The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was Kendal Hadaway, Harold Parmer, Mark Howell, Wendy Lynch, and Mayor Nelson. Items that were discussed were the 2022 city audit presented by Mr. Don Wallace and Mr. Charles Wesley approached the council about bringing investors to build a movie studio, theater, hotels, etc. at The regular council meeting was called to order by Mayor Don Nelson at 6:00 p.m. We were led inj prayer by Mr. Bill Chambers. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was. Mark Howell, Harold Parmer, Wendy Lynch, and Mayor Nelson. and Kendal Hadaway. Cody Chambless was absent. City Item #5 -Approval of the Minutes - The minutes of the January 12, 2023, regular meeting minutes were reviewed. Mr. Parmer made a motion to accept the minutes as written. Mr. exit 19. The meeting adjourned at 6:00p.m. Attorney Danny Mims was also present. Hadaway seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- favor and the motion was carried. Mayor Nelson gave an update on the finances and bank balances. Mr. Howell made a motion to approve the bank balances as of1/26/2023 as presented. Mrs. Lynch seconded the motion. All in Mr. Howell made a motion to approve the bill list as of 1/26/2023 as presented. Mr. Hadaway seconded the motion. All in favor and the motion was carried. 1 Item #7- Departmental Reports - February 12-16i in Montgomery. Police Dept. - Chief Hammond said that he would be attending the winter Chief Conference Discussion was made regarding several of the Crown Vics being placed into surplus status as they are no longer needed for public or municipal purposes. Mr. Hadaway made a motion to place the Crown Vics (5967) and (7232) into surplus status. Mr. Parmer seconded the motion. Mr. Parmer made a motion to place the scrapped Crown Vic (3351) into surplus status as it no longer serves a public or municipal purpose. Mr. Howell seconded the motion. All in favor and the motion was carried. These vehicles will be placed on GovDeals to auction off. After discussion was made on the purchase of additional police vehicles, Mr. Howell made a motion to purchase the two (2) Tahoe's from River oaks Automotive in Houston, Texas. A 2018 Tahoe, (59,000 miles) for $26,000, and a 2017 Tahoe (55,000 miles) for $27,000.00. Mrs. Sail Center - We will be hosting the February Municipal Association Dinner with Rep. Matt Park Dept. - There will be a meeting February 7th with the engineers at the soccer field for the Fire Dept. - Chief Moye stated that he is resigning as chief but will remain as a volunteer. He thanked the mayor and council for making sure that he had the necessary equipment. He wanted to let the council and mayor know that his crew did an outstanding job in saving a house from a fire located on highway 43. Chief Moye stated that there were grants for hiring firemen that Mr. Howell and Mr. Hadaway were going to make a trip to Orange Beach and check out the jaws Public Works Department - Mr. Wayne cleaned up Crenshaw Park and the park dugout has Building Inspection Department - The building inspector, David Moss, would like to attend Zoning Board - Zoning and Planning is working on the ordinance to fine tune it sO thar it can be All in favor and the motion was carried. Item #8 - New Business- 2 a. b. C. d. e. 2022 City Audit - Mr. Don Wallace presented the annual 2022 audit to the city. Mr. Wallace stated that the city was very sound financially and that everyone was doing a APCO Utilities - Alabama Power is scheduled to add power to the veteran's memorial Fire Chief Moye Resignation - ChiefMoye is resigning from the fire chief position but will continue to volunteer in the fire department. He stated that he wanted to devote more time to his family. He will help the incoming chief for a smooth transition. Full Time Fire Chief Position - Mayor Nelson wanted the council to consider adding a full-time position for a fire chief. He will add this to the next agenda for consideration. Paving Project - Mayor Nelson stated that we had approximately $40,000 of paving money in the street accounts. Mr. Howell made a motion to approve repairing a section of Lister Dairy Road, Lister Lane, and pave Nelson Woods. Mrs. Lynch seconded the Roll Call: Mr. Hadaway - Yes; Mr. Chambless - Absent; Mrs. Lynch - Yes; Mr. Parmer Building Inspector School - Mr. Howell made a motion to send David Moss, building inspector, to building inspectors school April 27,2023. Mrs. Lynch seconded the motion. Municipal Dinner February 16, 2023 - The City of Creola will be hosting the Municipal Association Dinner on February 16, 2023 at the SAIL Center. Naman's will Lights for 2 New 2023 Police Tahoe's - Two quotes were received for this lighting. Mr. Hadaway made a motion to accept the CES Team One quote for outfitting the Tahoe's at a cost of $18,848.92, provided they were on the state bid list. Mr. Howell After discussing this with.
