MINUTES OF THEI MEETING OF THE CITY COUNCILOF THE CITY OF ARAB, ALABAMA MAY6, 2024 The City Council of the City of Arab, Alabama, met in regular session at 6:00 p.m. fori its regularly scheduled meeting on Monday, May 6, 2024 in Arab City Hall, the time and place scheduled for such Mayor Bob. Joslin called the meeting to order. Upon roll call, the following answered present: meeting. MIKE. ALLEN ALANI MILLER MITCH STONE MARKGULLION JOHNNYHART Also present were Denise Williams (City Clerk), Katie Jones (Administrative Assistant), Rodney Edmondson (City. Attorney), city department! heads, representatives oft the media, and thej public. Mayor Joslin declared a quorum present and opened the meeting for thei transaction of business. Council Member Gullion led thej pledge of allegiance. Thei invocation was given by Council Member. Allen. The minutes of the April 15, 2024, regular meeting was approved by unanimous vote upon a Mayor Joslin reminded the Counsel of the staff reports made in the work session. With no Staff reports or old business to discuss, the Mayor then moved to the first item of new business, a resolution on al Declaration of Surplus. Council Member Allen moved to suspend the reading, Council Member Miller seconded and all voted yes. Council Member Stone moved to suspend the rules, Council Member Miller seconded and all voted yes. Council Member Allen moved to Adopt the Resolution, Council Member motion madel by Council Member. Allen and seconded by Council Member Stone. Miller seconded and all voted yes, The Mayor then moved to the second item of new business, a resolution to Authorize a Cooperative Maintenance of Public Right of Way Agreement-Hwy 69. The Mayor then moved to thei third item of new business, to. Approve an. ALDOTIndustrial. Access Road. The Mayor then moved to the fourth item of new business, consideration of a Resolution to Authorize the opening of an Account for Opioid funds at Peoples Bank, Council Member Hart moved to suspend the reading, Couneil Member Stone seconded and all voted yes. Council Member Stone: moved to 1 suspend the rules, Council Member Miller seconded and all voted yes. Council Member Allen moved to Adopt the Resolution on authorizing opening an Opioid Account at Peoples Bank, Council Member Gullion seconded and all voted yes. Thel Mayor then moved to thei fifth item ofi new business, consideration ofal Resolution to approve a CLG Grant Application for FY2024-2025. Council Member Hart moved to suspend the reading, Council Member Miller seconded and all voted yes. Council Member Allen moved to suspend the rules, Council Member Miller seconded and all voted yes. The Mayor then moved to the sixth item of new business, consideration of a Resolution to approve al FY2023-2024 Senior Center Budget Adjustment. Council Member. Allen moved to suspend the reading, Council Member Miller seconded and all voted yes. Council Member Miller moved to suspend the rules, Council Member Allen seconded and all voted yes. Council Member Gullion moved to. Adopt the Resolution to approve the FY2023-2024 Senior Center Budget Adjustment, Council Member Miller seconded and all voted yes. Mayor Joslin then opened up the floor for public comment. Larry Sortor from Scant City addressed the council and thanked the Council for their attention to consideration to an alcohol license ordinance review. But he stated he was also concerned with the single item bagging requirement. Jeremy King, addressed the council saying it's his understanding, it is not ADEM that is stopping the Landfill from opening but the City. Joyce Utterback reported that the 40th annual Polk Salat Festival this year will be on May 18th and she hoped many from the City would attend. With no one else desiring to comment, Council Member.
