Recycled Paper Citrus Heights City Council Thursday, June 27,2024 Community Development Director Kempenaar introduced the item and stated the Planning Commission reviewed the item last month and recommends the City Council approve the tentative parcel map, adopt an ordinance approving a development agreement and determine the Sunrise Tomorrow Specific Plan (STSP) Environmental Impact Report (EIR) is the appropriate environmental review. The applicant wants to subdivide their parcel into three lots: one for at future hotel, one for the existing bank, and one for retail and restaurant pad. He summarized the development agreement which is intended to provide certainty about what is delivered in the future, ensuring the hotel meets the Council's expectations and improvement requirements and gives the Developer longer lead time and certainty that the development can occur. From a CEQA perspective, the project is consistent with the Sunrise Tomorrow EIR and general parameters of the Minorl Land Division. The project also has an important Strategic Impacti in diversifying the city's economy, generating Transient Occupancy Tax (TOT), filling a gapi in lodging availability, and kicking off the first project in the STSP. Is the hotel going to go at the south end? Right behind red Robin, that we also have a small strip mall, that where I think we could put housing or possibly thel hotel. No matter what happens, that where are people going to hang out when it's cold and wet outside and it's raining? We must remodel and renovate the mall so that current and future store is come in accessible from the inside and outside. It's great to have a place to walk around on the outside, but that we also need the inside for characters like thel Easter bunny and Santa Claus to hang out like in the center cord.. She outlined the qualifications of the Business Attraction Incentive Program which was established in March 2023. She provided an overview of applicant DarkHeart Brewing, a small business looking to relocate from unincorporated Sacramento County. Staff conducted an extensive site search and found Sylvan Corners to be the right fit, vetted comprehensively by in-house City services and external partners. Finance Manager Preciado provided a General Fund summary with end-of year projected revenues of $44,643,9452 and expenditures of $38,977,823. The operating surplus is projected at $5,666,129, which isa approximately $1.7 million more than the $4 million projected previously under the amended Fiscal Year 2023-2024 amended budget. She stated forecasted revenues and expenditures came in higher than anticipated with an additional $303,187 anticipated shortfall. Staff forecast about $491,401 impact to the General Fund. She Finance Manager Preciado summarized American Rescue Plan Act (ARPA) funds. The City was allocated $15,676,972i in ARPA funds and the City Council has appropriated $14 million of the funding of which $12.2 million has been committed. The remaining available ARPA funding will need tol be obligated by December 2024. He briefed the Council on the Appropriation Limit enacted to set limits on how much the City can spend using General Funds in agiven year. He stated the limit is adjusted annually based on cost-of-living adjustments and population adjustments. SUBJECT: Fireworks Enforcement and Operations Plan DEPARTMENT: Police Department Police Lieutenant Lewis outlined the Police Department's preparation for Fourth of July fireworks which includes internal meetings, meetings with regional partners, and enhancing animal services. The Department educates the public through various channels including social media, the CHPD website, neighborhood fireworks warning letters, and an amnesty program where illegal fireworks can be taken to the Police Department with no questions. The community is encouraged to report illegal fireworks through the non-emergency police phoneline, CHPD website, or the See-Click-Fix: app starting June 28. The Department will have a zero-tolerance approach should they come across illegal fireworks. They will have additional patrol personnel on July 3 and July 4 and Sacramento Metropolitan Fire District will have arson investigators should staff request them. Page 9of10 Printed on Recycled Paper Citrus Heights City Council Thursday, June 27, 2024 Police Services Manager Campbell stated Animal Services will have two Animal Services officers working overtime during the Stars and Stripes event and also on. July 3 and July 4. A community volunteer with a chip reader will help Animal Services officers return local stray pets. The Police Department will also have limited temporary and short-term holding kennels for lost pet reunification. Staff encourage the public to plan ahead, make sure their pets are chipped, provide a quiet and comfortable safe haven for their pets, and call the non-emergency line should they need to reach Animal Services officers. City Council questions and comments followed. Police Lieutenant Lewis and Police Services Manager Campbell responded to questions. Public Comment Janice Jacox asked what the City is doing about illegal fireworks now and is there any kind of enforcement now even for legal fireworks. CITY MANAGERITEMS City Manager Feeney gave a reminder that City Council meeting days are changing to the 2nd and 4mWednesdays of the month at 6:00 p.m. beginning July 10. He gave an update on the San Juan Avenue Complete Streets Phase 1A project and the Dewey Drive mill and fill work. He gave a reminder the Stars and Stripes event will be held on Saturday, June 29. He provided an update on Senate Bill 1164 relating top property taxation on new construction, excluding Accessory Dwelling Units (ADU). He announced CHPD celebrated its 18th anniversary on June 26. He advised cooling centers will be open in the region and att the Police Department on days when the temperature forecast is 100 degrees or greater. ITEMS REQUESTED BY COUNCIL MEMBERS /FUTURE AGENDA ITEMS Vice Mayor Karpinski-Costa requested a future agenda item for City Council to provide direction to Staff on how to deal with the Landscape Maintenance and Assessment Districts (LMADs) that the Cityi is subsidizing.
