The Council of the City of Creola, Alabama, met in the Creola Senior building at 5:30 p.m. A workshop was held before the Council Meeting. Present at the meeting was Mayor Nelson, Mark Items that were discussed were the 2022 budget, survey work on South Creola Blvd., purchase of fire truck, cleaning service, changing of council meeting date due to the holidays, SAIL center sign, and the release form for police car incident. The meeting was adjourned at 5:58 p.m. The regular council meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in prayer by Mr. Bill Chambers. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mayor Nelson, Mark Howell, Wendy Lynch, and Harold Parmer. Cody Chambless and Kendal Hadaway were absent. James Brown and Joyce Black are residents who live on Magnolia Court. They expressed concern for the noise increase since Riverside has cleared the trees and left no barrier to buffer the noise. Mayor Nelson said that he would address the issue and send a letter to the company along with a copy of the ordinance showing where a buffer is required between a residential and Howell, Wendy Lynch, and Harold Parmer. Item #5 -Approval of the Minutes - Approval of the Minutes - The minutes oft the October 14, 2021, regular meeting minutes were reviewed. A motion was made by Mr. Howell to accept the minutes, as written. The motion was seconded by Mr. Parmer. All in favor and the motion was carried. Item #6-1 Financials/Bill List- Mayor Nelson went over the bill list as well as the city financials. Mr. Parmer made a motion to approve the bill list as presented. Mrs. Lynch seconded the motion. Item #7 Departmental Reports - Police Dept. Chief Hammond stated the Creola dispatchers would be returning to the police department effective December 1, 2021. Attorney Danny Mims had a release letter from the insurance Mr. Howell made a motion to sign the release form. Mr. Parmer seconded the motion. All in Sail Center - Ms. Lynch made a motion to purchase a sign for the Senior Building, out of the SAIL fund account, not to exceed $1,000. Mr. Howell seconded the motion. All in favor and Fire Dept. - Fire Chief stated that the fire testing of the hoses went well except for a hydraulic line that burst on the ladder truck. A presentation was given on the purchase and financing ofa new firetruck. Mayor and Council will look at all options before any decision is made. Public Works Department - Mayor Nelson stated that the search for an employee to work for After discussing the culvert that was damaged on Lister Dairy Road, Mr. Howell made a motion to approve spending $600 for Mr. Ezekiel Jackson to repair it. Mr. Parmer seconded the motion. After discussing South Creola Blvd., Ms. Lynch made a motion to approve the surveying work of South Creola Blvd required for the paving of the road which will be done by Mobile County Commission. Mr. Howell seconded the motion. All in favor and the motion was carried. Council Meeting Date - Due to the November council meeting dates falling on Veterans Day and Thanksgiving, Mr. Howell made a motion to move the November 11th meeting to November 17, 2021. Ms. Lynch seconded the motion. All in favor and the motion was carried. Item #9. - Mayors Comments Mayor Nelson stated that Brown Road had been paved and the residents was very pleased AI letter had been sent to Satsuma thanking them for their help with dispatching, but we would be ending the agreement November 30 and bringing all dispatchers back to the Creola with it. PD effective December 1,2021. Mr. Parmer made a motion to adjourn the meeting. Ms. Lynch seconded the motion. All in favor and the motion was carried.
