MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, September 8, 2022 Creola City Hall Meeting 6:00F P.M. The regular council meeting was called to order by Mayor Pro Temp Mark Howell at 6:00 p.m. We were led in prayer by Bill Chambers. The Pledge of Allegiance was led by Mayor Pro Temp Mark Howell. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Harold Parmer, Wendy Lynch, and Cody Chambless. Mayor Nelson and Kendal Item #5 -Approval of the Minutes = The minutes of the August 25, 2022, regular meeting minutes were reviewed. Mr. Chambless made a motion to accept the minutes as written. Mrs. Hadaway were absent. Lynch seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- Mayor Pro Temp Howell gave an update on the finances and bank balances. Item #7-D Departmental Reports - Police Dept. - Chief Hammond said that he had received an offer from Mobile County Commission to contribute $7500 towards the purchase ofTasers and body cameras for our police Sail Center- - The SAIL Center needs a new mailbox as theirs was hit by a vehicle. We can get a post office box for $110 per year or just put in new mailbox. After discussion, the council made Park Dept. - Mr. Howell received another price of $5300 for the batting cage. The grant that was written for the Veteran's memorial park was received. The grant was awarded for $11,578.00. Mr. Howell also mentioned that Saraland charged an extra $25 if you play on a team but didn't live there. Discussion was made about teams that use our field and lights that wasn't from Creola toj pay extra. No decision was made but just needed to think about it. department. Discussion is still being done on the purchase of the tasers. the decision to put up a mailbox. Fire Dept. -1 No report given. Public Works Department - Creola Circle has been paved. Mr. Wayne Miller needed a door replaced that was rotten on the bottom. They were getting prices on replacing the door. Mr. Howell said that a new position for the street department was looking at being created for the street department. It would be for a mechanic/public works position. Building Inspection Department t-No report given. from SARPC to finish the comprehensive plan for our city. Zoning Board - Mr. Chambers said that the Zoning Board is still working on the grant received Item #8-N New Business- a. b. C. Branch. 2022 Budget - Discussion will be carried over to the next meeting. Estimate for the AC at Fire Department- - Carried over until we could see ifanother Street Lighting - Mayor Nelson had a streetlight moved from Ward Lane to Hall d. Painting of Storage/Fire Bldg. - After reviewing the estimates, Mr. Ward gave an estimate of $2100. They were checking with him to see ift the concrete block needed a special coat under the paint. This will be carried over until the questions could be answered. Clean up around Oak' Tree - Mrs. Lynch inquired about cleanup around the historical oak tree at the Railroad. Mr. Howell said that since it was private property that as individuals, we brand of the AC unit could be used. e. could clean it up but not as the city. 2 f. Step bars for Street Truck- -Mrs. Lynch made a motion to by step bars for Mr. Wayne'sv work truck. Mr. Parmer seconded the motion. All in favor and the motion was carried. Item #9. - Citizens to Address Council - Eddie Duke expressed his concerns for the houses being built on Hardy Drive. He thinks the city will be liable for any damage that could occur if the foundation cracked due to things buried there many years ago. Mr. Howell proceeded to state that this was a civil matter, not a city matter since we did not, nor have not, owned the property being discussed. Item #10-1 Mayors Comments- Mayor Pro Temp Howell mentioned that the Race Way project has started, the oldest park restrooms has been renovated, and Creola Circle has been paved. The ALM class will be September 21 in Orange Beach. We are also waiting for Alabama power to give us a proposal on Mr. Parmer made a motion to adjourn. Mr. Chambless seconded the motion.
