Present: Jesse Nelson, Mayor Judy Vandergrift, Mayor Pro Tem Sam Peebles, Commissioner Pat Perno, Commissioner Jamie Warrick, Commissioner Vickie Gainer, City Manager Sergeant Enfinger, Sergeant at Arms Amy Myers, City Legal Counsel Item #1. Call to order. Mayor Nelson called the meeting to order at 5:30 P.M. Item #2. Invocation and the Pledge of Allegiance. The invocation was given by Pastor Chris, former Pastor at City Crossing Guard Church, followed Mrs. McElroy - StJoe-said she had watched the pre-commission meeting and proceeded to give her opinion about it. Continued to speak about her opposition to the resolution relating to Commissioner Warrick that was on the draft pre-commission workshop. She said the The Mayor requested that applause be held otherwise he will bypass public commentary. Mr. Scray on item 4 - wanted to address the two items that were removed from the agenda and gave kudos to both for removing the items, especially Mayor Nelson who had no evidence of harassment as was. highlighted by Commissioner Peebles. He also wanted to address that they are all individuals and members of the community and not defined by their positions. He said that Commissioner Warrick may feel that he was ai failure personally, but that he is not a failure to the community and should continue standing up for what he believes. He said they all have a lot more Ms. Williams - Lynn Haven - said she has watched every meeting for the past 61 years. Thisi issue with Mr. Ramie is heavy on her heart. That he is in charge oft the policemen of this city. She gave ane example ofhow hei is still going around Lynn Haven doing as he pleases. She said that he had recently parked his red truck with his boat trailer down by the bridge on private property without permission. The property owner drove up and asked why he was there. Ramie said he believed he knew who owned that property. Well, it's been sold and SO he was there trespassing, and the property owner asked him to leave. As he was leaving, he backed up over the water main cover and it was destroyed and made a very loud sound throughout the neighborhood at the time and many people heard it. He jumped out of his truck and assured the owner that he would have it replaced the next day. She went on to say that she called the utility department and three people told her that the cover cost $70. She wants to know if he paid the $70 or if he just directed somebody from the city to go and replace the cover, because she doesn'ttrust him and people in this town don't trust him. This is another example of his lack of integrity and lack of good Ms. Parker - Rett Place - spoke again about Chief Ramie's incident. She went on to relate some federal statistics about public officials in general. She called again for a thorough investigation. She said the citizens demand change now. She said the situation made this commission appear by the Pledge of Allegiance. Item #3. Public Commentary. commissioners need to step up and do the right thing for the taxpayers. work to do. judgement and will keep happening until something is done about it. Mr. Walker-I Lynn Haven - disagreed with what was done to Commissioner Warrick. Reiterated that Commissioner Warrick was elected to serve the citizens. He felt it was not right that Commissioner Warrick complied with the process for adding something to the agenda, and then Louis Miller - Lynn Haven - she feels it is ridiculous that everyone is rehashing this issue over and over and that there are more important things to focus on. She is choosing to trust the process and that each ofthem is working with the attorney to: resolve the situation correctly. Mrs. Beshearse - 811 Louisianna Ave = said she too is tired of the focus on Ricky Ramie and chooses to trust the process. She publicly acknowledges and thanks Chief Ramie for the courtesy Ms. Payne - Wants Commissioner Warrick to know she and the citizens are proud of him. She doesn't trust the process and doesn't feel that it should be let go because a lot ofthe citizens feel Ms. Moore - Amhurst Place - she was here in the room for the pre-commission workshop and did not appreciate the way Commissioner Warrick was treated. She said that if Chief Ramie had any integrity he would just resign, but he doesn'tso he won't. She proceeded to read an except from one ofher social media posts about ChiefRamie's) previous poorj judgement choices. She doesn't Mr. Hines - Lynn Haven - he said that this is a city of about 20k people. The commissioners are here to represent every citizen in Lynn Haven and not a few select. We hear citizens complaints about wanting to see some things done. Spoke about trusting the commissioners to deal with the Mr. Bostick - said this is not a Warrick or a Ramie issue and feels it is a long-standing issue that some have against City manager Gainer or Mayor Nelson. Ift they fired Ricky Ramie tomorrow, these few would come in the next day with a new and different issue. He urged Commissioner Warrick not toi fall for their words ofb backing because when you don'tplay by their playbookyou will be next on the chopping block. He urged them to quit letting these same individuals tear up Commissioner Peebles - Thanked everyone for showing up and the emails and text messages. Ms. Parker - when you feel the petition is ready, please hand it to him or someone else on the commission to read. Coffee at wild root will continue. Thanked staff for taking care of all the Commissioner Perno - thanked everyone in the room for coming out and giving their opinions. Thanked all city employees for the work they are about to embark on for July Fourth celebrations. He has two: meetings tomorrow for the estuary program and the bay transit 5-year work plan. Commissioner Warrick - It would have been sO much easier to not say anything and sit back. He does this because hei is wired in a certain way with moral and ethical values. When hei ran for office one ofhis topi priorities was to restore trust. He has nothing against Ricky Ramie and said he does believe that some ofthet things being said about him arei false. But hel has still made poorj judgement calls. Really what is going to make a difference is the public. He felt pretty defeated after Friday and disappointed in himself. When he stepped out ofline in the Airforce, he was held accountable for it. He feels the same should happen with Ricky Ramie. Since Friday he has had an outpouring Commissioner Vandergrift - She also has ethical and moral values. She is conservative and does when he does comply, he is hit with ai resolution against himself. he extended her family during a difficult time. that they are: not doing the right thing. think Ramie has a case if he files suit. She simply asked him and the Mayor to withdraw their items from the agenda because they had no benefit to the city. She hopes Commissioner Warrick understands that she stands for her ethical values. She has already established her legacy and does not need this job to establish one. She loves Lynn Haven and is doing this job for that reason. She respects Commissioner Warrick and learns from him every meeting. She wishes thej people would trust them a little more. They are going on the advice The Mayor asked the City Manager to check if Ricky Ramie paid for the damage he caused when The Mayor also highlighted that it was. he that had proposed the Finance Committee. Also, some of the other statements that were made, please go and review the factual records for thet truth. Why is it that hei is called retaliatory when he exercises his right tol bring a resolution. He said hel hopes iti is not because he is black. He is proud tol be the first black Mayor in NW Florida. On Friday Commissioner Warrick said he wanted the truth to come out, in respect to ethics and values. He asked Commissioner Warrick if in October 2017 he made a FB post about Colin Kaepernick saying, "Tcan'tbelieve: they are going toi invite this POS. .. Commissioner Warrick said he does remember something like that. The mayor said that we cannot live by double standards. We cannot call out some people and not others. There was a disruption in the audience as someone objected to the Mayor's discussion and proceeded to leave the meeting. The Mayor proceeded, saying that although they say this isn't personal tol Ricky Ramie, or the City Manager, int the election of 2021 there was a tent set up outside that had Rich Walker, Judy Tinder, Commissioner Warrick, Ellyn Fields, Gerry Parker, and. Jodi Moore. The Mayor said that they will deny this, but they will be lying when they do. Mr. Walker led the conversation ofhowt they were going to come into office, revamp. the PD, fire Chief Ramie, and fire the City Manager. Commissioner Warrick shouted the Mayor down denying that they said those things. The Mayor went on to say that we cannot have a double standard in the City ofl Lynn Haven. If you throw stones be sure you don't live in glass houses. There were ongoing interruptions from some members of the audience before the Mayor could move on to other business of the city. ofthe attorney's, and she is sorry they don'tagree withi it. Item #4. Mayor's Reports. he drove over a water meter cover. He wonders why his own freedom of speech is brought into question. Item #6. City Manager's Report. A. Warrant list - There were no questions. City Manager Gainer spoke about July Fourth details, that will be posted online. Be where you need to be by 8.45am on 5th street. A map will be posted of the closed roads on about Monday or Tuesday. 7.30pm Deanna Carter will be performing sO there will be a lot of people at this event. This time there will be only seating along the front ofl Kinsaul along the waterfront. Our sports teams travel for Dizzy Deans World Series on Wednesday June 25th and we wish them luck. We have two 8U teams, two 10U teams, one 12U team, and one 14U team. We are flushing out fire hydrants - so your water may go a little brown. The city manager implored that we need to learn to be kind to one another. We are not going to agree on everything. This is America and we have the right to disagree, but we should not treat each other like trash. She knows the majority is behind her which is why she continues to do the work she does. Mayor - it has not been formally budgeted for as the price has been variable over the years, and the city may have to go into debt to do this iffunding is not secured. This is why the city manager has been ensuring that the city does not take on more debt. We may not have budgeted for it A resident asked at what point the city will reach its maximum point for development because a WWTP has not been expanded. At what point does the city say no more development or type of development. Director said there are states that put a moratorium on any city that reaches it's capacity. We have not reached that yet, but when we do then DEP will mandate that moratorium. Ms. Harrison - Michigan avenue - scope of services - what does that include? But it is obviously Commissioner Vandergrift said she was also nervous about that figure, but the contract is very Director said the planning is about 5 months, design is 15 months and build phase is about 59 formally but have been preparing forit. something that is long overdue. specific about what this fee covers. months. There wasi no Commissioner Perno feels we need to take a look at am hours. Also, if you look at the recent developments, we have approved there are two cars on each driveway. There are a lot of people Commissioner Peebles asked that he explain the math a little. The engineer explained the math as itrelates to the capacity. The right turn lane is a good idea to allow the intersection to operate at an acceptable level. He went on to explain the process for determining the traffic management Commissioner Warrick asked ifLynn Haven owns 26th street. The city manager said yes. Commissioner Warrick - feels that the development is going to create al lot ofissues. Wonders if we can increase the scope to the study? Not sure ifai right turn lane will work. on Minnesota. Page 8 Commissioner Perno said he also feels perhaps a workshop should be done before it is brought Commissioner Warrick-1 multiple people reached out about the reuse water and: running out in the Commissioner Warrick - The Hammocks have a tie-in to the retention pond to use that water if Commissioner Warrick - perhaps when we do the comp plan ULDC we may be able to make a requirement for developments to develop aj plan to use their retention pond for reuse water. Commissioner Peebles - what part of the process do they do the tree survey? Director invited the developer to speak. The director said that they will have to pay for each tree that they take out and also have the option ofreplanting trees they remove with a certain size replacement. The developer Mr. Detwiler - is very grateful that they are taking a deeper look into everything, and they are listening tot the people. Thisishelpful. He wants them to specifically look att traffic and road quality not just traffic volume. Also, with the stormwater runoff, is the overflow going to go into the city sewer or will it be directed through the basin into the bayou. That may impact the grant funding Joe Rodgriguez- - 26th street - lot 800, 802, and 804 -1 this particular piece of property covers the scope of all three properties. The morning traffic = when he goes and puts his trash out in the morning the traffic is already intense. Also, for the additional outflow coming out of the town houses, will two exits out of there be enough? Is the DEP property going to be part of that and is the overflow water going to go into the DEP area? Lastly, although he has a Lynn Haven address, back to the commission for a decision. past. Does this development use reuse water? Director said yes. they need to, do they? Director said yes. said they will bring the plan to them ifit goes to workshop. The attorney said the notice will need tol be republished after the workshop. for the preserve. he doesn'th have utilities there, will that become accessible at that point or not? Mr. Lightfoot - will wait till the workshop to answer these questions. Ms. Moore -I recommends they look at the morning traffic. It was already failing when she was taking her kids to school. What is the cost ofthe turn lane as she assumes the city will be paying fori it? Mayor said the city will not be paying fori it. Motion by Commissioner Warrick to table the item and schedule a workshop for more discussion and to obtain more information from the developer.
