MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, February 24, 2022 Creola City Hall Meeting 6:00 P.M. The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was Mark Howell, Kendal Hadaway, Harold Parmer, and Mayor Nelson. Items that were discussed was the Voting Delegate appointment, Fire Department building roof, Ethics statement due, underground service for Veteran's memorial, Vehicle update, Gazebo estimates, Bids for light repairs at park, Use of Pavilion at Park - St Andrews Chapel April 21-23, and 4th of July activities - Hot dogs, The regular council meeting was called to order by Mayor Don Nelson at 6:00 p.m. We were led inj prayer by Mr. Carl Walker. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mayor Nelson, Mark Howell, Harold Parmer, and Kendal Hadaway. Council Members Wendy Lynch and Cody Chambless Item #5 -Approval of the Minutes - Due to Council Members Wendy Lynch and Cody Chambless being absent, Mr. Hadaway made ai motion to table the minutes ofl February 10, 2022, until the next meeting. Mr. Parmer seconded the motion. All in favor and the motion was moon bounce, snow cone etc. The meeting adjourned at 5:58 p.m. were absent. Also present was City Attorney, Daniel Mims. carried. Item #6- Financials/Bill List- Mayor Nelson gave an update on the finances and bank balances. Mr. Hadaway made a motion to approve the financials as presented. Mr. Howell seconded the motion. All in favor and the motion was carried. Mr. Howell made a motion to approve the bill list dated 2/24/2022 as presented. Mr. Parmer seconded the motion. All in favor and the motion was carried. Item #7 Departmental Reports = Police Dept. = Chief Hammond stated that the radars have arrived, and the Toughbook's are in and ready to be installed. All officers will be sized for the new uniforms on March gth. All the vehicles given to the city by Mobile County Commission are being serviced to get ready to be Sail Center- - The floors of the SAIL Center are scheduled to be done March 8, 2022. Park Dept. - The new playground equipment has been installed. Waiting on the engineered mulch to ship and it will be complete. The estimate to complete the repairs on the lights Fire Dept. - Chief Moye needs help in locating the title for the fire truck needing to be placed in surplus for sale. The turnout gear has arrived, completed hose testing, and the EMS supplies Public Works Department - Mr. Wayne is working on getting street signs replaced. Mayor Nelson is working on getting estimates for the cost for paving the remainder of the dirt roads in Building Inspection Department - Mr. Moss inquired about whether the city, or individual, had to request mosquito spraying. Mr. Parmer stated that the individual needed to contact the county There is a heritage tree 36 inches in diameter that a citizen is requesting to be cut due it is in danger of falling. Mr. Howell made a motion to allow the tree to be cut down to prevent problems down the road. Mr. Parmer seconded the motion. All in favor and the motion was Zoning Board - Notices have been placed around the city for the public hearing regarding the variance needed by Raceway for their sign. Voting Delegate Appointment - Mayor asked the council to appoint a voting delegate for the Annual Conference to be held May 11-14, 2022, in Tuscaloosa. Mr. Howell nominated Mayor Nelson to be the voting delegate. Mr. Hadaway seconded the motion. All ini favor and the motion was carried. 2 Mr. Parmer made a motion to nominate Mark Howell as first alternate delegate for the convention in May. Mr. Hadaway seconded the motion. All in favor and the motion was Mr. Howell made a motion to nominate Mr. Harold Parmer as second alternate for the convention in May. Mayor Nelson seconded the motion. All in favor and the motion was b. Fire Department Roof - Mr. Howell made a motion to do shingles on the fire department roof instead of metal. Mr. Parmer seconded the motion. All in favor and the C. Ethics Statement - Mayor Nelson reminded everyone to make sure they complete their d. Underground Service = Alabama Power will be giving a quote for the cost of e. Vehicle Updates - The vehicles gave to the city by Mobile County Commission have f. Gazebo Estimates Discussion is being made on the best place to purchase a gazebo. Whether we should have one built or a gazebo in a box. Mr. ML Eubanks will be contacted g. Pavilion Use - Mr. Howell made a motion to waive the pavilion fee for churches that hold revivals or community events there and to waive the fee for St. Andrews use of the pavilion on April 21-23. Mr. Parmer seconded the motion. All in favor and the motion was h. July 4th Activities - Ideas are being taken for activities to go along with the fireworks show.
