The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was Kendal Hadaway, Harold Parmer, Mark Howell, Cody Chambless, and Mayor Nelson. Items that were discussed were the bridge inspections, authorize mayor to attend Department of Conservation meeting in Montgomery, grant writer for (GOMESA) Gulf of Mexico Energy Security Act Program, voting delegate authorization, new park gazebo layout, washing machine, fire Chief position, public information request, merit raises 2023, summer student program, and officer promotions. The meeting adjourned at 6:00p.m. The regular council meeting was called to order by Mayor Don Nelson at 6:30 p.m. We were led inj prayer by Mr. Carl Walker. The Pledge of Allegiance was led by Mayor Don Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Harold Parmer, Kendal Hadaway, and Cody Chambless, and Mayor Nelson. Wendy Lynch was absent. City Item #5 -Approval of the Minutes : - The minutes of the February 23, 2023, regular meeting minutes were reviewed. Mr. Howell made a motion to accept the minutes as written. Mr. Attorney Danny Mims was also present. Chambless seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- Mayor Nelson gave an update on the finançes and bank balançes. Mr. Chambless made a motion to approve the bank balances as of 3/09/2023 as presented. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Mr. Howell made a motion to approve the bill list as of 3/09/2023 as presented. Mr. Parmer seconded the motion. All in favor and the motion was carried. Item #7-1 Departmental Reports - Police Dept. - Chief Hammond gave the council and mayor the new design for the decals he would like to have for the police cruisers. The decision was made to let explosive signs create the decals. Sail Center-Noi report was given. Park Dept. - Mayor Nelson stated that the lighting for the soccer fields is underway, and he hopes that it will be installed soon. The Veteran's Memorial Park is having dirt delivered to Fire Dept. - Chief Moye stated that tower truck 3 is back from having repairs done. They now Public Works Department - A request for 2-3 summer interns has been requested with Citronelle High School. Hall and Lyons are the last two (2) streets that need paving in Creola. Building Inspection Department = Mr. Moss stated that the zoning board is working on the new draft of the zoning ordinance. Mr. Moss also requested that if someone needed to live in a camper for up to six (6) while their house is being built the zoning board could approve it, and if itt took longer, then an extension could be made. The council and mayor agreed with this. Mr. Moss said that he and ChiefHammond was working on some citations together. level out the ground so that the next phase ofthe project can begin. have 23 members on the Fire Department and the CPR classes were a success. Zoning Board - Mr. Chambers stated that they are still working on the zoning ordinance to be presented to the council.. Item #8 - New Business- a. Authorize Mayor to Attend Meeting - Mr. Howell made a motion to authorize Mayor Nelson to attend the Department of Conservation meeting in Montgomery - March 11 - Alabama Gulf of Mexico Energy Security Program (grant application). Mr. Parmer Hire Grant Writer- After a discussion on the proposed grant for the wildlife conservation protecting the bear, gopher turtle, and wood billed ducks etc., Mr. Hadaway made a motion to hire Kara Stallman $5,000 to write the grant and turn it in by March 31, 2023. Mr. Howell seconded the motion. All in favor and the motion was carried. Voting Delegate at Convention = Mr. Howell made a motion to appoint Mayor Nelson as the voting delegate and Mr. Howell and Mr. Parmer as the alternate delegates at the Alabama League Convention May 10-13, ,2023. Mr. Parmer seconded the motion. All in seconded the motion. All in favor and the motion was carried. b. C. favor and the motion was carried. 2 d. e. f. Commercial Washing Machine in PD - Mr. Chambless made a motion to approve up to $1,500 for a commercial washing machine in the Police Department. Mr. Parmer Summer Help = Mr. Howell made a motion to hire up to three (3) position for summer interns from Citronelle High School, paying them the same as last year which was $10.00 per hour. Mr. Parmer seconded the motion. All in favor and the motion was carried. Veterans Memorial Water Foundation = After a lengthy discussion regarding whether to purchase just the fountain or have the fountain along with a 3foot paved area, Mr. Parmer made a motion to purchase a Massarelli's Fountain from Weatherford's Fountain and Lawn LLC at a cost of $3,462.70. Mr. Hadaway seconded the motion. All in favor Dirt for Veterans Memorial - Mr. Howell made a motion to purchase six (6) loads of dirt for the Veterans Memorial. Mr. Hadaway seconded the motion. Item #9. - Citizens to Address Council- A couple was present that inquired as to what they needed to do to get a certificate of occupancy to move in. Mr. Moss addressed them and stated that they needed to call him on the upcoming Monday, and he would take care ofit for them. Item #10 - Mayors Comments - Mayor Pro Tempore Mark Howell reminded everyone to complete the Statement ofl Economic Interests by April 30, 2023. The underground service at the Veterans Memorial Park is done and Mayor Nelson wants the council to meet to get the next Mr. Parmer made a motion to adjourn. Mr. Chambless seconded the motion.
