MINUTES OFTHE: MEETING OF THE CITY COUNCILOF THEC CITYOFL ARAB, ALABAMA MAY20, 2024 The City Council of the City of Arab, Alabama, met in regular session at 6:00 p.mm. fori its regularly scheduled meeting on Monday, May 20, 2024 in Arab City Hall, the time and place scheduled for such Mayor BobJoslin called the meeting to order. Upon roll call, the following answered present: meeting. MIKE ALLEN ALANI MILLER MITCH STONE MARK GULLION JOHNNY, HART Also present were Katie Jones (Administrative Assistant), Rodney Edmondson (City Attorney), Mayor Joslin declared a quorum present and opened the meeting fori the transaction of business. Council Member Allen led thej pledge of allegiance. Thei invocation was; given by Council Member Miller. The minutes oft the May 6, 2024, regular meeting was approved by unanimous vote upon a motion Mayor. Joslin moved on to staff reports. Mayor Joslin reported for Melissa Cook of the Economic Development that both Krystal's and Harbor Freight will be scheduled to open next month. Chief Washburn with the Arab Police Department reported recent public service training at the library. Assistant Fire Chief Michael Hall reported on recent fire at. AR: Recycling. Mayor Joslin reported on the Landfill that ADEM permitting has been applied for and is underway. Mayor Joslin reported for Department Head Eric Hayes with the Park and Recreation that ballfields were filled this past weekend city department heads, representatives: oft the media, and thej public. madel by Council Member Hart and seconded by Council Member. Allen. with tournaments. With no old or new business to discuss, Mayor Joslin then opened up the floor for public comment. Vincent Kirk Bellman of107 18t Ave., Arab, AL stated when he used to work in Pennsylvania he worked with appellant court and] helped his county recognize changes inl law. He wanted to make sure the City was aware of the holding in the case of Edgar V. McKay out of Huntsville that went to 11th Circuit regarding the stop and identify law. John Satterfield, who lives on London Drive off of Brashiers Chapel (just out oft the City) Limits) reported that hei is concerned with the trailer/RV park going in across the road from him (which is also in the County). He says the owners have lied to many people and hei thinks it will create issues with drainage, traffic and other issues in the City that the City should be able to take some action against. Additionally, he asked why City is considering EV charging stations that were discussed in the work session as he doesn't see the need fori it. Nick Alexander or 644 Cullman Road, says this is his first Council meeting but he believes all citizens should be involved in their local government and attending meetings. Hei is former. Army, medically discharged and hel loves the area. He is concerned over where our country is going but does know that the 2ad amendment applies and that the City PD could 1 train citizens to protect against FEMA: and other overreach such as the President calling in UN troops. He is also concerned over Arab water & sewer being offered outside of City (such as to the trailer park Mr. Satterfield was discussing and he doesn't understand why that is happening.
