Howel! MAGISTRATES Linda Hoiles Christie Bryant Minutes oft the City of Creola Council Meeting Thursday, February 23, 2023 Creola City Hall Meeting 6:00 P.M. The regular council meeting was called to order by Mayor Pro Tempore Mark Howell at 6:32 p.m. We were led in prayer by Mr. Bill Chambers. The Pledge of Allegiance was led by Mayor Pro' Tempore Mark Howell. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Harold Parmer, Kendal Hadaway, and Cody Chambless. Mayor Nelson and Wendy Lynch were absent. City Attorney Danny Mims was also absent. Item #5 -Approval of the Minutes - - The minutes of the February 9, 2023, regular meeting minutes were reviewed. Mr. Chambless made a motion to accept the minutes as written. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- in favor and the motion was carried. Mr. Chambless gave an update on the finances and bank balances. Mr. Hadaway made a motion to approve the bank balances as of2/23/2023 as presented. Mr. Parmer seconded the motion. All Mr. Chambless made a motion to approve the bill list as of2/23/2023 as presented. Mr. Parmer seconded the motion. All in favor and the motion was carried. Item #7. - Departmental Reports - Police Dept. - ChiefHammond said that he was getting bids for the striping of the vehicles. The council agreed that they wanted to see the city seal on the doors. Sail Center - The Municipal Association Dinner held on February 16, 2023, went very well. It Park Dept. - Mayor Pro Tempore Mark Howell stated that the lighting for the soccer fields is underway and he hopes that it will be installed within a month or so. The utilities at the Veteran's Memorial Park have been buried and we are about ready to move to the next phase. Fire Dept. Chief Moye stated that the CPR - AED training for 24 individuals is underway. Chief Moye is also working with city attorney Danny Mims on fire department ordinances. Public Works Department Mr. Wayne is still working on cleaning up Crenshaw Park and Building Inspection Department - Mr. Moss is working with the city clerk on getting a report Zoning Board - Mr. Chambers stated that they are still working on the zoning ordinance to be was a huge success. beginning to cut grass for the new season. together that will help with the ISO: rating as well as future grants. presented to the council.. Award Bid for Lights on New Tahoe's = After the bids were opened for the police vehicle emergency equipment of the new: 2023 Tahoe's, Jackson Communication was the lowest responsible bidder in the amount of $16,900.00. Mr. Parmer made a motion to accept the bid from Jackson Communication in the amount of $16,900.00. Mr. Chambless seconded the motion. All in favor and the motion was carried. Resignation of Elizabeth Gunter - Mr. Chambless made a motion to accept the resignation of Elizabeth Gunter in good standing. Mr. Parmer seconded the motion. All Location of Fountain and Christmas Tree - Mayor Pro Tempore Mark Howell asked the council to be thinking about where they want to place the fountain and Christmas tree. He also stated that they need to be ready to discuss and make a decision at the next Christmas Money - Mr. Parmer made a motion to allow spending up to $500 for the 2023 Christmas party for the community. Item #9. - Citizens to Address Council- Item #10 - Mayors Comments = Mayor Pro Tempore Mark Howell reminded everyone to complete the Statement of Economic Interests by April 30, 2023. The paving. job on Lister Lane, Nelson Woods, and patch job on old Hwy 43 and Lister Dairy Road is complete. We now have 2 roads that will be left for the city to pave. The underground service at the Veterans Memorial Park is done. 2 Mr. Parmer made a motion to adjourn. Mr. Chambless seconded the motion. All in favor and the motion was carried.
