MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, October 13, 2022 Creola City Hall Meeting 6:00 P.M. The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was Harold Parmer, Mark Howell, Wendy Lynch, and Mayor Nelson. Items that were discussed was the 2022 Budget, Introduction of Ordinance 2022-003, Julie Smith Reinstatement, Approve hiring Officer McConico, Park bathroom cleaning service estimate/quote, Mobile County Personnel Board, Change pay level for street department contract labor, Pay raises employees that did not get raise in 2021, State of City address, Water line to gazebo, Gazebo water fountain quote, Electric work at gazebo, Potholes at Cement Plant entrance, Waste Pro Contract, Council meeting date for November 25th, Christmas parade, Cookies with Santa. Meeting adjourned at The regular council meeting was called to order by Mayor Don Nelson at 6:00 p.m. We were led in prayer by Carl Walker. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Harold Parmer, Wendy Lynch, and Mayor Nelson. Cody Chambless and Kendal Hadaway were absent. City Item #5 -Approval of the Minutes : - The minutes ofthe September 22, 2022, regular meeting minutes were reviewed. Mr. Howell made a motion to accept the minutes as written with the correction of a name change. Mrs. Lynch seconded the motion. All in favor and the motion was 5:55p.m. Attorney Danny Mims was also present. carried. Item #6- Financials/Bill List- Mayor Nelson gave an update on the finances and bank balances. Mr. Parmer made a motion to approve the bank balances as of 10/13/2022 as presented. Mr. Howell seconded the motion. Item #7 Departmental Reports - Police Dept. - ChiefHammond said that they were going through the warrants and clearing out those that needed to be purged, keeping only the valid warrants. The Ford Taurus is about ready to be put back into service. Mayor Nelson stated that a Neighborhood Watch has been requested by some oft the citizens. Sail Center - Everything is going well. Mailbox has been installed. Park Dept. - Mrs. Lynch stated that Mr. Tucker with Eagle Contractors has given a quote of $4000 for the concrete job at the park batting cage and includes all labor, material, and site prep. Major Holt has sent in a request for lighting at the soccer fields and Mrs. Ludgood is willing to Fire Dept. - Fire Chief Moye said that Engine 1 is at Sunbelt getting it ready to sale. Engine 3is about to go out on the market to sale. Still looking for a good used truck. Thej pickup truck needs a starter soon. Windshield is cracked as well on the truck. Received quote for the hose testing. It is time to certify the Tower Truck. Fire school is 2 weeks out from competition. DataByte fixed Mr. Howell made a motion to get the fire equipment tested and up to date. The cost is $975 for aerial certification and $3873 for the hose testing. Mr. Parmer seconded the motion. All in favor Public Works Department- - Holmes Road has been paved. Cement plant road is getting worse. ALDOT is saying seam is the responsibility ofthe State. Creola is trying to partner with ALDOT toc correct the problem. Mayor is also getting a quote for Lister Lane to be paved. Building Inspection Department - Raceway will begin the digging of the footing next week. Hicks Pallet is breaking ground for a new warehouse, and 14 new homes have been constructed Zoning Board - Next meeting is Tuesday and will be discussing the dirt pit project. A burning permit order was discussed, and Mr. Moss stated that we did have a burn order. pay $400,000 towards the project. the problem with the Wi-Fi and internet. and the motion was carried. this year. Audit will be mid- Introduction ofOrdinance 2022-003 - This is an ordinance requiring approval for excavation and burying underground utilities lines within the city of Creola. Mr. Parmer made. ai motion toi introduce Ordinance 2022-003. Mr. Howell seconded the motion. Rollcall: Mr. Hadaway - Absent; Mr. Chambers - Absent; Mrs. Lynch - Yes; Mr. Parmer Yes; Mr. Howell Yes; Mayor Nelson Yes. Motion was passed. 4 Yes votes. Park Restroom Cleaning Quote - After requesting quotes for the cleaning oft the park restrooms, All Over. Janitorial services had the lowest bid of $220.50 per month for a weekly cleaning. Mr. Howell made ai motion to approve the quote from All Over Janitorial Services to clean the park restrooms. Mrs. Lynch seconded the motion. All in Mobile County Personnel Board - After a discussion, Mayor Nelson stated that the MCPB was requesting that we begin paying the debt of $54,000 to avoid legal actions. Mayor Nelson Had met with Mr. Smith and they had agreed to allow the city to double Pay Rate for Public Works Workers. - Due to the fact that we are having trouble getting employees, Mr. Howell made ai motion to raise the unskilled labor for the Public Works Department to $14.00 per hour. Mr. Parmer seconded the motion. All in favor and Veterans Appreciation Dinner - Mr. Howell made a motion use MeatBoss to cater the Veterans meal to feed approximately 50 people. Mr. Parmer seconded the motion. All in Police Key Fobs - Mrs. Lynch made a motion to order approximately 25 key fobs, in the amount of $58.99, for the entrance to the police department. Mr. Parmer seconded the Electrical Bids for Gazebo - PHD Electric sent a bid for the wiring of the gazebo. Mr. Moss explained how this needs to be ran and we are going to get another quote for this Painting of Building behind the Fire Station - Ms. Lynch wanted to make a motion to paint the top ridge and doors on the fire and police department in the amount of$1850 however, due to a lack ofas second it will be carried over to the next meeting. Item #9. Citizens to Address Council-I Mike Cassidy requested a copy ofthe letter given to Satsuma. Mayor gave him a copy. A citizen, Wayne, has a property with the flooding on his property. Would like some asphalt to put in tol keep it from flooding. He also wanted to see how the Clean-up Creola is going. Mayor stated that some are due to appear in court for violations. Item #10 - Mayors Comments - There will not be a Christmas parade this year, but we will have a tree lighting and Santa event with the Grinch. We might can do it on Friday, December 2, 2022, if the Grinch and Santa can attend. Veterans Day event will be November 12, lunch served at noon. Mrs. Lynch will check on signs for the event.
