MINUTES CITY OF VICTOR REGULAR CITY COUNCILI MEETING MAY 16, 2024 - 6:00PM I. II. CONVENE REGULAR MEETING: Mayor Barbara Manning called the meeting to order ROLLCALL: Present were. Mayor Barbara Manning, Councilor Buck Hakes, Councilor Frankie. Ashton, Councilor Connie Dodrill and Councilor Josh Mestas. Also present was City II. FINANCIALSTATEMENT: April2024 Amotion to approve the consent calendar was made by Councilor Dodrill and seconded American Legion for the Vintage Baseball tournament applying for a Special Event Liquor Application was unintentionally left off the agenda though their application had been submitted int time with proper planning. They will bei item "D" under New Business. A. BRANDON GRAY- Compliance Order- Mr. Gray provided the councilors with packets prior to the meeting and asked them to reference ai few pages. He stated his request for reimbursement from the City of$122,829.78 for expenses accrued ini thej past year related to this building and this case. Shums Coda (building inspecting company) posted comments on their Facebook page about ripping holes in walls. None ofthe original paperwork or subsequent emails said anything about permits or inspections, the work was started and finished in 2018 and correct documentation could have been acquired in that 6 years, and the 3 people who started this case no longer work with the City. He mentioned that his lawyer said they could have a case against the City for violating their constitutional rights of equal protection under the law, City violating their due process rights by treating them differently than other applicants, City violating their civil rights under 42 USC - 1983 and City abusing its power with ai malicious lawsuit. The Mayor stated that at this point he would need tol have his attorney speak to our by Councilor. Ashton. All were: ini favor and the motion passed. IV. There will also be a dedication at the gym at thel high school with refreshments on Thursday. Councilor. Ashton reminded the citizens that she is always willing to read anything or talk to you about anything, until you bring up: any litigation, at that point she can no longer talk tos you. We are all people here and neighbors and should treat each other with respect. TELLER COUNTY SHERRIF DEPT- Commander Sullivan = 13057 law enforcement interactions. 10 traffic stops writing 101 tickets. 3 suicide attempts and 9 instances of domestic violence. Chip sealing on' Teller 1 and' Twin Rocks coming up again this summer. One citizen asked about instances at the mine and Commander Sullivan was unable to answer due an ongoing investigation. The citizen also asked about a deputy D. VICTOR FIRE: DEPARTMENT- - Lee Walker Fire Department has responded to 8 calls, 51 medical. They need to find ai new distributor for the thermal imaging equipment and should be getting ai new quote next week. There was a new: stove donated by EMT Freed and it was installed in the fire station, it will help with pancake breakfast and other future events. Grant with Teller County Search and Rescue for $500 of back country gear and iti is available again next quarter which EMTI Freed alsol helped with. We receiveda a donation of2s stocked wilderness medical pack from SWTEMS. Continuing training and preparation for wildfire season and monthly medical training through UC Health. Recruiting to bolster numbers and response capabilities. Projects havel been put on hold E. VICTOR MAIN STREET- -Jon Lalewski - Board met April 23rd and discussed! HSA progress, EV station progress, marketing and advertising projects, upcoming events and downtown summer decorating. Jon attended two conferences, Downton Colorado Incorporated and Main Street America, learned preplanning and project assistance and resource options, projects in other communities that can be ai model for Victor, surveys, event management, diversifying revenue, marketing strategies, successful business incubators, successful restoration ofal historic: movie theater project, and various other ideas of successful projects from other very small towns int the United States. He spoke with a Main Street architect about Victor Power Building project and commercial energy that goes with that, did some networking with peers and got some good intel andi ideas. EV: station charge ahead grant changes made, waiting on installation quote. Meeting with Veregy onj preliminary commercial grade energy audit, and will meet with Veregy and city council. Working on: marketing and advertisingi tasks, post cards and wrap cards in visitor centers. Downtown cleanup, windows etc,, tol help prepare for the summer events. VMS organized a city-wide garage sale. Memorial Day Weekend May 24-26 2024, see sign-up sheets located around town.. APPOINTMENT Lee Walker -111N N.3rd St, Victor- Volunteer at Victor Fire Dept, members informed in February 2024 that Chief] Ryan) Haines would be resigning due toj personal and family reasons, he extended this by one month further, ending March 31,2024.1 Not City Administrator job to appoint the Fire Chief, it is thej job of the Mayor and of Council. Wildfire season is upon us andi it is very irresponsible to go into the season with no actively involved leadership, some current leadership have only attended 10: fires in 3 years, and one that has not attended anything in 4 years. Firefighters in our community that need al leader. The group cannot function without leadership, without leadership things fall apart. Gave an example of several businesses that have failed and one audience member mentioned halft the fire departments in the United States. Hei mentioned that he has been involved with firehouses and firefighting sincel he was a small child and has likely seen more death than anyone in the room and stopped counting at 365 days of death and 365 dead bodies. Who is going tol lead our volunteer crew on a wildfire? At this time the Mayor mentioned that Lee was at: 3 minutes and would be given one: more minute. Lee continued that we atl least need an interim chief and active leadership. Lee mentioned that it is very irresponsible nott to appoint al leader and to delay it any longer. What ifiti is "your house" or "youl having thel heart attack" and ai few other examples.. A few people started to chime in and thel Mayor reminded the audience to please remain quiet. Lee has been told for years that there has been no financing available, and he does not care about the money, only cares for the people in the community. Annie Durham - 309. Aspen St, Cripple Creek- CTI Director for the Cripple Creek-Victor school district. CTE construction trades program, constructing bathrooms in the pocket park in Cripple Creek, started a sustainability project ofs sheds for sale. 11 students received their pact core and OSHA 10 certifications this year. Culinary program engaged with the Colorado Restaurant Foundation for the pro start program, 4 students who have almost completed their certificate of achievement whichi is a college level certification. Fire science program, 1f full- fledged firefighter as of. June 1,2 2024. Annie will be stepping down from CTE next year and Dan Cummings will bet taking over, Annie will be taking over for the adult education program. Adult Career Connection Center, previously with RICE grant funding they provided support with tuition for CNA certifications, gaming licenses, medical billing & coding licenses, LLC, paper business insurance and working to get more funding for future assistance. Meeting with. Jon Zalewski about the Colorado Main Street program, work session done in Cripple Creek and Main Street willl bes seeing how they can work with that city. Thank you for all thej people that work with our Main Street Program. Mayor Manning spoke ofmeeting with the Cripple Creek Fire Department in a week and invited. Annie Durham to join that meeting. Karen Morrison 1 114S3 3rd St, Victor -Iti is important that we have a Fire Chief, it can be acting or interim, though we need a Fire Chief, someone that can lead everybody sO that we are all safe. Lee Walkeri is qualified, hei is overqualified. He is here, ready and able, we cannot lose him as part of the community. He lives for the Fire Department and we: need him as our Fire Chiefas soon as possible. It could take months to get a City. Administrator because of wanting qualified people this time, notj just someone who is appointed. Shei really feels strongly about this and ifthe city doesn't help the citizens out by appointing Lee Walker as an Interim or Acting Fire Chief that the City Council will really regret it. He doesn't like having houses burn. We are going into wildfire season and the City could bel held responsible and negligent by not having a chain-of-command in the Fire Department, something that really ought to be considered. Fire season is starting, the Shanon Conley - 111 Spicer, Victor- - Support the assignment ofLee Walker: for Fire Department Chief. She wants to implore the Victor City Council to assign Mr. Lee Walker as the Victor Fire Department Chief. Mr. Walker was very professional when hei inspected their building for safety. Hei is very knowledgeable and able to explain and encourage compliance ina ai manner that was clear. Mr. Walker additionally represented the needs ofTeller County when hes sat on thel Region 16 Opioid Fund Disbursement Council, he was witnessed to advocate for the needs of our County and especially southern Teller County. His outreach has been awesome in the community and hei is aj positive role model. Council is requested to Leia Ramsbottom - 1078 Copper Mtn Drive, Cripple Creek - New to Victor Fire Department, though has learned how: much responsibility and commitment that ai rural firefighter has to be willing to dedicate to the community. Wildfire season is here and thisi isa very precarious time for ai mountain community in Colorado with tourists that do not understand the danger they risk for locals and themselves. Our climate is extremely dry and even the smallest uncontrolled fire can erupt into chaos. The Victor Fire Department covers not only Victor and Goldfield but 220sq miles of] Park and Teller Counties which results in Victor volunteer firefighters working: for hours in the middle oft nowhere with no backup. Without this you won'thave those fires addressed. Without this dedication and the presence of our department the fire could spread beyond any control for any response. This would be devastating and the destruction could erase Victori itself. Firefighter Lee Walker has exemplified the integrity necessary tol lead al Fire Department. Leia personally would notl have joined the Fire Department ifit was not for Firefighter Walker. Though we have ai rural department, he ensures that training is scheduled and stays in contact with all the volunteer members in addition to answering calls locally. She is here toi recommend Firefighter Walker as the Fire Chiefo of the City ofVictor's Volunteer Fire Department. She believes he ist the best choice to lead the department. Council is requested toj please make this appointment now sO Kevin Gilsbach - 303 S5th St, Victor- - Moved here in 2018, owns a construction company inl Teller County and done al lot ofv work for the community. He would like to state why he would want Lee Walker as a Fire Department Chief. Kevin was ai firefighter for 8y years in Kansas, SpringHill Fire Department and North Metro. Academy, is a currently qualified firefighter, is an international paramedic, a special forces medic and an LPN, sO ifKevin feels someone should be a chief that it is based on experience. These people (firefighters) do need a leader. When Kevin was on thel Fire Department in 2018, he answered probably 18 calls all medical, 8 calls were neighbors and 8 calls werel life threating. He also responded to several accidents on 67.1 He was there because he was a Victor firefighter. He woret the shirt sO that people knew whol he was and they trusted him and they knew that he knew what he was doing. These people (firefighters, emts) dol know what they are doing, though they need a leader. Kevin shared that hel has an engineering degree in construction, marine construction, and drainage construction along with all thei firefighting stuff. Ift the city needs an interim administrator, hej probably has every qualification they could need, but he doesn't! know ifhe could do that with being a 100%1 total and permanent combat veteran, because hei is 100% totally and permanently handicapped partly due to al lot of problems with his spine. He thinks that he could do the city administrator jobl because hel has done sO much construction work out here, hel knows all the codes and hel knows the rules and there isn't anything that he can't crews need al leader and will not take direction from each other. please consider the assignment immediately. that we can focus on this wildfire season and the next one.
