Discuss, consider, and take action on the Approval oft the Resolution for LCHD for1 their Melanie- Resolution isj just another fancy way of saying) you support us. We have decided to go to congress and seek out grants to help us with this Unit. We have not gone to Congress ini the last 5 congressional years to ask for any grants. Our casel healthcare, education can ask1 for help. We are askingi for 3r million for this grant. Ity will be at no cost toi taxpayers. It will have 16 beds. We chose 16 because of license and regulations. We have also asked int the grant that these 16 beds have emergency power, and, int that ask, we will alsoi incorporate emergency power forl Lynnwood. It's thel best way that we can bring a nursing home tol Lynn Melanie- there will be as sidewalk. Ity will be on that campus but will be at least 101 fti from them. The hospital will supply all the meals and employees. The caveat for us was we were ablet to ask1 fori this grant because no onel has asked fori itint the last 5y years. Joe- Why are you asking the city fort the Resolution? Melanie- They want to know we have community support. County without havingt to payf fori it. Shiloh- Is it connected to Lynnwood? Joe-I I liket the idea, but this is nota asking for any money. You're just wanting community support?! Melanie- Yes, Ik know. Joei it sounds too good to bet true buti it's true. Stephen- ill motion we approve the Resolution. Shiloh- ill second that (motion passes unanimously) 8. Discuss, consider, and take action on the Interlocal Cooperation Contractfor Failure to Chambry- Thel Failure to Appear Program is with Omni base. Ifyour receive at ticket and you do not pay for your ticket, you'll get a late notice and a show cause. So, you will then get al letter1 from DPS saying you can no longer drive in the State of Texas until you1 take care of1 the citation with City of Tahoka. Most of thet time when they get the letter from DPS they normally call me and geti it taken care of. The city does make $4 per Citation Shiloh- Howi farl back does this go? Like ist this going to start from here on out or are we going Stephen- Accountability.! Imake the motion to Approve the Failure to Appear Program Appear Program for. Judge TJI McAuley: buti it does not cost us anything to have this program back years? Chambry- At least 2 years back. Joe- Seconded (motion passes unanimously) 9. Discuss Financials, Incode and Auditors update. Derek- Most of our Ad Valorem was collected already. We paid all admin insurance. They are at 42% we have a surplus of about $18,0001 that we plan on moving over to our insurance. Garyi is comingi int tomorrow tol help us with that, buti it'l be al budget adjustment. Sanitation is at 40%. Our budget looks healthy andi is trending int the right direction. Our water survey was off, but we found thei issues and Gary will help withi that. Derek- No all shel has seen SO fari is al bunch of latei fees that the City has incurred duet to late payments. But nothing else. She is almost done with 21'and 22' then she will start Stephen- Has the auditor seen anyi issues? workingon23. 10. Discuss' TCEQ updates. Derek- The well on 8th street out of no where Kin called and said that thei filter system will nots satisfy them. They want the sourcet treated and they wanti it clean. So, the filter system has been put on hold. We ordered a custom valve, and we will have to utilize it sometime over by Danny Preston's house well 17. We started sanitizing again and wel haven't been able to get a clear sample. If we do not get a clear sample, then my next approach ist to disconnect it completely from: the water system. That should get that violation awayf from us. We are going to sample Dave Cooks drip patch and then Clay Taylor has a well and we will pull a sample and start to evaluate howi far out from our well1 the sanitation issues are. Derek- This is ourr newest well. Andi if it had the same designation as 17 well, as a Guiwell, then the filter system would bet fine.. Jeff Wyatt thinks we need to have a chlorinator as well as at filter, but Ihonestly just don't know. That is something' TCEQ and their engineer would Stephen- What does Matt say? Because this is Matt's well that wej just recently did that we had multiple change orders, that we had requested to know about because there were changes without us knowing. Itj just seems like wel have dumped al lot of money into this well Derek- You have spent al lot of money on this well and I'm going to doi thel best that Ican because we have already made the investment int that well and sO we will continue to Shiloh- At what point are wel looking atj just pullingi it upa and putting it somewhere else? Derek- You don'thave to dot that. Ithink your would have to get to a Gui well. And then you put thei filter system oni it, but youl have to have that designation on it1 first. Or before you get the designation, now I'mi not a water guy sO taket this all with a grain of salt, once we do get that designation then they filter will satisfy. But they want us to exhaust every aspect before Joe- If we get to April and wel have to separate. If we get toi that point, then what? Derek- we will continue toi treat that well and try and sanitize it and we will get with TCEQto see if we can geti it designated as a Gui well. Ifthat's truly what it takes. You can talk to one department at TCEQ andi then another andi they will contradict each other. Quinton turner said the: same thing when he was here. It's just trying to jump throught the hoops to gett them Shiloh- This is our newest well, isn'tit? have to do. Really, I'm just winging it and trying to1 figure it out. that isn't working. sanitize it until we get a clean sample. anything else. satisfied. Ronny- Maybe Kin Quinny will retire pretty quick. Derek- Man, he's) young! Ronny- OH! Never mind. Stephen- Wishful thinking. Shiloh- Is that all the TCEQ stuff. Any other big problems? Shiloh-When int the last time we got that done. Derek- just getting the generator purchased will satisfy them. There is a tank inspection coming up and they will be herei in March. Youl have to have them done annually. Derek- 22 Ronny- We got fined fori it because we didn't1 turni iti in ont time. Derek- getting the Emergency Preparedness Plan done and then we can start chopping away at the other ones. 11.
