REGULAR COUNCIL MEETING CITY OF COLUMBIANA, ALABAMA July 9,2024 The City Council of the City of Columbiana, Alabama met in a Regular Session in the Council Chambers of Columbiana City Hall at 6:00 p.m. on Tuesday, July 9, 2024. Mayor David Mitchell called the meeting to order and asked City Clerk, Charlene Tucker, to call roll after the invocation and pledge. Present: Council Member Karen Lilly Council Member Ricky Ruston Council Member Kim King Council Member Ashley Phillips Mayor David Mitchell Absent: Council Member Vickie Mizzell The Mayor declared that a quorum was present. Consent Agenda A. Approval of Minutes 6-18-24 Regular Council Meeting There being no changes or amendments to the minutes, the Mayor declared the minutes approved. Department Head Reports Fire - Mayor Mitchell reported the following: No lost time injuries. postponed. No issues on facilities. Admin vehicles are in service. Routine maintenance on apparatus ongoing. EMS training complete. Budget tracking to plan. AFG grant not awarded. Acquisition of new pumper truck SAFER Grant: Recruiting and Retention Coordinator position posted. Library - Jennifer Combs reported the following: We did have to trespass a patron. Budget is good. Staffing looks good. We had an estimate of 1810 visitors for the month of. June. We had 147 sign up for summer For June, we provided $63,754.00 worth of services. That is up from June of last year. Cops and Cookies will return to the library on July 11th, 18th and 25th at 10:00 am. reading and that is up from last year. Summer Reading is continuing: July 11th will be our last Movie Night oft the summer. We will be showing Finding Adult Summer Reading starts August 1St. For every 3 books adults check out, you are Nemo at 5:15. July 19th 4H Science Center will be at the library at 2:00 pm. entered into a drawing for prizes at the end of August. Community Affairs and Senior Services - Mayor Mitchell reported the following: Three Sunset Music and Market's left (each Friday night for the rest of. July). Liberty Day was a success! Senior Center served 1144 meals in. June. Grande Hall events in July: Central Alabama Wellness Back to School Bash 7/20 Drug Court Graduation 7/19 Ali is on vacation and will return July 16. No injuries during this fiscal year. Environmental Services - Dale Lucas reported the following: Budget is ok. We are still advertising for a Grade II Operator. Hired part time employee that is starting tomorrow and a full time employee is starting Monday. Sewer Lines are in fair condition. No change in compliance. Training is up to date. Our engineer is negotiating with the contractor and ADEM for our Waste Water Treatment Plant Project and should have an update by the end ofthe month. Board Reports The Library Board is updating their collection and circulation policies to send to the state library board. The Recreation Board reported that the pickleball courts have been used a lot. The Water Board has a vacancy on the board. Johnny Farr's term expired and Lamar Vick is the new chairman. There have been three candidates that are interested in this board appointment. They are Chris Lee, Damon Folmar and Chris Sutton. Kim King nominated Damon Folmar and the nomination was seconded by Ricky Ruston. Karen Lilly nominated Chris Sutton and the nomination was seconded by Mayor Mitchell. There were three votes for Damon Folmar and one vote for Chris Sutton. Mayor Mitchell abstained from the vote. Damon Folmar is appointed to the Water Board. Mayor Mitchell introduced: RESOLUTION 07-24-01 AUTHORIZING THE MAYORTO SIGN A CONTRACT WITH LOWER BROTHERS FOR TENNIS COURTS RESURFACING BEITRESOLVED, by the City of Columbiana as follows: 1. 2. 3. 4. That the City enters into a contract with Lower Brothers for resurface and crack repair for existing tennis courts, which contract is before this Council; This amount isi in the FY24 budget in Capital Improvements; and The contract is for $41,700.00; That the contract be executed in the name oft the City, for and on behalf ofthe City, by its Mayor. BE IT FURTHER RESOLVED, that upon the completion oft the execution oft the contract by all Council Member Phillips moved and Council Member King seconded the motion that said resolution be given vote, and said resolution passed by vote ofall members oft the Council present, and the parties, that a copy ofsuch agreement be kept on file by the City Clerk. Mayor declared the same passed. This isap popular sport and players look for courses toj play on. The cross country track behind the elementary school may be a good location for the course. Council Member Phillips asked who to contact for stray dogs. Police ChiefBowers advised to call animal control is the animal is vicious or the Police Department and it will be picked up and taken to the Humane Society. There being no further business, Council Member Phillips moved that the meeting be adjourned which was seconded by Council Member Lilly. The motion passed by vote of all members of the Council present.
