Present: Judy Vandergrift, Mayor Pro Tem Sam Peebles, Commissioner Pat Perno, Commissioner Jamie Warrick, Commissioner Vickie Gainer, City Manager Sergeant Patrick Hamilton, Sergeant at Arms Amy Myers, City Legal Counsel Item # 1. Call to order. Mayor Pro Tem Vandergrift called the meeting to order at 9:01 A.M. Item #2. Invocation and thel Pledge of Allegiance. Item #3. Motion to excuse Mayor Nelson. Thei invocation was given by Corporal Mike Williams, followed by the Pledge of Allegiance. Mayor Pro Tem Vandergrift requested ai motion to excuse Mayor Nelson. Public Commentary. Mr. Walker- 1106 Michigan Ave - spoke about the consent agenda. The consent agenda goes to approval by the commission and does not give the public any opportunity to discuss. He has an issue with the item Plat 1911 paint program on the current consent agenda. He said the 1911 Plat was cancelled in 1945 and hasn'tbeen used for over 50 years. He said that it has been: re-annexed Ms. Parker - Rett Place - Said that someone sent to her a signed copy of Chief Ramie's Code of Ethics. She would appreciate iti ifMs. Gainer would forward it to the commissioners. She said he is held to al higher standard than any other police officers. He has other infringements. She asked what he was going to do next. She also said that there does not need to be consensus about what should be on the agenda and that any one oft the commissioners should be able to put anything on the agenda. She said. she went to the hearing about Chief Ramie's accident and again they are kicking it down the road for another 45 days because they couldn'tcome to an agreement. Commissioner Vandergrift - had several calls from citizens about issues concerning the maintenance codes. Once again, the house numbers were an issue as she tried to find those addresses. Ifanyone has issues regarding property maintenance, they should follow through with Commissioner Peebles - Thanked Mike Williams for making the pledge. He has a coffee meet up this Saturday at Wild Root at 8am. Regarding the consent agenda, you can do what Mr. Walker into Lynn Haven, it is gated and locked, and residents do not have access toi it. In response to Mr. Walkers concerns about the 1911 plat Paint Program, he believes Mr. Walker was talking about the fuel depot specifically. So, it has tol be re-plated and there needs to be a DO before that. There is al lock and gate on that particular property that is part oft the 1911 Plat. Iti is his understanding there will be a new plat for that development. He said he also understands they are only using the 1911 plat as a geographical guideline for this paint program beyond the current CRA. He went on1 to say he had attended twoi meetings with StJ Joe basin estuary program with] Ms. Hodges for the city (brought acopy of the booklet for each of the commissioners) and the other was Transportation Planning Organization committee to rekindle the language in a proposal around the membership of the authority in trying to create a transit authority in Bay County. Presentation of the Employee of the Quarter Recognition for both the first and second quarter of2024 to Michael David Coleman (Maintenance Worker) and Jennifer Winkle The City Manager and Ms. Nickell presented the plaque to. Jennifer Winkle. The City Manager and Mr. Lightfoot presented the plaque to. Michael David Coleman. (Customer Service Representative). City Manager Gainer reminded all residents that we now have paperless billing and encouraged residents to sign up to receive these bills by email. This will definitely save the city money. Congrats to the 6 all-star teams that are getting ready to go to Mississippi. There is still time to purchase the banner for hometown heroes. Parks and grounds have done a great job with these banners. Reiterated the issue with: reveal celebrations that are going on around the city and the requirement to clean up appropriately and keep our parks clean. The city will be repairing the sunshades. Softball starts this week, and we have a full house. Kickball started Thursday night. Adult kickball is one oft the most competitive sports seen. Thank you to staff for City Attorney Amy Myers a judge in the southern district of Florida issued a temporary injunction about Form 6 ethics requirements for municipal officials, and later this week she will give them some directions about what the commissioners are now required to file. Commissioner Vandergrift asked what the deadline is for submitting these forms. The attorney responded that July 1sis the deadline and there is a 60-day grace period before any penalties can be given. However, she encouraged them to endeavor to submit their forms online by the July deadline. Item #8. Discussion and possible approval of Resolution 2024-05-429 Fee Schedule The City Manager read the resolution by title only. The Director of Planning & Development explained the item. explained that the fee has been changed to be for an entire league. Commissioner Perno recreation sponsorship costs is it because we have more people or facilities? Why did the season sponsorship for football go from $250 to $2500? Director Ward Commissioner Perno- why did the one for spring and falll baseball (both seasons) went from $1400 to $5000? Director Ward explained that the $1400 was for the entire division and the $5000 is for Commissioner Warrick = page 30 for public safety system - what is that fee for? Ms. Hodges on behalf of the Fire Chief - it is a new fee that requires the Fire Department to inspect large Commissioner Warrick - page 43 - bore utilities - what is that? Mr. Lightfoot - it is the boring from the meter reader to the water main on the other side oft the road for new homes. Commissioner Warrick - page 27 - culverts utilities and stormwater fees = Mr. Lightfoot - fee updated based on as study hel has done to recuperate the cost of piping. Even with the new fee we are below average. On the smaller culverts it is cheaper for the city to do it than getting a vendor Commissioner Warrick = even ift they do itt themselves, do they still need toj pay this fee? Yes. Commissioner Peebles - page 20 and 35 - false alarms responses = are these the same thing and why are they different prices? Commissioner Warrick said it is also listed twice on page 35 sO perhaps one: is residential, and onei is commercial? The City Manager said onei is offences, and one is responses. Director said that she will confirm these entries and revert to them.
