Palm Ave., Howey-in-the-Hil5s, FL3 34737 MINUTES Mayor MacFarlane called the Town Council Meeting to order at 1:33 p.m. Mayor MacFarlane led the attendees in the Pledge of Allegiance to the Flag Councilor ReneƩ Lannaman delivered an invocation. ROLLCALL Acknowledgement of Quorum MEMBERS PRESENT: Gallelli Mayor Martha MacFarlane STAFF PRESENT: NEW BUSINESS Councilor ReneƩ Lannamai Councilor David Miles I Councilor George Lehningl Mayor Pro Tem Marie V. Sean O'Keefe, Town Manager Tara Hall, Library Director Morgan Cates, Public Works Director Steven Valente, Police Lieutenant (Zoom) John Brock, Town Clerk 1. Discussion: Mid-Year Budget Review Sean O'Keefe, Town Manager, led a lengthy discussion on the Town'sp proposed! Mid-Year Budget Amendment. Mr. O'Keefe reviewed the executive summary for thel Mid-Year Budget Amendment. Councilor Miles noticed that, int the revenue budget, Water Tax (314300) revenues had been moved out oft the General Fund and moved into the Water Utility Fund. Councilor Miles wanted this changed back so that Water Taxes were back in the General Fund. Councilor Miles objected to the Water Taxes Councilor Miles also questioned how low the Gas Utilities Taxes revenues were for the year. Councilor having been moved to a different fund in the middle ofthe year. Miles wanted the Gas Utilities Tax revenue to be audited. Mayor MacFarlane wanted the T-Mobile tower lease to be reviewed. Mayor MacFarlane summarized that the Town Council wanted to see the Resolution with thel Mid-Year Budget Amendment to come before the Town Council during the. June 10, 2024, Town Council Meeting. Councilor Miles stated that, when this item came before the Town Council again, he wanted to see the actual FY23-24 numbers updated on the supplemental spreadsheets (this should be current through May 31,2024). 1/Page Councilor Lehning had questions about the School Resource Officer (SRO) expenses and wanted to see what it was costing the Town to supply the 3SROs for the schools within Town. PUBLIC COMMENTS Any person wishing to address the Mayor and Town Council and who is not on the agenda is asked to. speak their Tim Everline, 1012 N. Lakeshore Blvd. - Mr. Everline stated that citizens wanted responsible development, and name and address. Three (3) minutes is allocated per speaker. he emphasized that citizens have never said that they wanted no development. ADJOURNMENT There being no further business to discuss, a motion was made by Mayor Pro' Tem Gallelli to adjourn the meeting; Councilor Lannaman seconded the motion.
