Box 345 Clay, Al 35048-0345  PRE-COUNCIL MINUTES  March 14, 2017  The City Council ofthe City of Clay, Alabama held al Pre-Council meeting on' Tuesday, March 14, 2017, at 6:00 p.m. in the Council Chambers at City Hall with Mayor Webster presiding and City Manager  Ronnie Dixon serving as recorder. Mayor Webster called the meeting to order. Council members present were:  Councilor Don Baker, Councilor Becky Johnson, Councilor Bo Johnson, Councilor Dennis Locke,  Councilor Ben Thackerson, and Mayor Webster  Absent: None  The Council discussed the agenda items for thei regular City Council meeting. Mr. Dixon announced that they would be opening bids for the Red Barn property during the council meeting. He stated that Shadow Mayor Webster has spoken to people on. Lake in the Woods to annex into the city and sO far, we. have Mr. Dixon reported that Station #5 is building a clean room for their turn-out gear and the city building Mr. Dixon reported that Clearview Baptist is in the process of surveying thej property behind the church which backs up to. Millington and is going to deed it to the City of Clay for thej purpose ofa cul de sac for Councilor Thackerson inquired about the parking lot at Cosby Lake and Mr. Dixon said things are going Mr. Dixon stated there would be an. Industrial Development meeting on thel DYS property on March 31, 2017. Hei reported the original name of Cosby lake was Turkey Creek Lake in 1899. The State willl be discussing what they will/will not allow us to do as they are. having the property appraised for sale. Mr. Dixon reported that Jefferson County will not be spraying ROW this year and hei is in negotiation Mr. Dixon asked the council to consider making garbage service mandatory for all residents as many of our problems arise from houses that do not have garbage service and allow their garbage and debris to Mr. Dixon reported he has spoken to the Postmaster and that we are past the application phase oft the Mr. Dixon stated that opening day of the ballpark is April 1, 2017 and there will bei funhouses free for all children that day. Angie McGowan from OCMS who wanted to address the council. Ms. McGowan thanked the council for the scholarship for her exceptional education class. She stated chrome books were purchased with the money donated andl her class was sO excited they made thank CouncilorLocke introduced] Felicia Willingham from CCMS Ambassadors Program. Ms. Willingham askeds student Ambassador Clarence Christian to address the council. Christian introduced himself and explained what the. Ambassador program at CCMS does and that they must be recommended to be Councilor Baker commended. Ambassador Christian for speaking andt to all the student ambassadors Mayor Webster stated he was called by Chalkville Elementary Principal Rod] Johnson regarding some playground repairs and that Mr. Dixon had the part replaced and the playground is fixed. Mr.] Johnson CouncilorThackerson stated that Jane Anderton has set the date of April 22, 2017: for Cosby beautification day and anyone who would like to helpi is welcome to come.
