REGULAR COUNCIL MEETING CITY OF COLUMBIANA, ALABAMA May 21,2024 The City Council of the City of Columbiana, Alabama met in a Regular Session in the Council Chambers of Columbiana City Hall at 6:00 p.m. on Tuesday, May 21, 2024. Mayor David Mitchell called the meeting to order and asked City Clerk, Charlene Tucker, to call roll after the invocation and pledge. Consent Agenda A. Approval of Minutes 5-7-24 Regular Council Meeting There being no changes or amendments to the minutes, the Mayor declared the minutes approved. Department Head Reports Police - Jeff Bowers reported the following: We have no on the job injuries. We are currently on course with our 2024 budget. Open position open for dispatcher. All vehicles are in good working order. All equipment is in good working order. Training is underway. patrol for the summer. Summer is here and we ask all drivers to be aware of children playing, SROs moving to The new decals are on the SRO vehicles. Administration - Charlene Tucker reported the following: No reports ofsafety issues. YTD revenues and expenses are on track. Fully staffed with three full time and one part time employee. No repairs are needed at City Hall at this time. Training is up to date. Court-Mike Atchison reported the following: Next Court is June 11,2024. Driving School will be June 12,2024. Iwill be out oft the country May 27- June 4, 2024. problem but we will wait and see. done at a later date. Public Works - Allen Reynolds reported the following: No injuries at this time. At this time our current budget is on track. 4 positions open. Grading work at shop has started. someone to repair it. YTD Budget is on track. Jail cost is high but within budget at this time. Change in the Law: Judges must now handle 72 hour hearings. This may create a time Pre-Trail Diversion or Deferred Prosecution needs to be approved by Ordinance. This can be Mechanic is coming this week to repair the garbage truck. The top section of the fountain at Old Mill Square is deteriorating. We are looking for Board Reports Park and Recreation Board updates: Work on the new pickleball courts should start in a couple of weeks. There is a Shelby County Urban County Policy Board meeting tomorrow. The City has submitted a primary and secondary CDBG Grant application for newLED lighting at the Sports Beautification Board presentation: Lisa Davis presented Council with a proposal for a mural on the side of Blue Agave. Lynn Dodson will be painting the mural and, ifapproved, she can start on Saturday and finish in a week. Carlos at Blue Agave has given written permission for the work to be done on the building. The funds for this project are available in the Beautification Board's budgeted Complex. appropriation. After discussion, Council approved the project. Before they accept the offer they have, they wanted to reach out to the City ofColumbiana to see ifwe were interested in purchasing it. This property is currently zoned RMH.
