The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting, from 5:30 pm. Present at the meeting was Kendal Hadaway, Wendy Lynch, Harold Parmer, Mark Howell (left early), Mayor Nelson, and Items that were discussed were letter from IRS, compensate David Moss to use his scissor lift, to public works new hire will be here Wed, speed limit sign, dispatcher merit raise, Alabama power LED lights, cleaning contract, parade route, meeting was adjourned at 5:50 p.m. Christie Bryant filled in for City Clerk. The regular council meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in Roll call was taken by Christie Bryant (filled in for Marcy). Present at the meeting was Mayor Nelson, Kendal Hadaway, Wendy Lynch, Harold Parmer Christie Bryant filled in for Marcy Also present was City Attorney, Theresa, Frank Hammond, Police Chief, Mr. Black, Mr. Lowe, prayer by Mayor Nelson. The Pledge of Allegiance was led by Mayor Nelson. Brown Cody Chambless, Mark Howell were absent Item #5 -Approval of the Minutes - The minutes of the October 28, 2021, meeting was reviewed. A motion was made by Mr. Parmer to accept the minutes of October 28, 2021. The motion was seconded by Mr. Hadaway. All in favor and the motion was carried. Item #6- Financials/Bill List- The bills were discussed. Mr. Parmer made a motion to accept the bill list as presented. Mrs. The financiais were discussed. Item #7-1 Departmental Reports- Police Dept. e.N Merit Raise- ChiefHammond recommended a merit raise for a dispatcher. Mr. Hadaway made a motion to approve a merit raise to a dispatcher. Mr. Parmer seconded the Mayor states that Friday Officer Poole will be out of the academy, and we still have one in. Chief states as ofDec 2, we will have 24-hour policing and dispatcher back in the city. Ms. Lynch asked how many officers do we have at this time. Chief states two in the academy motion, all in favor and the motion was carried. Chief states that Officer Poole was voted President ofl his class. and 5 on the street. Fire Dept.-. b. Squad 10 light- Mr. Hadaway made a motion to purchase lights for fire truck out of fire funds from CES Team one communications. Mr. Parmer seconded the motion, all in favor and the motion was carried. Park Dept. - No business SAIL Center Dept - No business Zoning Board -No business Public Works Department - Mayor states that a new employee will transfer from Satsuma to Creola and will start next Wednesday. Item #8-New Business- a. CDBG- Hurst drive- c. Christmas Tree-. d. Speed limit- - carried. Mayor states that we need to start filling out the application for CDBG for next year. Mr. Parmer made a motion to change the speed limit on Old Hwy 43 from Dead Lake Rd to Bradley to 25 MPH. Mr. Hadaway seconded the motion. All in favor and the motion was f.Scissor lift compensation- Mayor recommended to contract with David Moss to compensate for the use of his Scissor lift to put the Christmas tree up in the amount of$100.00. Mr. Parmer made a motion to pay $100.00 for compensation for the use oft the Scissor lift. Mrs. Lynch seconded the motion, all Ms. Lynch will be working on a scope for the cleaning oft the buildings to present to the council. Mayor states that Ms. Wendy Lynch did an awesome, job on the Veterans Day lunch. favored, and the motion was carried. Mayor states that the Audit is being worked on at this time. Mr. Andy Black states that on page 68 of the zoning ordinance that any time you have a fence over 6 feet it must go before the zoning committee for approval ofit structure and building ofit. Mr. Buddy Lowe asked if the ATV signs had come in yet? Mayor states he will check with Mr. Mr. Lowe asked what is the ordinance about discharging firearms in the city? Mayor states he Mr. Parmer made a motion to adjourn the meeting. Mrs. Lynch seconded the motion. All in Mayor states he will get with the building inspector about this.
