Ms. Kepes asked why this was previously zoned as CB. Mr. Cox stated that, tol his understanding, there used to be a hog farm on the parcel. Mr. Sides made a motion to recommend approval. The motion passed by a unanimous vote. EVENT VENUE PARKING TEXT AMENDMENT Applicant: Charles F. Riggs & Associates, Inc. ZTA-2024-00001 Summary of proposal: Proposed text amendment to allow event venues to have unpaved parking lots. Carter Metcalf provided an overview of the proposal. Mr. Sides inquired if the text amendment will include any exemptions in regard to the size of the event venue. Mr. Metcalfi responded that there would be no exemptions in regard to size. Ms. Bunce asked ift the text amendment would include sports complexes. Mr. Metcalfe explained that sports complexes would be classified as recreational facilities. James Lewis, of 115 Gall Dr, spoke on behalf of the applicant. Mr. Lewis provided an overview of the project. He stated that it is an outdoor venue shelter with no walls. Mr. Lewis stated that the event venue. is in an environmentally sensitive area, and that due to this fact, an impervious parking lot would be more Mr. Howard stated that there are event venues in the county with gravel lots, such as Mike's Farm. beneficial than a paved parking lot. He stated that the program requires less than 10% of the property to be impervious, soit it'spossible that this could cause a) hinderance in the future. Mr. Lewis responded that the applicant is prepared to address any required permits. Ms. Bunce asked to clarify ift the event venue is an indooroutdoor building, as it has no walls. Mr. Lewis responded that the event venue will be a large building that could be compared to aj pavilion. Mr. Sides inquired about ADA parking spaces. The motion passed by a unanimous vote. ONSLOW: HORIZON: 2040 Carter Metcalf provided an overview ofthe Onslow Horizon 2040 Comprehensive Plan. Ms. Bunce inquired about an area south of Richlands. Ms. Ely advised that the area: in question was Farmington Drive. Ms. Bunce inquired ift the racetrack is located in the suburban growth area. Mr. Metcalf advised that we could review that specific location to see. ifi rural residential would be a better fit. Mr. Sides inquired if access tol Hwy 172 through base would be possible. Mr. McCurry advised that it is unlikely that public will be able to gain access to Hwy 172 in the future. Mr. Sides asked iff future zoning would include building vertically instead ofl horizontally.
