City Council Meeting Minutes November 27,2023 Jacksonville, Alabama  The City Council of the City of. Jacksonville, Alabama, met for a Council Meeting on November 27, 2023, at 4:00 p.m. in the Municipal Court Room at the Public Safety Complex, 911 Public! Safety Drive, Jacksonville, Alabama. Council President Tony Taylor called the meeting to order at 4:02 p.m. Upon roll call, the following Council Members were present: Coty Galloway, Sherry Laster, and Terry' Wilson. The following member was absent: Andrew Green. Mayor. Johnny Smith, City Administrator Albertha Grant, City Attorney Richard Rhea, and City ADOPTION OF MINUTES. AI motion was made by Council Member Galloway, seconded by Council Member Wilson, to approve the Minutes from the November 13, 2023, Regular Work Session and Council Meeting. Upon vote on the motion, the following votes were recorded: Yeas: All; Nays: None. The Council President announced the motion carried.  Clerk Brenda Long were present.  ADOPTION OF AGENDA.  City Administrator noted there were amendments to the agenda as follows:  Main Agenda: Add:  Item 25: Adjournment  Amotion was made by Council Member Wilson, seconded by Council Member Laster, to adopt the agenda as amended. Upon vote on the motion, the following votes were recorded: Yeas: EXECUTIVE SESSION. AI motion was made by Council Member Galloway, seconded by Council Member Wilson, to enter an Executive Session under the provisions of the Code of Alabama, Section 36-25A-7(a)(7), to discuss the preliminary negotiations involving matters of trade and economic development. Upon roll call vote on the motion, the following votes were recorded: Yeas: Council Member Taylor, Council Member Galloway, Council Member Laster, and Council Member' Wilson; Nays: None. The Council President announced the motion carried. PUBLIC COMMENTS. The Council President asked for comments concerning current Agenda ORDINANCE NO. 0-649-24. A motion was made by Council Member Galloway, seconded by Council Member Wilson, to adopt Ordinance No. 0-649-24: amending Sections 2-58 and 2-60 of the Code of Ordinances of the City of Jacksonville, Alabama, regarding the Rules of Order and Procedure of the City Council of the City of Jacksonville, Alabama (received 1st reading November 13, 2023). Upon vote on the motion, the following votes were recorded: Yeas: All; MEMORANDUM OF UNDERSTANDING. A motion was made by Council Member Galloway, seconded by Council Member Wilson, to authorize the Mayor to sign the Memorandum of Understanding, per the attached. A motion was made by Council Member Galloway, seconded by Council Member Laster, to authorize the Mayor to sign the Equipment Service Plan Agreement with Stryker for ProCare Equipment, per the attached. A motion was made by Council Member Wilson, seconded by Council Member Laster, to authorize the Mayor to sign the TRANE Technologies Scheduled Service Agreement at the Public Safety Complex, per the attached. The Council President JACKSONVILLE FIRE DEPARTMENT STANDARD OPERATING GUIDELINE FOR CONTROLLED SUBSTANCE INVENTORY, SUPPLY, AND USE.
