some repairs, rotors and pads, on aj police cruiser. Mr. Howell seconded the motion. All in favor and the motion was carried. Fire Dept. - The annual pump testing on the fire trucks is due. Mr. Hadaway made a motion to approve $1055.40 for the testing the 4 pumps. Mr. Parmer seconded the motion. All in favor Mr. Hadaway made a motion to approve up to $1000 for the tower testing for the fire department. Mr. Howell seconded the motion. All in favor and the motion was carried. and the motion was carried. Park Dept. - No report come clarification of the bid. SAIL Center Dept - The stripping of the SAIL Center was tabled until the next meeting to get Zoning Board - Raceway has turned in an application to the board. Public Works Department- Working on putting out asphalt and picking up trash. Item #9-New Business- a. AVIZO Payment - Mr. Hadaway made a motion to pay the remaining balance, $3250.00, to AVIZO for the 18/19 audit. Mr. Howell seconded the motion. All in favor b. SAIL Center Parking Lot- - Tabled until clarification on estimate could be made. Sidewalk Grant - A meeting is being set up to discuss the details of the project. Mr. Howell made a motion to table the discussion until we have the meeting. Mr. Parmer d. GIF's in PD and Public Works Building - Estimates will be gotten on replacing the e. Community Clean-up Day - On March 27, 2021, there will be a community clean up day from 8 am - 12 pm. Mayor wanted to contact the Alabama League of Municipalities to see Workman's Comp Bill - After discussion was made on the workman's comp bill, Mr. Howell made a motion to finance the workman's comp bill for a total of$23,124.00. Amendment of the Zoning Ordinance - Mr. Howell made a motion to table the zoning ordinance until the next meeting. Mr. Chambless seconded the motion. All in favor and Mayor stated that Raceway has submitted and application to the zoning board. Mr. Overstreet is ready to start work on Brown Road. Kirby Lathum of Neal Schaffer is helping tos solicit the bids for this project. Mayor Nelson stated that he had a meeting with EcoSouth and offered to them our SAIL Center to hold a public hearing to answer the questions from the motion was carried. Item #11 Mayors Comments the citizens. Item #12 - Adjourn Mr. Howell made a motion to adjourn the meeting. Mr. Parmer seconded the motion.
