The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was Kendal Hadaway, Harold Parmer, Mark Howell, Cody Chambless, and Mayor Nelson. Items that were discussed were the air conditioner at Police Department, fire department ordinance, sprinkler plan, gazebo electric plan, Go Mesa Grant, appropriations Grants -Light and Fire Truck, police and zoning JD for County, merit raises 2023, Satsuma offer for police officer contract, 4th of July, and COAA Education Conference for Building Inspector. The meeting adjourned at 6:00p.m. The regular council meeting was called to order by Mayor Don Nelson at 6:00 p.m. We were led inj prayer by Mr. Carl Walker. The Pledge of Allegiance was led by Mayor Don Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Harold Parmer, Kendal Hadaway, and Cody Chambless, and Mayor Nelson. Wendy Lynch was absent. City Item #5 -Approval of the Minutes - The minutes of the March 9, 2023, regular meeting minutes were reviewed. Mr. Chambless made a motion to accept the minutes as written. Mr. Attorney Danny Mims was also present. Parmer seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- in favor and the motion was carried. Mayor Nelson gave an update on the finances and bank balances. Mr. Chambless made a motion to approve the bank balances as of3/23/2023 as presented. Mr. Parmer seconded the motion. All f. Satsuma Offer for Police Officer-. After a discussion regarding Satsuma buying out the contract for Officer Poole, Mr. Howell made a motion to accept $15,000 as payment for the buyout of Officer Poole. Mr. Parmer seconded the motion. All in favor and the Merit Raise - Mr. Howell made a motion to give Officer Joseph Hand and Officer Roderick McConiço a 5% merit raise. Mr. Parmer seconded the motion. All in favor and COAA Education Conference = Mr. Howell made a motion to approve sending our building inspector David Moss to the COAA Education Conference May 1-5 in orange Air Conditioner for PD - Mr. Parmer made a motion to set a cap for $12,000 for an air conditioner at the police department. Mr. Howell seconded the motion. All in motion Merit Raises Mr. Chambless made a motion to give Christie Bryant, a 5% merit raise. Mr. Howell seconded the motion. Item #9. - Citizens to Address Council- Item #10 - Mayors Comments - Mayor Nelson reminded everyone to complete the Statement of Economic Interests by April 30, 2023. He also stated that the City Clerk, Marcy Brown, and Gena Daniels, Dispatcher/Admin Asst. at the PD had received training for putting cars on the govdeals website and had been putting cars on the site to sell. Mayor Nelson gave each council member a pay chart for them to study for possible COLA or merit raises for all employees. Mr. Parmer made a motion to adjourn. Mr. Chambless seconded the motion.
