There was a Public Hearing held at 5:30 p.m. at the city hall. The meeting was to receive public comment for the rezoning of parcels on the northwest corner of Radcliff Road and Highway 43 from R-1 to B-2. There were no comments from the public. The meeting was The regular council meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in prayer by Mr. Carl Walker. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by Marcy Brown. Present at the meeting was Mayor Nelson, Kendal Hadaway, Wendy Lynch, Harold Parmer, Mark Howell, and Marcy Brown, City Clerk. Cody adjourned at 6:00 p.m. Chambless was absent. City Attorney Daniel Mims was also present. Item #5 -Approval of the Minutes- The minutes of the April 8, 2021 meeting were reviewed. A motion was made by Mr. Parmer to accept the minutes of April 8, 2021. The motion was seconded by Mr. Howell. All in favor and the motion was carried. Item #6- Financials/BillList- The financials were discussed. If any would like to see the reports, they are welcome to stop by the city hall. Bank balances were presented. Mr. Howell made a motion to accept the financials and bill list as presented. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Item #7- Departmental Reports - Police Dept.- Chief Hammond went to chief school to obtain the necessary training required of Mrs. Lynch made a motion to purchase shirts for city employees. Mrs. Lynch rescinded her Fire Dept. - Mr. Hadaway made amotion to approve the repairs to the two leaking air brakes releases on Tower 10 and Squad 10 for a price of $360.00. Mr. Parmer seconded the motion. Mr. Hadaway made a motion to fix the power steering on Engine 2 for $809.00 by Matthew Jackson, the same mechanic that fixed the air brakes. Mr. Parmer seconded the motion. All in Mr. Hadaway made a motion to approve the quote of $1652.42 from Sunbelt Fire to fix the water level indicator and the leaking suction valve on Engine 2. Mobile County Hazard Mitigation Plan Resolution - Mr. Hadaway made a motion to pass Resolution 2021-002 Hazard Mitigation Plan. Mr. Parmer seconded the motion. All Capital Improvement Funds - The City has received its annual check for the Capital Improvement Fund. Mayor Nelson asked for input on suggestions on things that need improvement in the city hall, police department, SAIL Center, and public works department. He asked that all suggestions be brought back at the next scheduled meeting. Sell of Scrap - Mr. Hadaway made a motion to have Mr. Wayne Miller and Chief Hammond to get all scrap items that could be disposed of together and take to the scrap yard to sell and dispose of. We are waiting on a purchase price for the copier. k. Police Department Estimate on Floors - Mrs. Lynch made a motion to have floors stripped, waxed at a cost of $915.00. Item #10 Old Business - Repairs to Park Restroom - Estimates are being sought on the cost to repair the restroom. Item #11 Mayors Comments Mayor stated that we have talked to the Choctaw Nation to see if they will grant us permission, after the fact, sO that we can get FEMA approval. They are working with us on granting us the permission needed so FEMA will release the funds. Mayor stated that he will be out of town April 26-30 and that Mr. Howell will be in charge during this time. Old Highway 43 patchwork is now complete.
