The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was Harold Parmer, Mark Howell, Kendal Hadaway, Wendy Lynch, and Mayor Nelson. Items that were discussed was the 2022 Budget, Introduction of Ordinance 2022-003, Air conditioning unit for fire building, Bid from Herring Plumbing for Veterans Park, Painting of Storage/Fire House Bldg., Holmes Road, Mobile County APRPO6 102-22-Tasers/Body Cam, $87,000, APCO overhead service - $7,500 donation, Park bathroom cleaning service estimate/quote, Attorney letter to Insurance Company fire damaged car, Bid for Creola line burying, Bid for Creola The regular council meeting was called to order by Mayor Don Nelson at 6:00 p.m. We were led in prayer by Mayor Nelson. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Harold Parmer, Wendy Lynch, and Kendal Hadaway, and Mayor Nelson. Cody Chambless was absent. Theresa Item #5 -Approval of the Minutes - - The minutes of the September 8, 2022, regular meeting minutes were reviewed. Mr. Howell made a motion to accept the minutes as written. Item #6- Financials/Bill List- Mayor Nelson gave an update on the finances and bank balances. Mr. Howell made a motion to approve the bill list of 09/22/2022 as presented. Mr. Parmer seconded the motion. All in favor and the motion was carried. 1 Mr. Howell made a motion to approve the ending balance report for the General Fund as of 09/22/2022 as presented. Item #7-1 Departmental Reports- Police Dept. - Chief Hammond said that they were going through the warrants and clearing out those that needed to be purged, keeping only the valid warrants. Mr. Howell said that we are going to get two (2), possibly four (4), Tahoe's from Orange Beach that are in really good shape. Sail Center = Everything is going well. Park Dept. - No report given Fire Dept. - Mr. Hadaway read and discussed the report from Chief I Moye. See attached report. Mr. Howell was going to speak with the Orange Beach fire department and see if we could buy a Mr. Hadaway made a motion to earmark $200,000 oft the covid funds for the purchase ofa Rollcall: Mr. Hadaway - Yes; Mr. Chambers - Absent; Mrs. Lynch - Yes; Mr. Parmer- - Yes; Public Works Department - Mr. Wayne has been working on cleaning up around the bridge, keeping the grass cut, and filling in potholes. Mr. Howell said that an oak tree on Lister Dairy Road had limbs that had fallen and wanted the tree removed. Mr. Howell also said that the trash Mrs. Lynch pointed out that Mark Daugherty called about the trash on Lister Dairy Road. Mrs. Lynch wants another community cleanup day. Introduction ofOrdinance 2022-003 - This is an ordinance requiring approval for Estimate for the AC at Fire Department- Mr. Hadaway made a motion to approve the purchase ofa Goodman AC unit, by Mobile Heating and Air Conditioning, to be installed at the fire station for $5800. The fire department has a training event Ihave finally received quotes from two vendors for both mini pumper/rescue and brush scheduled. truck/rescue configurations. The summary of those quotes is below: Deep South, Seminary, MS Mini-pumper $272907 Brush truck NAFECO, Decatur, AL Mini-pumper $285,345 Brush truck $197,524 $244,535 Both the brush truck and mini pumper can provide the quick response capabilities for EMS calls and other minor incidents. They can both handle brush and woods fire responses. The advantage to the mini pumper is that we can also get some insurance credit for it because of the pump size. A truck this size will also be much easier to training new and less experienced personnel to drive As you are aware, we also had our reserve engine, Engine 1, assessed for repairs to the pump. Pump and other repairs were quoted by Sunbelt Fire Apparatus at over $30,000. This is a 40- year-old truck. Iti is also our reserve pumper. That is an important part of our insurance grading to have a backup pumper. Ihonestly do not see investing over $30,000 in a 40-year-old truck. Our current state is that our two front line pumpers, Engine 2 and Squad 10 are 1995 and 1994 trucks, respectively. That is old for front line fire engines. The National Fire Protection Agency recommends that front line fire engines not be over 20 years old. Ihave been researching the cost of used fire trucks in the 10- to 15-year-old range. Trucks that would meet our needs in that age range are running $125,000 to $200,000. This is extraordinary. We bought Engine 2, 7or 8 years So, what does all this mean? We have been discussing the purchase of a new brush/mini-pumper type quick response truck applying Relief Act funds to the purchase. Unfortunately, we have also run into this issue with reserve pumper. To replace Engine 1 can easily double our funds that will be required if we try to do both. I want to be very straightforward when I say that I am not a proponent of buying used fire trucks. That has in part lead to the situation we are in. However,I also understand that our current funds are limited, and wel have an immediate need. and operate. ago, for $30,000. This is my short-term recommendation: 1) That we postpone the purchase of a new brush/mini-pumper unit at this time. 4 2) 3) We work to identify a used pumper/tanker that is 10 to 15 years old for purchase using the designated Relief Act funds (up to $200,000) This would provide a much newer pumper to the fleet and allow us to reassign either Engine 2 or Squad 10 as the reserve pumper. Sell Engine 1 for scrap. We still need to resolve the ownership issue with Engine 3 although it appears now that we will have to return it to the department that donated it to Creola. Apparently, the title was never We also need to resolve where to house our fire trucks. We really need one more truck bay to properly house the fleet that we have. That issue needs to be addressed before winter weather arrives. Turnerville has graciously offered to let us store a truck at their Station 3 on Highway 43, processed when we took delivery to change the owner to Creola. but Ido not know how long that will be available to us. A couple of other updates: We were requested to respond to aid Saraland on a building fire on September 9th. It was a large shop structure behind a house off Radcliff Road in their jurisdiction. We responded with two pumpers and 4 personnel and were on scene for approximately 4 hours. Our main support was The Tower truck is due to be returned on Friday. Our next step will be to have it tested and then water supply in a non-hydrated location about 3000' offoft the road. its should be certified for use. Thank you for your ongoing support.
