SNEADS TOWN COUNCIL REGULAR MEETING JUNE 11,2024 The Town Council oft the Town of Sneads, Florida, met in a regular session at the Sneads Town Hall on Tuesday, June 11,2024, at 6:00 p.m. Mike Weeks called the meeting to order with the following present: Mike Weeks, Angela Locke, Kay Neel and Timmy Perry, Council Members Daniel Cox, Attorney Bill Rentz, Town Manager Tyler Weeks, Police Chief Sherri Griffin, City Clerk Danielle Guy, Deputy Clerk And the following were absent: Tony Money All stood for the Pledge of Allegiance. seconded. All voted aye. 1. Minutes for May 2024 3. Pay Approved Bills Angie Locke made a motion to approve the Consent Agenda as presented. Timmy Perry 2. Financial Statements and Budget Review Summary Agenda #4, Flood Plain Management Plan. Attorney Cox stated that the Town needed to adopt a new. Flood Plan Policy, however these new policies would require monthly or quarterly reporting and didn't know ift they wanted to adopt the new plan under these requirements. All agreed to table and for Mr. Cox to get with Clerk and Manager to discuss and bring back to Council. Agenda #5, Ordinance 2024-03, entitled; ANORDIMANCEADOFTINGANDENACINGANEWCODEPOR THE TOWN OF SNEADS, FLORIDA; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN; PROVIDING A PENALTY FOR THE VIOLATION THEREOF; PROVIDING FOR THE MANNER OF AMENDING SUCH CODE; AND PROVIDING WHEN SUCH CODE AND THIS ORDINANCE SHALL BECOME EFFECTIVE. was read for final reading. Mr. Rentz stated that a couple of Sneads teams won and were going to the State Championship. Agenda #9, Town Manager Report as follows: (See attached) Agenda #10, Attorney Cox. Ethics training here at City Hall on Saturday, June 29th at 8am. Also, there was aj preliminary injunction issued by the Federal Court to the filing requirements for Agenda #11 Police & Fire. Chief Weeks presented the Police Departments monthly report. (See attached) Chief Weeks asked Council about locking the gate at Sneads Park from 11pm to 6am. He stated that they have been having some issues going on out there late at night and think this Agenda #12, Council Members. Angie Locke mentioned the idea of getting rid oft the liaisons. She stated that she knows if citizens call any of us on an issue, that we are not over that department we are not going to tell them to call the next Councilman. ORDINANCE NO. 2024-03 AN ORDINANCE ADOPTING AND ENACTING A NEW CODE FOR THE TOWN OF SNEADS, FLORIDA; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN; PROVIDING A PENALTY FOR THE VIOLATION THEREOF; PROVIDING FOR THE MANNER OF AMENDING SUCH CODE; AND PROVIDING WHEN SUCH CODE. AND THIS ORDINANCE SHALL BECOME EFFECTIVE. BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF SNEADS, Section 1. The Code entitled "Code of Ordinances, Town of Sneads, Florida," published by FLORIDA: Municode, consisting of chapters 1 through 42, each inclusive, is adopted. Section 2. All ordinances ofa a general and permanent nature enacted on or before September 15, 2022, and not included in the Code or recognized and continued in force by reference therein, are repealed. Section 3. The repeal provided for in section 2 hereof shall not be construed to revive any ordinance or part thereof that has been repealed by a subsequent ordinance that is repealed by this ordinance. Section 4. Unless another penalty is expressly provided, every person convicted ofa violation of any provision of the Code or any ordinance, rule or regulation adopted or issued in pursuance thereof shall be punished by a fine not exceeding $500.00 or imprisonment for a term not exceeding 60 days, or by both such fine and imprisonment in the discretion of the court. Each act of violation and each day upon which any such violation shall continue or occur: shall constitute a separate offense. The penalty provided by this section, unless another penalty is expressly provided, shall apply to the amendment of any Code section, whether or not such penalty is reenacted in the amendatory ordinance. In addition to the penalty prescribed above, the town may pursue other remedies such as administrative adjudication, abatement of nuisances, injunctive relief and revocation of licenses or permits. Section 5. Additions or amendments to the Code when passed in such form as to indicate the intention oft the town to: make the same aj part of the Code shall be deemed to be incorporated in the Code, sO that reference to the Code. includes the additions and amendments. Ordinances adopted after September 15, 2022, that amend or refer to ordinances that have been codified in the Code shall be construed as if they amend or refer to like provisions of the Code. Have started preliminary process for replacing the water head at well #1 and new electric control panel which is old and outdated and has caught on fire more than once. Members were very interested ini this project and felt grant approval looked favorable. Requesting $81,000.00 for the project. Also, provided requests for additional projects...Log cabin revitalization, removal ofhouse on Old Spanish Trail, and ball field lighting. 3. Met with JCTDC and submitted grant application for $7,500.00 for the August boat race. 4. Submitted request and already received $1,500.00 from Focus Foundation for the boat race. 5. Worked with Commissioner Donnie Branch and have completed Helicopter Pad for life saving ball fields. rescue needs. Fencing and lighting will be installed by the Town. 6.
