June 25, 2024, City Commission Meeting to order at 7:01 p.m. 3. INVOCATION AND PLEDGE OF ALLEGIANCE There was a moment of silence in lieu of ani invocation. The Pledge of Allegiance was recited. 4. PROCLAMATIONSIPRESENTATIONS A. PRESENTATION-LEGISLATIVE UPDATE BY RAINIA CUSTIS OF BECKER & POLIAKOFF The legislative update was provided by Yolanda Cash Jackson of Becker & Poliakoff. She spoke Ron Book of Becker & Poliakoff announced the approval of the Alzheimer's project. about the submittal for the Alzheimer's and Fire Station project. 5. APPROVAL OF MINUTES FROM PREVIOUS MEETING A. JUNE 10, 2024 CITY COMMISSION WORKSHOP MINUTES B. JUNE 11, 2024 CITY COMMISSION MEETING MINUTES Commissioner Causwell made a motion to approve the minutes from the June 10, 2024 City Commission Workshop and. June 11, 2024 City Commission Meeting. Mayor Edwards Phillips requested a roll call: Maxwel-Williams, Commissioner Thomas FOR: Mayor Edwards Phillips, Vice Mayor Spence, Commissioner Causwell, Commissioner Motion passed: 5-0 6. PETITIONS FROM THE PUBLIC Mark Behar, resident of Hawaiian Gardens, spoke about a notice posted by the association's management company. Erica Holmes inquired about the status of the Civil Service Board. Former Commissioner, Beverly Williams, expressed concerns about the number of changes being made after a resolution has been approved. She commented on the recreation building and nothing being done. She spoke about purchasing of the Oakland Villas Clubhouse but concerned about funding. She also Ingrid Roberts expressed concern about Florida Medical going into bankruptcy and the effect this will have on residents of Lauderdale Lakes. She asked about ARPA program and monies allocated to housing projects. She inquired about monies allocated to residential, mortgage, rental and utilities program. A. ORDINANCE 2024-013 PROHIBITING CAMPING AND SLEEPING INI PUBLIC PLACES This ordinance amends Article VII and creates Section 2-471 where public camping and sleeping is commented on a recreation project advising that nothing has been done. 7. CONSIDERATION OF ORDINANCES ON SECOND READING prohibited. City Attorney Calloway read Ordinance 2024-013 by title: ORDINANCE 2024-013 AN ORDINANCE OF THE CITY OF LAUDERDALE LAKES, BROWARD COUNTY, FLORIDA; AMENDING ARTICLE VII. - PUBLIC PLACES, DIVISION 1 GENERALLY OF THE CITY CODE OF ORDINANCES TO CREATE SECTION 2-471 PUBLIC CAMPING AND SLEEPING PROHIBITED; PROVIDING FOR ADOPTION OF RECITALS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION IN THE CODE OF ORDINANCES; PROVIDINGA AN EFFECTIVE DATE. City Attorney Calloway announced that this ordinance requires a public hearing. Commissioner Thomas made a motion tol bring Ordinance 2024-013 to the floor for discussion. Byron Maylor spoke about the possibility of permission being given allowing camping out on private property. Formerly Commissioner Williams spoke about al homeless woman int the area. Being that there were no further public comments, Mayor Edwards Phillips announced the public hearing closed. Vice Mayor Spence made ar motion to approve Ordinance 2024-013. REPORT OF THE VICE MAYOR Vice Mayor Spence spoke about pool safety. 14. REMARKS OF THE COMMISSIONERS Commissioner Causwell spoke about the Financial Literacy and Business Resource Fair. She also Commissioner Thomas spoke about the legislative efforts by staff, collaborating with Florida Blue, and advised that Redeemer Lutheran Church will be celebrating 58 years of ministry. about climate change and extreme weather conditions. 15.
