Raftelis Rate Study Shawn Ocasio (Raftelis Financial Consultant) and Robert Orrea (Raftelis Vice President) advised they were engaged to conduct a comprehensive water and wastewater revenue sufficiency study, alongside a connection fee analysis, for the city. Regarding the revenue sufficiency study, our scope involves conducting detailed financial projections to assess the overall financial health oft the systems. This includes evaluating the adequacy of current rates and projected revenues to cover operational expenses, capital expenditures, debt service payments, loan obligations, and other financial commitments. The analysis aims to ensure that projected rates are sufficient to sustainably cover these costs into the future. As for the connection fee analysis, which they will delve into further in subsequent slides, these fees are assessed on new developments to mitigate thei impact of Mr. Ocasio informed the commission that they commenced their collaboration with the city towards the conclusion oft the calendar year 2022.
