LOWNDES COUNTY BOARD OF COMMISSIONERS MINUTES WORK SESSION Monday, June 10, 2024 COMMISSIONERS PRESENT: Chairman Bill Slaughter Vice Chairman Demarcus Marshall Commissioner Joyce Evans Commissioner Scott Orenstein Commissioner Mark Wisenbaker Commissioner Clay Griner Chairman Slaughter called the meeting to order at 8:30 a.m. County Manager, Paige Dukes, introduced Mary Beth Brownlee, the director of One Valdosta- Lowndes. Mrs. Brownlee gave the Commission an update regarding the Regional College and Career Academy. Chairman Slaughter thanked Mrs. Brownlee for her presentation. Vice Chairman Marshall asked regarding this upcoming generation and with going through COVID, what is the expectation of those that choose to work from home? Mrs. Brownlee responded that those skills will still be needed and employers need to participate. MINUTES The minutes were presented fori the work session of May 28, 2024 and the regular session of May 28, 2024. No revisions were requested. PUBLIC HEARING REZ-2024-13 Carter, 6128 Glenn Road, -4.72ac, E-A to R-1, Well and Septic County Planner, J.D. Dillard, presented the item. Mr. Dillard stated this request represents a change in zoning on the subject property from E-A (Estate Agricultural) zoning to R-1 (Low Density Residential) zoning. The applicant would like to subdivide the property into conforming lots for individual residences. This property is a locally maintained county road and is within the rural service area and rural residential character area. The Planning Commission and the TRC recommended approval of this request. FOR CONSIDERATION Valencia Street Quitclaim Deeds Director of Engineering Services, Chad McLeod, presented this item stating that the owner of 6067 Valencia Street (tax parcel 0197A 136), Rouse Vallotton and the owners of 6078 Valencia Street (tax parcel 0197A 135), John David Wade and Kelly Lynn Wade have asked that the portions of the abandoned roadway that lie within their respective properties be quitclaimed to them. Mr. McLeod stated the County is retaining any utility and drainage easements it may have within the abandoned roadway. BID P!# 0016278 Kinderlou Clyattville Road Paving and Drainage Improvements Bids Director of Engineering Services, Chad McLeod, presented the item stating the Kinderlou Clyattville Road Paving and Draining Improvements is a TSPLOST approved project which is 2.84 miles long. This project is located north of Clyattville and begins at Old Clyattville Road and ends at the end of the existing paved portion of Kinderlou Clyattville Road at Seckinger Road. Two bids were received with Reames and Son Construction being the low bidder in the amount of $3,495,208.06. Chairman Slaughter asked to verify if this is a TIA project? Mr. McLeod answered yes sir. Commissioner Wisenbaker asked why there is a two million dollar difference between the two bids received? Mr. McLeod responded that Reames and Son Construction was notified to verify the amounts that were submitted to the county and those amounts were correct. Also, Mr. McLeod stated Reames and Son Construction owns property in this area. Chairman Slaughter called the meeting to order at 5:30 p.m. INVOCATION Commissioner Wisenbaker PLEDGE OF ALLEGIANCE TO THE FLAG Commissioner Wisenbaker MINUTES The minutes were presented for the work session meeting of May 28, 2024 and the regular session meeting of May 28, 2024. No revisions to the minutes were requested. Commissioner Griner made a motion to approve the minutes as presented, Commissioner Orenstein seconded. All voted in favor, no one opposed. Motion carried. No one spoke for or against this request. Commissioner Wisenbaker made a motion to approve this rezoning request as presented, Commissioner Orenstein seconded. All voted in favor, no one opposed. Mr. McLeod responded $3.1 million dollars has been allocated in TSPLOST and whatever amount is over, ith has been confirmed with the TIA office that they have the inflation money to cover. REPORTS - County Manager Chairman Slaughter mentioned Mrs. Dukes gave her report at the work session since she was going out of town. CITIZENS WISHING TO BE HEARD- Patricia Scoby, 3012 Academy Drive, addressed the commission regarding issues with her septic tank. Mrs. Scoby stated she has lived at her address for 47 years, and she is unhappy with the recommendations made by the Lowndes County Health Department in order to resolve this issue. Chairman Slaughter stated he would discuss the matter with her after the meeting was adjourned. Commissioner Wisenbaker made a motion to adjourn the regular session meeting, Commissioner Evans seconded. All voted in favor, no one opposed.
