MINTES OF THE MEETING OF THE CITY COUNCILOF THECITY OF ARAB, ALABAMA OCTOBER 16, 2023  The City Council oft the City of Arab, Alabama, met in regular session at 6:00 p.m. fori its regularly scheduled meeting on Monday, October 16, 2023, in Arab City Hall, thei time and place scheduled for such Mayor Bob. Joslin called the meeting to order. Upon roll call, the following answered present:  meeting.  ALANI MILLER MITCH STONE MARK GULLION  Also present were Tony Willis (City Clerk), Katie Jones (Administrative Assistant), Rodney Edmondson (City Attorney), city department heads, representatives oft the media, and the public. Mayor Joslin declared a quorum present and opened the meeting for thet transaction ofl business. Council Member Stone led thej pledge of allegiance. Thei invocation was given by Council Member Gullion. The minutes of the October 2, 2023, regular meeting was approved by unanimous vote upon a Mayor. Joslin reminded the Counsel of reports made in the work session. The Mayor then moved toi the staff reports. With no staff reports, or old business, the Mayor then moved to the first item of new business, and declared a Public Hearing and opened the floor for any comments related to the City's intent to apply for CDBG-ED Grant Funds for a connection road project. No one sought recognition therefore thel Mayor closed thej public hearing. Thel Mayor then moved to the second item of newl business, al Resolution to Approve the Application for CDBG-ED Grant Funds and Request including approval of the City's matching funds. Council Member Gullion moved to suspend the reading, Council Member Miller seconded and all voted yes. Council Member Stone moved to suspend the Rules, Council Member Miller seconded and all voted yes. The Mayor then called on Tim Westhoven from GMC, who gave an overview of the proposed project and displayed the renderings to the Council and public present. Council Member Gullion moved to Adopt thel Resolution, Council Member Stone seconded and all voted yes. Mayor. Joslin then opened upt thei floor for public comment.
