City Council Work Session Minutes Jacksonville, Alabama November 13, 2023  The Council oft the City ofJacksonville, Alabama, met on November 13, 2023, at 6:00 p.m. in the Municipal Court Room of the Public Safety Complex, 911 Public Safety Drive SW, Jacksonville, Alabama for a Regular Work Session. Council President Tony Taylor called the meeting to order at 6:00 p.m. The following Council Members were present: Coty Galloway, Andrew Green, Sherry Laster, and' Terry Wilson. City Attorney Richard Rhea, City Administrator Albertha Grant, and City Clerk Brenda Long were present. Mayor. Johnny L.  Smith was absent.  ACCEPTANCE OF MINUTES. No changes to minutes.  WWGSB PAYS SCALE- - BOARD MEMBERS. WWG&SB Chairman Michael Cole, Utility Office Manager Michael Rinker, and Water, Gas, and Sewer Manager Chris Patterson presented the Council with a request to allow the WWG&SB to have authority over the Pay Scales for the WWG&SB employees. Human Resources Manager Joy Seijo recommends if the Council decides to allow this that a complete split is made. The Council will take into MANAGEMENT AGREEMENT. City Attorney Richard Rhea recommends deleting the hold harmless clause which states the City will be liable for all expenses even ifthe management company is at fault and deleting the item that states anyone hired by the management company is considered a city employee. Mrs. Grant noted she spoke with the company and made sure they understood in item 7, they would not be depositing money but would be sending the city a check every month for the funds they collect. The council agrees to the changes. The item will be deleted from tonight's agenda pending changes toj the  consideration and make a decision at al later date.  agreement.  ANY OTHER BUSINESS.  Council Member Wilson: Spoke on the Revenue Committee and the idea is to Council Member Wilson: Gave an update on the Eastwood Project. Council President Taylor: Gave an update on Bid No. 24-01, Purchase and Delivery ofADA Restroom Trailer(s) and recommended awarding the Bid to Comforts of Home Inc. Council agrees.
