The four committees are the Organization Committee chaired by Connie Groves, Promotions Committee chaired by Cindy Kenworthy, Design Committee chaired by Rachael Charles Rudd stated in his City Manager Report he mentioned part of the growth of the organization is to become a Certified Main Street and to become completely independent. Commissioner Public Comments Elizabeth Gomes spoke about the signs on the beach and explained the trucks are still launching their boats where people swim at Dexter Beach. Captain Ussery read the Sheriff's report. Sheriff's Report Commissioner Banks asked Captain Ussery about putting cameras up at Dexter Beach. Captain Commissioner DeVitto spoke about the stolen cell phone and July 4th. Commissioner DeVitto stated there were fireworks at the beach last year and asked Captain Ussery if there was a way he could have someone monitor that area, SO it doesn't get started. Captain Ussery stated that's the plan this year and explained they will go to all thej parks and make sure people don'tstart gathering. Commissioner Burton asked about the patrol cars speeding down Highway 17 and asked ifit was necessary to drive 1001 miles an hour. Captain Ussery stated that was May 25th he would investigate Lieutenant Depew explained the sheriff's office is involved with a scent preservation program. Ussery stated you can put cameras up ifs you have internet service there. the incident for the Commission. Lieutenant Depew stated it is for families that have loved ones who suffer from dementia or Alzheimer's disease or for families that have children with autism who might wander. It is very simple to use. You would use the cloth to wipe under the armpits ofy your loved one, put it backi in, and seal it. Her concern is that when you look at the plan there is very little in there that has to do with preserving or creating the old DATE. aye. The motion passed 5-0. FLU Goal 1 Preserve and protect the City's natural resources and quality of life by establishing a pattern of development that is harmonious with the City's natural environment and provides a desired lifestyle for City residents. This Future Land Use Element goal is supportive of the request to amend thel Future Land Use Map for the subject property because the subject property is aj previously disturbed site. In choosing a site for the new school which has already been impacted by agricultural activity, the applicant has avoided disturbing any "greenfield" sites. This minimizes the environmental impact andj preserves more pristine natural areas elsewhere. Objective A.1.1 The City shall coordinate future land uses with the appropriate topography, adjacent land uses, soil conditions, and the availability of facilities and services. This object is supportive of the request in that the former hayfield with its generally flat and open terrain, provides an ideal topography for the construction of a public school. This ensures ease of building and accessibility and reduces the need for extensive grading or land modification. The subject property soils conditions have already been used for its previous agricultural use. This knowledge helps to ensure that the soili is stable ands suitable for land development. The sitel has been chosen based on its proximity to existing infrastructure, such as roads, water, and sewage systems, ensuring that the necessary facilities and services are readily available to support the school. There is an existing 6" water line in Union Ave adjacent to the site. Therei is an 8" inch sanitary sewer line at] Lime Street and] Huntington Road that willl be extended to the site. Objective A.1.11 School siting Criteria Policy A.1.11.1 Compatibility with Comprehensive Plan A. The site must be located within the Low Density, Medium Density or Commercial land use categories, andl Industrial land use category for technical and vocational schools. In addition, schools may be located next to existing B. The site for elementary school, high school, private or public school shall not abut lands designated Industrial on the Future Land usel Map. school sites. 4 This policy outlines the criteria for siting ofs schools to ensure they are compatible with the comprehensive plan. Specifically, subsection (b) of this policy states that school sites should not abut lands designated as Industrial on the Future Land Use Map. Presumably this is to avoid perceived conflicts between the educational environment and industrial activities. AsI noted above in the Surrounding Characteristics section of this report the lands to east and southeast are designated Industrial on the City's and County's Future The Putnam County District School Board selected this site for the construction of an elementary school, despite it being adjacent to vacant industrial lands for strategic reasons including the site's location at the intersection of Union Ave and CR 308, it's suitability for development and the site's proximity to the Middleton! Burney Elementary which the new school will be replacing. All of which make the subject site a The proposed site-specific Future Land Use Element Policy A.1.9.4 includes aj provision for a 20-foot landscaped buffer designed to help mitigate potential incompatibility from the adjacent lands should they be developed for industrial uses. This buffer will. serve as a physical barrier to reduce noise, filter air pollutants, and provide a visual screen between the school and the industrial properties. The selection of canopy and understory trees, along withs shrubs, once mature should ensure an effective barrier. Land Usel Map. practical choice for a new school. Urban Sprawl Key urban sprawl indicators include leapfrog development, premature development, and development that does not make efficient use of urban services. Local governments are responsible for ensuring that their actions do not further urban sprawl. This amendment does not represent leapfrog development because the subject site is a previously disturbed site located in an area that already contains residential development to the west. This amendment does not represent premature development in that central water ands sewer lines are available to serve the subject property and thej property is accessible through the existing roadr network. Infrastructure Impact Analysis Urban services are necessary tos serve this site and the concurrency process requires that adequate capacity be available for new development prior to the approval of final development orders. The property's current Future Land Use designation of Putnam County Industrial" allows a gross floor area (GFA) of1.7 million square feet of industrial development on the site. This would generate a theoretical maximum number of 8,432 trips on a typical weekday. This is based on Light Industrial (Institute of Transportation Engineers - ITE Code 110) which has at trip generate rate of4.96t trips per 1,000 square feet ofGFA. The. In 2021 the average daily flow for the WTP was 0.178 MGD. While the City isinterested ind developing ar reclaimed water distribution system, iti is not expected to occur during the planning period. Section 5: Water Supply and Facility Concurrency 5.1 Potable Water Level ofService The City is ultimately responsible for authorizing development within its municipal limits. All future development and redevelopment in the City shall be compatible with the adopted LOS standards. Policy H.4.2.11 contains enabling language that establishinges the City's potable water facilities level ofservice. 5.2 Water Supply and racilityConcurrency The current legislative requirements for concurrency [i.e., Section 163.3180(2)(a), F.S.] require that the Clty'scomprehensive plan and land development regulations to ensure that adequate water supplies and facilities are available to serve new development no later than the date on which the City anticipates issuing a certificate of occupancy. In addition, the City must, prior to the approval ofa building permit, determine whether adequate water supplies will be available to serve the development by the anticipated issuance date ofthe certificate ofc foccupancy. Background & Discussion: The St. Johns Recovery Place (SJRP) is an in-patient residential drug treatment center that opened in November of 2018 after renovating the pre-existing building which was on-site. The SJRP property contains a 21,500t Sq. Ft. building that houses their existing 45-bed resident units and associated medical offices/treatment facilities. This building is situated on the eastern portion of the subject property andi is set about 150 feet back from Summit Street. West of the building is al helipad and large cleared open field area. The treatment center is staffed 241 hours per day. Once patients arrive for treatment, they do not leave the facility until their treatment is complete. The facility is gated and screened from public view by fences and heavy landscaping. The helipad is used by Putnam County's public safety agencies multiple times per month to serve the general public in emergency situations. These features are part of the Master Plan as well as being included in the draft 5 year Capital Improvement Budget. The city currently has two sites for entry features into the city, both on US 17. The southern sign is still inj place and is very faded, cracked and in need of replacement. The northern sign blew down during the most recent tropical storm and needs to be replaced. There is not currently a sign for the entrance to the city from the west on CR309. As part of our branding package, we received some conceptual designs for entry features. We also have a design shown in our new Master Plan that utilizes the design style of the branding. When this was brought up last year, we! had a brief discussion on a design and my recommendation was to use brick. Brick is not only very low maintenance, but I feel it projects a sense of permanence, acknowledges our historic character, which our code requires for new buildings, and looks great. Ifyou look around our city, we have as significant number of prominent brick structures. The middle school, which will house our city hall in the future, as well as most of that campus have brick buildings, the post office (new and former), the library, local churches, commercial buildings, and many homes have brick facades. I provide many examples in the attached presentation. Once the Commission approves the project, the CRA Board will need to approve the funds for the north and south locations. The North and South CRAS currently have thei funds for this project. The location to the west will require finding al location, obtaining an easement, and then installing the sign and could be paid for out of the better place plan.
