The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A public hearing was held before the Council Meeting at 5:30 pm. for the purpose of rezoning the Kennedy property. Mr. Kennedy was present along with Mike Cassidy, Gloria Myers, and Bo Myers. Discussion was heard from all parties. Mr. Cassidy expressed his concerns while Gloria and Bo Myers supported the change. Mr. Kennedy stressed he would not be having heavy traffic coming to the shop and any large. job would be done on the job site. Present at the meeting was Mark Howell, Kendal Hadaway, Wendy Lynch, Cody Chambless, Harold Parmer, and Mayor The regular council meeting was called to order by Mayor Don Nelson at 6:00 p.m. We were led inj prayer by Mr. Carl Walker. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mayor Nelson, Wendy Lynch, Cody Chambless, Mark Howell, and Harold Parmer. Council Members were absent. Also present Nelson. The meeting adjourned at 5:55 p.m. was City Attorney, Daniel Mims. Item #5 -Approval of the Minutes - Approval of the Minutes - The minutes of the January 27, 2022, regular meeting minutes were reviewed. A motion was made by Mr. Chambless to accept the minutes, as written. The motion was seconded by Mr. Parmer. All in favor and the motion was carried. Appointment to the Board of Adjustment- - Mayor Nelson stated that he had appointed James Brown to the Zoning Board after Mike Gunter stepped down. This left a vacancy on the Board of Adjustments which needed to be filled. After speaking to Mr. Bo Myers, Mr. Hadaway made a motion to add Mr. Myers to the Board of Adjustments. Mr. Howell seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- Mayor Nelson presented a colored graph showing a graph on how the income VS. expenses were Mayor Nelson gave an update on the finances and bank balances. Mr. Chambless made a motion to approve the financials as presented. Mr. Parmer seconded the motion. All in favor and the Mr. Howell made a motion to approve the bill list dated 2/10/2022 as presented. Mrs. Lynch for the past year. Item #7-1 Departmental Reports- Police Dept. - Mr. Parmer made a motion to send Officer Stubs to chief school with Chief Hamond. Mr. Howell seconded the motion. All in favor and the motion was carried. ChiefHammond requested approval for nonreflective decals for the Tahoe. Mr. Chambless made ai motion to approve the purchase of nonreflective decals for the Tahoe at a cost of $485. Mr. Sail Center - Mrs. Lynch stated that there would be a bunny brunch April 2, 2022 and asked Mr. Chambless made a motion to allow Terry Foster to use the SAIL Center for a Hunters Education class On April 9, 2022. Mr. Hadaway seconded the motion. All in favor and the Park Dept. - The new playground equipment will arrive February 11, 2022, with the Hadaway seconded the motion. Chief Hammond to tape off as section of the park for the Easter Egg Hunt. motion was carried. installation to being in 4-6 weeks. 2 Mr. Howell discussed the gazebo needed for the Veterans Memorial Park and wanted their input on size and ideas for the park. Discussion was also made on type of floor for the gazebo and Fire Dept. - Hose testing will be done February 11, 2022. The medical supplies that were approved during the last meeting have been ordered. The Alabama Fire College is being talked to about starting a fire class with other departments. Chief Moye is still looking for a good used fire truck. Chief! Moye also wanted to recognize Mr. Hadaway for saving the city money by repairing Public Works Department - James Bukette Road was paved 02/10/22. The street department will be receiving a truck for their use and the second truck will be the building inspectors. These wood versus vinyl. an electronic issue on the firetruck. were gave to the city by the Mobile County Commission. Building Inspection Department- No report given Zoning Board - No report given Item #8 - New Business- a. American Recovery Act Wish List - Mayor asked the council to get together with ideas b. Jailer/Dispatchers Salary - After discussing the pay rates of the dispatchers, Mr. Parmer made a motion to move the dispatchers under the Public Safety Plan. Mrs. Lynch . Clerical Assistant - Mr. Howell made a motion to open the Jailor dispatcher II position. d. APCO Engineer = The engineer is out of town but will get with Mayor Nelson about the e. Ball Park Lights Estimates - Estimates have been received from 2 companies and will f. Bids Roof Repair - After the quotes were reviewed, Mr. Chambless made a motion to award the job of replacing the roof of the fire department with a metal roof at the cost of $18,800 to Thomas Roofing. All in favor and Summer Internship Program = After discussing the wages for the interns for summer, Mr. Parmer made a motion to pay the office help $9.00 per hour and the 2 Public Works dept. $10.00 per hour, since they would be outside. Item #9- - Mayors Comments Mayor stated that he had one estimate for the damage done to the light poles at the park and would be gathering additional bids for the repairs. Gulf Electric would be sending in a second estimate. Mayor reminded the council that their Statement of Economic Interest is due. Mr. Chambless made a motion to adjourn the meeting.
