SCENT THE CITY OF CRES(ENT CITYFLORIDA CORPORATEDY TO: CRA Board FROM: Charles Rudd, City Manager DATE: June 28, 2024 RE: Approval of Survey Costs for Market Square Site Just as we needed a Design Survey for the proposed Ambulance Station on the Fire Station site, we need a Design Survey for the Market Square site. We are in the process of receiving quotes from surveyors and will have them available at the Commission meeting for your consideration. Wer received two proposals for Design Surveys: Steven Speaks William Synder $5,000 $2,900 Staff recommends approving William Synder to do the survey. When you combine this with our $1.5M Natural Gas grant and our water infrastructure grants, we will receive $6,350,000 in funds for improvements to the city! Congratulations. Christmas Events The Christmas festivities in Crescent City, known collectively as "Light Up Crescent City," are comprised of several events. The major events in the celebration include the Christmas Parade, The Christmas Fireworks, and the lighting of Eva Lyon Park and the community Christmas Tree. In2 2023, we lit up the park and Christmas Tree on November 24th, the day after Thanksgiving, and held the Parade and Fireworks on December 2nd. The Parade and Fireworks have traditionally been held on the first Saturday in December. The lighting of the park was moved to the day after Thanksgiving to kick off the Christmas holiday season but not interfere with the Thanksgiving festivities. For 2024, there is discussion ofholding the lighting oft the park and the Christmas Tree on either November 22nd, November 29th (the day after Thanksgiving) or moving it to the night before the parade and fireworks. This would bel Friday, December 6th. Iwould like to find out the consensus of the Commission on the dates. Audits The annual audit of all of our funds is anticipated to be completed by the end of. July. We have The IRS has randomly selected our Employee Pension Fund for an audit. The audit is to see if the plan is functioning as it isi intended. An agent will be on-site in July to conduct the audit. In the recent past, the Commission has had discussions on why businesses may not be moving to Crescent City. Some folks complaining about it were also simultaneously discouraging businesses from coming to town themselves at that time. The harassment of local businesses has continued on social media, at Planning & Zoning, and through email by the anti-Crescent City folks. Ihave included an email sent to the folks representing McDonald's threatening them ift they proceed with notified the necessary state agencies of this and have received an extension. Local Business Concerns their schedule. It appears that whenever elected officials appear at or show support for local businesses, the business owner will be targeted, harassed and attacked. This is unfortunate but I encourage the Commission to continue their support of local businesses and entrepreneurs that want to set up businesses in Crescent City. Ispoke in opposition to the McDonald's site approval at yesterday's Planning and Zoning Commission meeting. As you may already know, your corporation is being used as a political tool by Cynthia Burton, a Crescent City Commissioner who was recalled back in May 2023 and refused to vacate her seat. As a result the majority of residents would paint McDonald's withi the same lens if construction were to start before November 5, 2024. Backi in February 2024, Cynthia Burton made a political post on My position on McDonald's coming to town is very simple. Iwelcome the construction ofal McDonald's in Crescent City after November 2024. However, I am strongly opposed to the politicization of McDonalds at this location in Crescent City and your current anticipated timeline for construction. lam hoping we can both save each other al lot of time and money by coming to an agreement for McDonald's to simply delay breaking ground on construction of your restaurant by several months, until Aslmentioned yesterday, along with other Citizens, we expended over $100,000 of our own private money to successfully oppose an applicant's permit from being approved by the DEP/SIWMD to come to Crescent City. l'am prepared to do sO again, but it is my hope that we can come to a simple agreement Ihope you will consider this small simple request to delay breaking ground until after November 2024 reasonable, compared to the alternative possibility of litigation which may delay construction further llook forward to receiving your response.
