Work Session Minutes oft the City Council 281James D. Nabors Drive ALEXANDER CITY ALABAMA Council Chambers in the Municipal Complex Monday, April 15, 2024 -- Meeting at 4:30 p.m. The City Council of the City of Alexander City held a work session on Monday, April 15, 2024, at 4:30 p.m. in the Council Chambers at the Municipal Complex, 281 James D. Nabors Drive, Alexander City, AL35010. The meeting was called to order by Council President Colvin. The invocation was led by Pastor Ronnie Palmer, Alexander City Methodist Church, and Councilor Chris Brown led the Pledge of Allegiance to the American flag. Those present included Mayor Baird, Brittany Shores, Mayor's office; Romy Stamps, Finance Director; Piper Barnett, Administrative Assistant; Fire Chief McAlister; Drew Meacham, Public Works Director; Police Captain Tuck; Lynn Miller, Water Superintendent; Amanda Thomas, Planning and Development Director; Sasha Stewart, Purchasing Director. Others presentincluded: Denise Walls, and All councilors were recorded as being present. Teresa Moten. NEW BUSINESS DISCUSSION: Denise Walls, Economic Development Director discussed the newly acquired grant by the Governor for Two Rivers project. There is a possibility of a company that will co-locate, and could bring 40 - 60 jobs in -ddition to the proposed 130 from Two Rivers. Councilor Eric Brown asked about the projected length of the construction project, and Ms. Walls reported that they plan to start construction the end of. June and complete by August, 2025. Drew Meacham gave an update on the following: The baseball parking project is largely complete. Cooper Rec Center drainage project. Assisting Fire Station 3 with subgrade and drainage design for the apparatus bay. The guard rail grant has been signed offl by. ALDOT. There is little to no shoulder there and the project has piqued their interest and they' re looking at getting more funding to get the job done right. Airport Bridge Road has re-opened. Drew anticipates that ALDOT is going to want the city to own and maintain this bridge, however, it lies completely in their right-of-way. ARPA1 funds have been used to replace a storm drain pipe on University Circle. ACRIP funds have been used to complete culvert replacements on Sixth Street Extension and High Street. There are: still two (2) very large culverts on Trussell Road to be completed. There are: roughly eighty (80) manholes that are in need of replacement. Shoulder clipping began this week. The site for the new power substation has been cleared and grubbed. Minor grading is still needed. White Oak Landing developer has put wearing surface down last week; however, the work does not meet city standards and is going to be pulled up.. The: sidewalk project is nearing the punch list phase. Material storage bins are going to be done on a rainy day. Sewer expansion projects are in process. Working through some pump station issues at Robinson Road. Coven Abbett bridge painting bid was within budget and hope to begin that work in June. Assisting EDA and utilities trying to get everything in place to assist with the Two Rivers project. 1 The Grounds and Facilities Maintenance employee has been out for an extended period, and his office has Councilor Tapley questioned when road paving would begin. The Comprehensive Plan is moving forward, and the consultants have meetings scheduled with outside The downtown water project is on hold waiting on amended ADECA agreement and are now utilizing ARC Condemnation letters were mailed on April 5th. The Building Department will be closed Thursday for a floodplain workshop. Councilor Chris Brown stated that he sat down and went through the process with Caroline and believes this will speed up the process. Also, it notifies the applicant as it goes through each step. Stephanie Southerland had the current district map on display as well as thej proposed redistricting map: for review by the council members.
