City Council Work Session Minutes Jacksonville, Alabama December 18, 2023  The Council of the City ofJacksonville, Alabama, met on December 18, 2023, at 6:00 p.m. in thel Municipal Court Room of the Public Safety Complex, 911 Public Safety Drive SW, Jacksonville, Alabama foral Regular Work Session. Council President Tony Taylor called the meeting to order at 6:00 p.m. The following Council Members were present: Coty Galloway, Andrew Green, Sherry Laster, and Terry Wilson. Mayor Johnny Smith, City Attorney Richard Rhea, City Administrator Albertha Grant, and City Clerk Brenda Long were present. Joy Seijo introduced and welcomed new hires Scott Calhoun as Finance Manager/Treasurer  and Josh Barkley as Building Inspector.  ACCEPTANCE OF MINUTES. No changes to minutes.  DRAFT POLICIES & PROCEDURES MANUAL (FIRST DISCUSSION). City Administrator Albertha Grant explained the changes that have been made sO far. The Mayor, Patty Wolfe and. Joy Seijo are currently reviewing the changes. Mayor Smith would like to finish their review and resend back out for any suggestions from the departments. Council President Taylor would like to schedule a department head meeting, with one or two Council Members present, on. January 3, 2023, to discuss any changes or suggestions and then a Called Work Session on January 4, 2023, at 61 p.m. Any suggestions should be emailed to. Joy  Seijo, Janis Burns, Keith Kadle, and Patty Wolfe gave input.  ANY OTHER BUSINESS.  Council Member Wilson gave an update on the Eastwood Project. Council President Taylor asked City Clerk Brenda Long to explain the Board of Education Election change and asked for the resolution be placed on the agenda for Council President Taylor and Mark Stephens gave a City Hall build update.
