Onalaska, Texas 77360 REGULAR MONTHLY MEETING MINUTES May 14, 2024 THE STATE OF TEXAS ] THE COUNTY OF POLK ] THE CITY OF ONALASKA] ] The City Council of the City of Onalaska, Texas, met in the chamber room of City Hall for a Regular meeting on May 14th, 2024, at 5:00 p.m. Roll was called and the following were present: James W. Arnett Shirley Gilmore Kevin Arnett Zachary Davies T.D.. Jennings Angela Stutts Jessica Stanton J.C. Stutts John Cleveland ] ] ] ] Mayor Mayor ProTem Councilmembers City Administrator Chief of Police Fire Chief Building Inspector/Code Enforcement And the following visitors: Sign in sheet attached. Quorum being present, Ronald Gilbert was absent, the mayor continued with the meeting. The purpose of the meeting was to hear from the public, approve the consent agenda minutes, voucher list and accept the financial report, hear reports from the departments, Canvass May 4th, 2024, General City Election and approve Resolution 2024-014 declaring the results of said elections, issue Certificate of Election to newly- elected officers, complete Statements of Officers to be filed locally with the City Administrator, administer Oaths of Office and seat newly elected officials, accept the resignation of Ronald Gilbert, Council Member, review and approve the appointment of T.D. Jennings as Council Member to serve out the remaining unexpired term of current vacancy, elect Mayor Pro Tem, appoint Terri L. Mayer as Municipal Judge, complete statement of elected/appointed officer and administer oath of office, re-appoint Associate Municipal Judge Greg Magee, re-appoint Chris Thompson as City Prosecutor/City, Attorney, review and approve Resolution 2024-015 designating signatories for all city bank accounts, accept the resignation of Joy Smith without 1 notice, accept the resignation of Ryan Lege without notice, review and approve Police Officer Jade Havard for labor pool, review and approve Police Department Active Shooter Response Plan and announce any other upcoming events. PLEDGE & PRAYER John "Bubba" Cleveland, opened the meeting with a prayer and Mayor James W. Arnett led the pledge to the American and Texas Flags. PUBLIC FORUM Dalene Felder spoke regarding the open council position. Tammy Elam/Lily Altemus spoke regarding the city exclusive trash service provider. Linda Strauss spoke regarding road repair. CONSENT AGENDA It was moved by Shirley Gilmore and a second was made by Zachary Davies to accept and approve items listed on the consent agenda as presented. VOTE: For - All; Against - None. Motion carried. REPORTS - POLICE DEPARTMENT Police Department reported that the department traveled 3638 miles during April 2024; 180 Subdivision Patrols, 169 Business Checks, 343 Calls for Service, 20 Arrests, 56 Citations, 172 Warnings, Other Agency Assist 21 times and Assisted OVFD/EMS 10 times, 38 Cases and 20 Warrants served. FIRE DEPARTMENT Fire Department reported that the Fire Department responded to 73 calls for assistance during April 2024. 51 medical calls, 2 structure fires, 6 grass fires, 1 vehicle fire, 2 motor vehicle accidents, 6 lake rescues, 1 landing zone call, 1 hazmat call, 3 assist calls and 0 mutual-aide calls, totaling 185 volunteer man hours. FIRE INVESTIGATIONS Fire Marshal reported 10 commercial inspections, 3 Fire Investigations, 2 Plan Reviews and 0 Fire Prevention. Fido Department Account (Texas Commission of Fire Protection) to track training and to hold inspectors and investigators license has been established. There were 16 permits issued in April 2024. Total collected was $5122.40. CODE ENFORCEMENT/ENT/PERMITING LIBRARIAN'S REPORT Librarian reported for the month of April 2024: Current borrowers 1900. Books checked out: 525; Patrons: 1418; Computer Usage: 92; Copies/Faxes $174.25; Fines: $3.40; Membership Fee: $6.00; Postage: $0.00; Book Replacement: $0.00; Restricted Donations: $70.00; Auxiliary Donations $200.00 and Regular Donations: $94.60 and 65 Volunteer Hours were documented. CANVASS MAY 4TH, 2024, GENERAL CITY ELECTION AND APPROVE RESOLUTION 2024-014 DECLARING THE RESULTS OF SAID ELECTION Itwas moved by Shirley Gilmore and a second was made by Kevin Arnett to approve Resolution 2024-014 declaring the results of the May 4, 2024 General City Election. 2 VOTE: For = Kevin Arnett, Zachary Davies, T. D. Jennings, Shirley Gilmore; Against - None. Motion carried. ISSUE CERTIFICATE OF ELECTION TO NEWLY-ELECTED OFFICERS Issued Certificate of Election to newly-elected officers. COMPLETE STATEMENT OF OFFICER TO BE FILED LOCALLY WITH THE CITY Completed Statements of Officers to be filed locally with the City Administrator. ADMINISTER OATHS OF OFFICE AND SEAT NEWLY ELECTED OFFICIALS Oaths of Office administered and newly elected officials were seated.
