MINUTES OF THE. MEETING OF THE CITY COUNCILOF THE CITY OF ARAB, ALABAMA APRIL 15, 2024 The City Council oft the City of Arab, Alabama, met in regular session at 6:00p p.m. fori its regularly scheduled meeting on Monday, April 15, 2024 in Arab City Hall, the time and place scheduled for such meeting. Mayor Bob Joslin called the meeting to order. Upon roll call, the following answered present: MIKE. ALLEN ALANI MILLER MITCH STONE MARK GULLION JOHNNY: HART Also present were Denise Williams (City Clerk), Katie Jones (Administrative Assistant), Rodney Edmondson (City. Attorney), city department heads, representatives oft the media, and thej public. Mayor Joslin declared a quorum present and opened the meeting for the transaction of business. Council Member Stonel led thej pledge of allegiance. The invocation was, given by Council Member Gullion. The minutes of the April 1, 2024, regular meeting was approved by unanimous vote upon a Mayor Joslin reminded the Counsel of the staff reports made in the work session, With no Staff reports or old business to discuss, the Mayor then moved to the first item of new business, an Appointment to the Arab City School Board. Mayor Joslin opened the floor for nominations. Council Member Miller nominated Patrick Sularin for the position. Council Member Hart moved to close the nominations. Council Member Allen seconded, all voted yes. Upon roll call, Council Members Gullion, Hart, Stone, Allen, and Miller voted yes to appoint Patrick Sularin to a full term on the School Board Appointment. Thel Mayor declared Patrick Sularin appointed to the Arab City Schools Board. motion made by Council Member Gullion and seconded by Councill Member Allen, The Mayor then moved to the second item of new business, a resolution determining Arrow Disposal Service, Inc. to be the lowest responsible bidder and awarding them the Solid Waste Contract. Council Member. Allen moved to suspend the reading, Council Member Miller seconded and all voted yes. Council Member Stone moved to suspend the rules, Council Member Allen seconded and all voted yes. Council Member Stone moved to. Adopt the Resolution awarding the solid waste contract and authorizing thel Mayor to sign any further contracts or documents needed: ini furtherance oft the same, Council Member Miller seconded and all votedy yes. Thel Mayor then moved to thei third item ofi new business, consideration ofal Resolution awarding the bid on the Putman Park Contract to. Alabama Grading and Excavation, LLC. Council Member Allen moved to suspend the reading, Council Member Hart seconded and all voted yes. Council Member. Allen moved to suspend the rules, Council Member Miller seconded and all voted yes. Council Member Hart moved to Adopt the Resolution and aware the bid on the Putman Park Contract, Council Member Allen seconded and all voted yes. 1 The Mayor then moved to the fourth item of new business, consideration of a Resolution approving the use of the Fuel Bid and Co-op Agreement with NACPA/TARCOG. Council Member Miller moved to suspend the reading, Council Member Allen seconded and all voted yes. Council Member Hart moved to suspend the rules, Council Member Stone seconded and all voted yes. Council Member Allen moved to Adopt the Resolution on approving the use oft the Fuel Bid and continuing the Co-op Agreement with NACPA/TARCOG, Council Member Miller seconded and all voted yes. The Mayor then moved to the fifth item of new business, consideration ofal Resolution to approve several FY2023-2024 Budget Adjustments. Council Member Allen moved to suspend the reading, Council Member Gullion seconded and all voted yes. Council Member Allen moved to suspend the rules, Council Member Stone seconded and all voted yes. Council Member. Allen moved to. Adopt the Resolution to approve the FY2023-2024 Budget Adjustments, Council Member Miller seconded and all voted yes. Mayor Joslin then opened up the floor for public comment. Will Fink, who lives on South Main Street addressed the council and stated he was concerned with the number of burglaries or robberies in that area and is wondering what the city is doing about it. Ralph Palmer, addressed the council complaining of a drainage issue on South Main Street that is along a sewer easement. With no one else desiring to comment, Mayor Joslin then reported that last on the agenda was a request for an Executive Session with the City Attorney and that no further business would be taken up following the Executive Session. The Mayor then called on City Attorney, Rodney Edmondson, who certified that pursuant to State Law, an Executive Session was appropriate to discuss pending and/or threatened litigation related to City by way oft the. Annual Litigation Report. Based on the City Attorney's certification, Council Member Hart made a motion to enter into Executive Session. Council Member. Allen seconded and all voted yes. The Council then entered into Executive Session with the City Attorney. Upon return from Executive Session, Council Member Allen moved to adjourn the meeting.
